It is of great significance to accelerate the formation of new quality productivity and achieve high-quality development by empowering green with digitalization, driving digitalization with greening, and promoting the coordinated development of digitalization and greening. At present, Hunan is vigorously cultivating and developing new quality productivity, and it is urgent to build on the existing foundation, further strengthen the "synergy of industrialization and industrialization", and promote high-quality development to a new level.
Build a green data element market that supports cross-border cooperation. Relevant policies should be introduced to build a cross-departmental, cross-institutional, and interdisciplinary cooperation platform to provide support for the collection, integration and analysis of green data elements, so as to accelerate the construction of a green data element market. At the same time, we can start to set up a provincial data rights confirmation and registration platform to ensure the rights and authenticity of green data, and further promote sharing and exchange. Formulate a value evaluation system for data elements, strengthen the regulation and guidance of the green data element market, and provide more reliable and abundant data support for the coordinated development of digitalization and greening.
Build an integrated computing network that supports the development of "dual-industrialization synergy". To build an integrated computing power network in the province, it is necessary not only to pay attention to the large-scale construction and intensive development of computing resources in the hub nodes of cities and states, but also to promote the flow and efficient utilization of general computing power and intelligent computing power in the entire network. This requires the establishment of a unified management and scheduling platform to monitor, allocate and manage computing resources in real time based on digital technologies such as big data and the Internet of Things, so as to achieve efficient cross-regional and cross-industry scheduling of computing resources. At the same time, encourage and support enterprises, universities and research institutions to share computing resources, establish an open computing power sharing mechanism, promote the application and innovation of computing resources in different fields, and provide strong technical support for the coordinated development of digital and green.
Set up a special fund to support the transformation and development of "dualization and synergy". Establish a special investment fund to increase financing support for green transformation projects in energy-intensive industries such as electric power, iron and steel, and petrochemicals through the issuance of green bonds, environmental protection funds, and green credit, and guide the flow of funds to low-carbon technology innovation and environment-friendly projects. Support Hunan modern petrochemical, green mining, food processing and other traditional industrial chain enterprises to carry out intelligent, green, digital transformation and upgrading, and provide financial support. Integrate the special funds of various cities and prefectures, and use the funds involved in the development of "dual-industrialization synergy" in financial investment projects as a whole, so as to provide financial support for the transformation of "dual-industrialization synergy" in the province.
Build a digital platform for carbon management that supports the development of "dualization and synergy". With carbon data as the core, with the help of a new generation of information technology such as blockchain and the Internet of Things, we will build a smart service platform for carbon peak and carbon neutrality to provide services for the government, enterprises and the public. We will build a waste resource information service platform, a carbon emission supervision platform for the transportation and logistics industry, and a carbon monitoring platform for the construction sector, so as to accelerate the green transformation of digital technology to empower manufacturing, transportation and logistics, construction and other fields, and give full play to the leading role of green transformation in the digital industry. Strengthen the construction of industrial innovation service complexes such as Hunan modern petrochemical, green mining, construction machinery, rail transit, and new energy vehicles, support qualified counties (districts, cities) and leading enterprises to create green and low-carbon technology professional incubators and maker spaces based on their own advantages, cultivate innovative enterprise echelons, and form influential digital technology leading enterprises.
