(1) Yellow label vehicles that meet the following conditions at the same time can apply for subsidy funds:
1. Vehicles verified by the local environmental protection department should be issued with yellow environmental inspection marks.
2. Vehicles registered in this district (excluding Dongxiao Town and Hongfang Town), and the initial registration date is before December 31, 2005 (inclusive) and after 2006.
3. During the period from January 1, 2016 to December 31, 2017, the vehicles will be sold to scrapped automobile recycling and dismantling enterprises that have been qualified by the commerce department to scrap vehicles in advance, and obtain the "Scrapped Automobile Recycling Certificate" and "Motor Vehicle Cancellation Certificate".
4. The owner of the vehicle registration is an individual, individual industrial and commercial household, enterprise and other non-financially supported social organizations;
5. Vehicles that are more than one year (including one year) away from the mandatory scrapping period in the national "Provisions on Compulsory Scrapping Standards for Motor Vehicles" or have no scrapping life limit
Early delivery for scrapping refers to vehicles whose service life is more than one year (including one year) from the mandatory scrapping period in the national "Provisions on Compulsory Scrapping Standards for Motor Vehicles" or vehicles without scrapping life restrictions. The starting date for the calculation of its actual service life is the date of initial registration of the vehicle, and the end date is the date when the owner sells the vehicle to the motor vehicle scrapping and recycling and dismantling enterprise, which is subject to the time when the motor vehicle scrapping and recycling and dismantling enterprise enters the information of the scrapped yellow label vehicle into the old automobile scrapping and updating information management system.
The service life of the vehicle refers to the service life stipulated in the "Provisions on the Standards for Compulsory Scrapping of Motor Vehicles" (Order No. 12 [2012] of the Ministry of Commerce, the Development and Reform Commission, the Ministry of Public Security and the Ministry of Environmental Protection), which is subject to the registration information of the Vehicle Management Office of the Traffic Police Detachment of the Municipal Public Security Bureau.
(2) Yellow label vehicles that fall under one of the following conditions shall not enjoy subsidy funds:
1. After the expiration of the inspection period, the motor vehicle safety inspection mark has not been obtained for 3 consecutive inspection cycles.
2. When scrapped in advance, the owner of the motor vehicle dismantles the "five major assemblies" without permission.
3. Scrapped directly due to unnatural reasons such as traffic accidents.
4. Owned by financial support units such as buses and administrative institutions at all levels in the jurisdiction (including administrative institutions under the Ministry of Iwa).
5. Those who have enjoyed the national subsidy funds for the scrapping and renewal of old cars and other subsidy policies for scrapped vehicles.
6. The year of application for scrapping has met the mandatory scrapping conditions stipulated in Article 4 of the "Provisions on Compulsory Scrapping Standards for Motor Vehicles".
7. Three-wheeled vehicles, low-speed trucks and motorcycles.
8. After the implementation of the "Longyan Yellow Label Vehicle Early Scrapping Subsidy Program", it is transferred out or transferred in or changed in nature.

Owners (or authorized agents) of yellow label vehicles who meet the scope of the subsidy should submit an application to the window of the Municipal Administrative Service Center District Commerce Bureau before January 31, 2018. The specific application materials are as follows:
1. Application Form for Early Scrapping Subsidy Funds for Yellow Label Vehicles in Longyan City (in five copies) (pick up in the town or street or log on to the website of the Municipal Bureau of Commerce lywjm.longyan.gov.cn download);
2. The third copy of the "Scrapped Automobile Recycling Certificate";
3. A copy of the "Motor Vehicle Cancellation Certificate" (original verification);
4. A copy of the valid identity certificate of the car owner (individual) (signed and verified);
5. A copy of the business license and organization code certificate of the owner (unit) (stamped with the official seal and the original);
6. A copy of the personal bank account passbook or the basic account opening certificate of the unit with the same name as the car owner (signed/stamped with the official seal);
7. If the application procedures are handled by the entrusted agent, the original power of attorney of the car owner (or a copy confirmed by the facts of the town or street) and a copy of the ID card of the entrusted agent (the original shall be verified);
8. If the applicant and the owner of the vehicle are not the same person due to various reasons, and the identity certificate of the owner and the entrustment materials cannot be provided, the town or street where the vehicle is located shall confirm the facts, and issue a certificate of consent to apply for the subsidy in the name of the applicant, and the subsidy funds shall be transferred to the applicant's account.
For the yellow label car that meets the subsidy conditions, the materials are complete, the District Bureau of Commerce shall release the subsidy funds to the applicant's bank account within 30 working days after acceptance, and if the conditions are not met, the District Bureau of Commerce shall return the application within 30 working days and explain the reasons in writing.
