Huainan Vocational Education Center (Huainan Economic and Technical School) will introduce shortage of professionals in 2024

Huainan Vocational Education Center (Huainan Economic and Technical School) is a national demonstration school for the reform and development of secondary vocational education directly under the Huainan Municipal Education and Sports Bureau and an excellent secondary vocational school in Anhui Province. In order to further implement the strategy of strengthening education with talents, meet the demand for talents in short supply in vocational education and the construction needs of national "double excellent" secondary vocational schools, in accordance with the spirit of the Organization Department of the Municipal Party Committee, the Municipal Party Committee, and the Municipal Human Resources and Social Security Bureau's "Implementation Measures for the Recruitment of Talents in Shortage by Public Institutions in Huainan City" (Huairen Social Secretary [2021] No. 45) and other documents, Huainan Vocational Education Center (Huainan Economic and Technical School) will openly introduce 10 professionals in short supply to the society in 2024. The relevant matters are hereby announced as follows:

First, the principle of introduction

Adhere to the principles of open introduction, fair competition, both ability and political integrity, and merit-based employment.

Second, the number of people introduced

A total of 10 people, see the "Huainan Vocational Education Center (Huainan Economic and Technical School) 2024 Introduction of Shortage of Professional Talents Position Information Table" (Annex 1).

Third, the introduction of conditions

(1) Have the nationality of the People's Republic of China, love education, have good professional ethics, abide by discipline and law, and have no record of negative conduct;

(2) Have a nationally recognized master's degree or above, a master's degree or above, and the graduate student's major is consistent with the job requirements, in principle, it is a fresh graduate;

(3) Have the corresponding teacher qualifications (corresponding teacher qualification certificate, teacher qualification examination certificate, "Teacher Professional Ability Certificate for Normal Students" or teacher qualification certificate number certificate);

(4) Age 35 and below (born in April 1988 and later), physically and mentally healthy, able to adapt to job requirements;

(5) Meet other qualifications required for the post.

Those who have any of the following circumstances are not allowed to participate in the registration:

(1) Personnel who do not meet the requirements for recruitment;

(2) Non-recent graduates of full-time colleges and universities;

(3) Active-duty military personnel;

(4) Persons who have been identified by the government human resources and social security departments and education departments as having disciplinary violations in examinations and are within the period of suspension;

(5) Persons who have previously received criminal punishment for crimes, persons who have been dismissed from public office, persons who have received Party discipline and government sanctions for which the period has not yet expired or are currently undergoing disciplinary review, persons who are in the period of criminal punishment or who are undergoing judicial investigation and have not yet reached a conclusion;

(6) Persons in other circumstances who are prohibited by law from participating in the examination or being hired as staff of public institutions.

Candidates are not allowed to apply for positions that constitute the circumstances listed in Article 6 of the "Provisions on the Recusal of Personnel Management of Public Institutions" after being hired.

Fourth, the introduction of procedures

(1) Publish an announcement

The announcement will be made on April 30, 2024 through the following channels:

1. The official website of Huainan Human Resources and Social Security Bureau;

2. The official website of Huainan Education and Sports Bureau;

3. The official website of Huainan Vocational Education Center (Huainan Economic and Technical School).

(2) Registration and prequalification

Applicants should register online from May 6 to May 14, 2024, and each person is limited to one position.

Applicants should provide the following application materials:

1. Huainan Vocational Education Center (Huainan Economic and Technical School) Introduction of Shortage of Professional Talents Registration Qualification Examination Form (Annex 2);

2. Valid resident ID card (front and back);

3. Two-inch color ID photo (white background) with no hat in the past three months;

4. Academic (degree) certificate or academic (degree) certificate issued by the school (the content of the academic degree certificate shall at least include name, ID number, major, graduation time, academic level, degree level, and "have completed all the courses specified in the teaching plan, passed the grades of each subject, and the graduation certificate is to be issued", etc., and the academic degree certification certificate provided by the Service Center for Overseas Study of the Ministry of Education shall be provided for graduates from foreign universities);

5. Corresponding teacher qualification certificate or valid certificate of teacher qualification;

The electronic version of the scanned copy of all registration materials shall be named as "registration materials + name + major" in a packaged manner, and will be sent by e-mail to the special mailbox for the introduction of shortage of professionals in Huainan Vocational Education Center (Huainan Economic and Technical School) in Anhui Province (see Annex 3).

After the end of the registration, the school will conduct prequalification according to the applicants' online registration materials and personal character and academic excellence, if the proportion of pre-examination personnel for a position exceeds 1:10, the applicant will be selected according to the applicant's character and academic excellence to determine the qualification review personnel. For those who have passed the qualification examination, the school will affix the official seal of the unit to the "Huainan Vocational Education Center (Huainan Economic and Technical School) Introduction of Shortage of Professional Talents Registration Qualification Examination Form" in the form of email feedback to the registration mailbox.

If the applicant fails to pass the prequalification due to incomplete or inaccurate personal information, the registration shall be deemed invalid, and the applicant shall be responsible for it.

(3) Qualification review

Personnel who enter the qualification review should go to the school to participate in the on-site qualification review with the original relevant materials on the day before the interview, and the specific time will be notified separately, please pay attention to the school's official website (http://www.hnzjzx.cn) in time. The materials required for qualification review are the same as those for online registration. If the qualification review is qualified, the interview notice will be issued on the spot.

Personnel who have not yet obtained the original academic (degree) certificate or teacher qualification certificate and are still unable to provide the original academic qualification certificate or teacher qualification certificate by August 31, 2024, or if the original is inconsistent with the supporting materials, their employment qualifications will be cancelled.

The qualification review runs through the whole process of talent introduction.

(4) Organize interviews

1. Time and place

Interview location: Huainan Vocational Education Center, Vocational Education Park, Huainan High-tech Zone (Shannan New District), Anhui Province, interview time and other specific matters will be notified separately, please pay attention to the school's official website in time, and you must hold a valid resident ID card and interview notice to participate in the interview during the interview.

2. Interview format

The interview time is 15 minutes, of which 12 minutes are for non-student classes and 3 minutes for defense. The total score of the interview is 100 points (70% of the total score of the interview and 30% of the total score of the defense), and the score is kept to two decimal places. The minimum score line is set at 70 points, and those who do not reach the minimum score line will be disqualified from entering the next link. Interview scores are announced on the spot. The version of the textbook used in the interview is shown in Appendix 4.

After all the interviews are over, the interview scores will be summarized under the supervision of the discipline inspection and supervision department, and the list of finalists will be determined in equal amounts from high scores to low scores according to the interview results and the ratio of 1:1 in the number of job introduction plans (if the interview scores are the same, the scores of the non-student classes will be determined from high to low scores), and enter the physical examination and inspection link. If an individual gives up his or her qualifications for shortlisting or fails to pass the physical examination or inspection, he or she shall be replaced in the same position in order of performance.

(5) Physical examination and inspection

1. The physical examination shall be carried out in accordance with the relevant requirements of the Organization Department of the Anhui Provincial Party Committee, the Anhui Provincial Department of Human Resources and Social Security, and the Anhui Provincial Department of Health on Further Standardizing the Physical Examination of Public Recruitment Personnel in Public Institutions in the Province (Anhui Human Resources and Social Security Secretary [2013] No. 208). The cost of the medical examination is borne by the individual.

2. The personnel who have passed the physical examination are determined to be the candidates for the examination, and the inspection is mainly based on the political ideology, moral quality, ability and quality, work performance (academic performance) and compliance with national laws and regulations of the candidates. In accordance with the spirit of the "Implementation Opinions on Accelerating the Establishment of Credit Supervision, Warning, and Punishment Mechanisms for Judgment Defaulters" (Wan Ban Fa [2017] No. 24) and other documents, if the subject of the investigation is still a judgment defaulter at the end of the inspection, the inspection link will not be qualified.

(6) Publicity and employment

The list of personnel to be hired who have passed the physical examination and inspection will be publicized on the school website for 7 days. After the expiration of the publicity period and no objection, the formal examination and approval of employment procedures shall be carried out in accordance with the current regulations.

5. Other matters

(1) Applicants must provide true, accurate and valid registration information and registration materials, and the applicants shall be responsible for the consequences caused by fraud, violations of discipline and regulations, and incomplete materials.

(2) The contract and economic disputes arising between the introduced talents and the original unit (school) shall be resolved by the person and bear the corresponding responsibilities. If the decision to hire personnel fails to report within the specified time, the employment qualification shall be cancelled.

(3) In accordance with the "Provisions on the Recusal of Personnel Management of Public Institutions", the recusal system shall be implemented in the recruitment work.
