According to the 2024 "Consular Service in the Community" activity of the Consulate General in New York, in order to better serve Chinese citizens in the consular district, the Consulate General will accept the renewal of passports of Chinese citizens over the age of 60, the application for travel permit for Chinese children (renewal and first-time application) and the certificate of health in Flushing, New York on May 9.

The relevant requirements for applying for certificates are hereby notified as follows:

Second, the scope of acceptance and application

(1) Chinese citizens over the age of 60 (born in or before April 1964) will have their passports renewed

1. Application for passport renewal due to the imminent expiration of private passport (valid for less than one year);

2. Application for renewal of passport due to the expiration of private passport but not more than three years;

3. Application for passport renewal with valid private passport but no blank visa page;

(2) Application for travel permit for children of Chinese nationality (those who have never applied for a travel permit and those who currently hold a travel permit valid for less than 6 months apply for a renewal of a travel permit)

1. Born in the United States, both parents are Chinese citizens, and neither Chinese parent has obtained a long-term "green card" in the United States or permanent residency in another country at the time of birth;

2. Born in the United States, one parent is a Chinese citizen and the Chinese parent has not obtained a long-term "green card" in the United States or permanent residency in another country at the time of birth;

3. Born in China, one parent is a Chinese citizen and one is a U.S. citizen.

(3) On-site handling of pension qualification review form ("proof of health")

1. Required materials

(1) Fill in the information "Pension Eligibility Examination Form for Overseas Residents" (please download and print from the website and fill in: http://newyork.china-consulate.gov.cn/zjfw/lshzhj/lqyljzgrz/). The "Audit Form" is divided into two parts, please fill in Chinese italics, the handwriting should be clear, do not have alterations, please use a pen or carbon pen to fill in. Please leave the "Application Status" column in the lower part of the form unchecked, and the staff of the Consulate General will fill it in when processing. The three columns of the "Review Form" number, signature of the handler and signature of the reviewer shall be filled in by the staff of the Consulate General, and the official seal of the confirmation institution shall be stamped by the staff of the Consulate General, and the other parts shall be filled in by the applicant. (Please note: If the nationality field on the checklist is U.S., all information should be filled in with a U.S. passport (including name, passport number, etc.). If you need to fill in the Chinese name at the same time, please provide a copy of the corresponding original Chinese ID. )

(2) One original and one photocopy of the applicant's passport and U.S. legal residence document (if any). Passports only need to make a copy of the biographical page.

2. Fees and handling methods

The "Pension Eligibility Examination Form for Persons Living Abroad" is free of charge and does not require an appointment. After the staff accepts the audit on site, the lower copy of the audit form can be returned to the applicant, and the applicant can provide the lower copy of the audit form to the relevant domestic units as required. (Please note that the "Verification Form for Pension Eligibility for Overseas Residents" issued by embassies and consulates abroad is only a proof of the person's health status, and whether the person concerned is eligible to receive a domestic pension is subject to the review and decision of the domestic pension issuing department.) )

3. Procedures for applying for certificates

Step 1: Make an appointment

Please make an appointment in advance through the reservation link or QR code, enter your personal information and select the time slot for making an appointment according to the system prompts. The personal information provided at the time of booking must be the same as the information on the ID holder. You can use mobile phones, computers, pads and other devices to click on the link below or scan the QR code to make an appointment:

Reminder 1: After filling in all the information and submitting it, the staff of the Consulate General will review your information in the background. If approved, the Consulate General will send a confirmation email to the email address you provided when making your appointment. Please print out the confirmation email as the reservation voucher and bring it to the on-site location together with other relevant application materials.

Reminder 2: The booking system will be opened on the same day, and the quota for each time slot is limited, please make an appointment as soon as possible.

Reminder 3: Each person is limited to 1 appointment, if there are more than one person coming to the site to apply for the permit, please make an appointment according to the actual number of applicants.

Reminder 4: After the appointment is successful, please arrive at the visa application location in advance according to the appointment time.

Step 2: Prepare the application materials (please be sure to read them carefully and prepare the materials as required)

The application documents required for passport renewal, renewal and first-time application for travel permit are different, please pay special attention to prepare the Money Order and self-addressed envelope as required (4).

(1) If you apply for passport renewal, please prepare the following materials:

1. Original and photocopy of passport.

2. Completed passport application form. The application form can be downloaded from:

3. 3 recent (within half a year) frontal bareheaded color half-length ID photo (glossy photo paper).

The size of the photo is 48mmx33mm, the background is white, please wear dark clothing. The expression is natural, the eyes are open, the lips are naturally closed, and all facial features are clearly visible.

4. If you need to apply for a new passport apostille at the same time (the original old passport did not have an apostille), you need to submit the original and photocopies of official certification documents related to the apostille content (such as court name change certificate, household registration book, marriage certificate and green card, etc.). Embassies and consulates abroad are unable to issue apostilles of marital status, date of birth, and place of birth.

5. Use a thick black pen to complete the "Signature Collection Form" signed in block letters. It can be downloaded from:

8. The Money Order and the return envelope required in "Item (4)" below.

(2) If you apply for a renewal of travel permit, please prepare the following materials:

1. The original and photocopy of the travel permit or entry-exit permit currently held by you (please submit the information page of your latest certificate, and the cancelled certificate cannot be used for reissuance of the permit).

2. Completed travel permit application form. The application form can be downloaded from:

4. If you need to apply for apostille at the same time, you need to submit a copy of the remarks page with the apostille information (name special spelling page).

5. The original and photocopy of the child's birth certificate (the original is only for proof, and the Consulate General will receive the photocopy).

6. A copy of the child's Chinese household registration book or resident ID card (if any)

7. Applicants under the age of 16 should be accompanied by a legal guardian (father, mother or other legal guardian) in the United States to apply for a travel permit. 8. Fill in the original and photocopy of the valid passport of the guardian who agrees to handle the license above.

9. Other materials required by the staff of the Consulate General on site due to different circumstances of individual cases.

(3) If you are applying for a travel permit for the first time, please prepare the following materials:

1. Completed travel permit application form. The application form can be downloaded from:

6. The original and photocopy of both parents' valid passports, including the data page with photos and the visa page for coming to the United States. If one of the parents is not in the U.S., a statement must be made.

7. The original and photocopy of the proof of residence of both parents in the United States or other countries (such as: green card, Form I-797, Form 2019, Form I-20, etc.), and if there is permanent residence in other countries, the permanent residence documents of the relevant countries must be provided.

8. Applicants under the age of 16 should be accompanied by a legal guardian (father, mother or other legal guardian) in the United States to apply for a travel permit. (4) Materials to be prepared for applying for passport renewal, renewal and first application for travel permit:

1. Money Order with an amount of $23 (be sure to prepare it in advance). The specific requirements are as follows:

(1) Please do not submit cash or personal checks, otherwise you will not be able to complete the payment.

(2)Money Order 的收款人应为:Chinese Consulate General in New York。 收款人可留空不填,但请勿填写为 Chinese Embassy 或其他内容,否则无法完成缴费。

(3) Be careful not to write the applicant's name on the payee, otherwise the payment will not be completed.

2. Return envelope. The old and new documents will be mailed to you via the return envelope you provided, and the specific requirements for the return envelope are as follows:

(1)回邮信封请使用美国邮政局 USPS PRIORITY MAIL 信封或 USPS PRIORITY MAIL EXPRESS 信封(注意:请不要使用UPS、FedEx 等其他信封)。

(2) Please affix sufficient amount of stamps to the return envelope, and take a photo to keep the "tracking number" of the envelope (tracking number) to check the progress of mail delivery (the Consulate General does not keep the tracking code information). Please contact the staff of the post office for the amount of stamps and the enquiry code.

(3) Please fill in the return address, recipient's name, and contact number on the return envelope, and mark the applicant's Chinese name on the envelope. In order to reduce the chance of losing mail, please write the applicant's recipient address in both the From and To addresses on the return envelope.

(4) If there are multiple applicants, please prepare the Money Order and the return envelope separately and do not share them to avoid confusion.

(5) Carefully check the recipient's address, recipient and other information to ensure that the information is accurate. In order to ensure the security of the mailing of documents, the Consulate General will not be able to make any changes to the information in the return envelope submitted by the applicant after the application materials are accepted.

Step 3: The applicant submits the application materials on site

If you submit all the documents on site, the staff of the Consulate General will collect all the documents on the spot.

Step 4: Check the prepared documents

(1) Within 15 days from the date of receipt of your application materials, the Consulate General will send the prepared passport to the return envelope provided by you.

(2) If you have not received your passport and travel permit within 30 days, please send an email to [email protected] for consultation.

Reminder: Problems in the follow-up review of the applicant's materials, insufficient postage or problems with the return envelope may lead to the extension of the processing time or the inability to process. There is a risk of losing the certificate by mail, so the applicant is requested to choose the method of applying for the certificate after careful consideration.

4. Other matters

(1) In case of any of the following circumstances, the on-site application cannot be accepted, and the applicant is requested to apply online through the "Chinese Consul" APP:

1. Those who fail to make an appointment on the same day for on-site application;

2. The personal information provided at the time of appointment is inconsistent with the information on the certificate held;

3. It does not belong to the scope of this on-site application;

4. Unable to provide complete certification materials;

5. Failure to arrive at the place of application within the appointment time;

6. Those who need to use a passport or travel document in the near future (within 60 days);

7. The staff of the Consulate General on site deems that the conditions for acceptance are not met.

(2) The on-site conditions for applying for permits are limited, and on-site photocopying, photography and other services cannot be provided. In order to submit your application smoothly and efficiently, please prepare all the documents in advance.

(3) The Consulate General will not charge any other fees to the applicant except for the relevant application fees and mailing service fees as required.

(4) The reservation system uses third-party software, please do not believe any advertising information that appears during the reservation process.
