On July 14, 1889, the First Congress of the Socialist International (Second International), led by Engels, was held in Paris. On May 1, 1920, "New Youth" published a commemorative issue of Labor Day, including Li Dazhao's "History of the May Day Movement", Cai Yuanpei's "Sacred Labor" and Sun Yat-sen's "Sacred Labor" inscriptions. At the same time, Li Dazhao led a May Day commemoration in Beijing, and Peking University students also went on strike on this day to commemorate the occasion. Some young people circulated the Beijing Labor Declaration of 1 May to arouse the idea of active struggle of the working class against exploitation and oppression. This can be called the first May Day in Chinese history.

In December 1949, the Administrative Council of the Central People's Government made a decision to designate May 1 as Labor Day. After 1989, the State Council basically commended national model workers and advanced workers every five years, and about 3,000 people were commended each time.
