The activity plans to issue a car purchase subsidy of 3 million yuan, including 1.56 million yuan for fuel vehicles, 260 per period, and 3,000 yuan per person, and 1.44 million yuan for new energy vehicles, 180 per period, and 4,000 yuan per person.

The object of this car purchase subsidy activity can be participated in all the people in Banyan (including those from outside the territory), according to the time order of the car owner to submit the subsidy materials, first come, first served, the activity quota is used up, the system will automatically stop accepting the user's activity application, the same user can only apply for a car purchase subsidy.

Specific conditions of participation
(1) During each phase of the activity period, individual consumers who purchase new fuel vehicles or new energy vehicles (non-operating passenger cars with seven seats and below, each unit price is not less than 50,000 yuan, the same below) and provide POS purchase orders and other vouchers for car purchases of 20,000 yuan or more.
(2) Obtain a uniform invoice for motor vehicle sales in Minhou County (excluding High-tech Zone), pay vehicle purchase tax in Minhou County (excluding High-tech Zone) and register for a license plate (the first registration time of the driving license is during each activity).
(3) The billing date of the uniform invoice for the sale of motor vehicles is during each period.
(4) The uniform invoice for motor vehicle sales and the new vehicle driving license of individual consumers are the same user, and only the user can apply for it.
(5) The same user can only apply for a uniform invoice for motor vehicle sales and a new vehicle driving license once in each activity.

The application process for car purchase subsidies
(1) Buy a car and get a license
During each phase of the activity, individual consumers shall purchase new fuel vehicles or new energy vehicles from automobile sales enterprises registered in Minhou County (excluding high-tech zones) in accordance with the provisions of the national automobile sales management measures and issue invoices for car purchases, pay purchase tax in Minhou County (excluding high-tech zones), and go through the procedures for new car registration and obtain vehicle driving licenses.
(2) Upload the proof of purchase
Starting from 0:00 on the first day of each activity (May 8 and June 8), individual consumers can log in to the UnionPay app, open the Digital Intelligence Cloud Merchant to enter the Minhou car purchase subsidy page, and fill in the bank card number registered for receiving car subsidies (the mobile phone number reserved by the bank card in the bank must be the same as the mobile phone number registered with UnionPay, and the bank card is a Type I card).
Upload the photos of the purchase invoice for the new car, the new car driving license, and the car purchase card purchase form and submit the information (the specific submission information is subject to the page prompts).
Once submitted, the uploaded invoice picture, driving license, car purchase card purchase form and bank card number filled in and registered for car subsidy issuance cannot be modified in principle. If the review cannot be passed due to errors in the upload operation, including but not limited to uploading false licenses, unclear licenses, and not selecting the correct application entrance, the user shall be responsible for it. If the review information submitted for each phase of the activity is not approved, the application will be invalidated, and the application quota will not be re-released, and the corresponding funds will be carried forward for the next stage of automobile consumption promotion activities.

Event review and distribution
(1) Information review
Fujian UnionPay confirms the information submitted by consumers through the digital intelligence cloud business platform (embedded in the UnionPay platform) through the data platform, and the commerce department conducts an audit and audit. If the review is not passed, the quota will not be released, and the remaining funds will be carried forward for the next automobile consumption promotion activity.
(2) Subsidies for car purchases
After the information submitted by the consumer is reviewed and publicized, Fujian UnionPay will issue the car purchase subsidy to the bank card account registered at the time of registration of the car buyer as soon as possible, and the specific notice of receipt shall prevail.
