The Regulations on the Supervision and Administration of Non-bank Payment Institutions came into force on May 1. The "Regulations" make it clear that payment institutions shall not embezzle, occupy or borrow customer reserves, and shall not forge or alter payment instructions; Strengthen the protection of users' rights and interests, stipulate that payment institutions shall draft agreement terms in accordance with the principle of fairness, protect users' right to know and choose, strengthen the protection of user information, and clarify relevant requirements for information processing, information confidentiality and information sharing.

Further expand the variety of over-the-counter bond investments

According to the Notice on Matters Concerning the Counter Business of the Interbank Bond Market, from May 1, investors can invest in the interbank bond market and bond varieties such as treasury bonds, local government bonds, and financial bonds through the establishment of institutions through the counter business. The "Notice" clarifies that from May 1, on the basis of the implementation of the existing housing purchase restriction policy, the following resident families (including husband and wife and minor children, the same below) or adult single persons are allowed to purchase a new set of commercial housing (including newly built commercial housing and second-hand housing) outside the Fifth Ring Road: Households with household registration in the city (including families of active military personnel and active armed police officers stationed in Beijing, and families with valid Beijing Work and Residence Permits) Adult single persons with household registration in Beijing already own one house in Beijing, non-resident households or adult single persons who have paid social insurance or individual income tax in Beijing for more than 5 consecutive years (inclusive) and have owned one house in Beijing.

Tianjin: Residents with household registration in Beijing and Hebei Province who buy houses in Tianjin enjoy the housing purchase policy for residents with household registration in Tianjin

The Tianjin Municipal Commission of Housing and Urban-Rural Development and other three departments issued the "Notice on Further Optimizing the Real Estate Regulation and Control Policy". The "Circular" makes it clear that residents with household registration in Beijing Municipality and Hebei Province and those employed in Beijing Municipality and Hebei Province who purchase houses in Tianjin shall enjoy the housing purchase policy for residents with household registration in Tianjin; residents with household registration in Tianjin who purchase a single set of newly built commercial housing of more than 120 square meters in the six districts of the city will no longer be subject to verification of their qualifications for purchasing houses; and residents who purchase houses in non-restricted areas shall have their housing situation verified in the corresponding districts. At the same time, for resident families with members aged 60 or above (inclusive) or families with many children with two or more children, the "Notice" clearly allows one unit to be reduced when determining the number of housing units with household registration books and other materials.

Shanghai: Relax the application conditions for family living allowance for triplets or more

The Shanghai Civil Affairs Bureau and the Shanghai Municipal Finance Bureau revised and issued the "Notice on Giving Living Subsidies to Families with More than Triplets", which will be implemented on May 1. In order to better protect the basic livelihood of the children of triplet families, the "Notice" amends the application conditions "children under the age of 16 or over the age of 16 but all of them are in school to receive full-time undergraduate education or below" to "children are under the age of 18 (over the age of 16, except for those whose main source of livelihood is their own labor income) or over the age of 18 but are all in school to receive full-time undergraduate education or below". According to the newly revised notice, triplets whose children meet the above age requirements and whose annual per capita disposable income is lower than the per capita disposable income of Shanghai residents in the previous year can apply for living allowance, and the current subsidy standard is 1,970 yuan/month (the subsidy standard is determined by 1.3 times the minimum living security standard).

Zhejiang: Real estate brokerage institutions should reasonably reduce brokerage service fees

The Zhejiang Provincial Department of Housing and Urban-Rural Development and the Zhejiang Provincial Administration for Market Supervision jointly issued the "Implementation Opinions on Further Regulating the Management of Real Estate Brokerage" on May 1. The "Opinions" make it clear that the real estate brokerage service fees shall be determined by the parties to the transaction through negotiation according to the service content, service quality, market supply and demand and other factors. Real estate brokerage institutions should reasonably reduce the cost of housing sales and rental brokerage services. Encourage the implementation of tiered pricing in accordance with the principle of higher transaction price and lower service rate. The brokerage service fee is shared by both parties to the transaction.
