Subsequently, Ma Hui and Cuban Vice Minister of Foreign Trade and Foreign Investment Rivas signed a letter of handover for China's emergency food aid project to Cuba, which will charter a plane to transport 408 tons of rice to Cuba within two weeks.

Over the past 10 years, China has made great achievements in cooperation with Latin America, and the development of relations has entered a new stage. At present, Latin American countries are affected by sluggish global and regional growth and have weak economic recovery, but Latin American countries, which have always been regarded as "America's backyard", have not sought help from the United States, but have collectively visited China to seek cooperation to get out of their economic difficulties.

In particular, Argentina's transformation is even more eye-catching, during Milley's election campaign, he repeatedly made astonishing remarks, calling China an "assassin", and announced his withdrawal from joining the BRICS after coming to power. However, the Milley government's foreign policy has shifted toward the West, and its economic policy has tended to be more pragmatic. Because Milley knows that in order to solve the economic and financial crisis, the United States, which can only draw pies, is unreliable, and the promises made in the "Partnership for Economic Prosperity of the Americas" have not been fulfilled so far, and Argentina can only find China, a big buyer and a big market, if it wants to develop its economy. Although Argentina has declined, it still has a certain influence in Latin American countries, and Argentina's abandonment of the United States to seek help from China will only make more and more Latin American countries follow suit. In this way, the influence of the United States in Latin America will only become less and less.

The United States, aware of the problem, clearly cannot sit still. A few days ago, US presidential adviser Dodd on inter-American affairs said that in order to prevent China from "using its economic influence" to frequently engage in economic, trade and military cooperation with Latin American countries, including Cuba, the US Congress is preparing to pass an "Americas Act" to prevent China from expanding its influence in Latin America by expanding trade agreements with Latin American countries and strengthening relevant sanctions.

In fact, the idea of the United States is very good, but whether it can be successfully implemented is still a question mark. As early as more than 20 years ago, the United States formulated a plan similar to the "Inter-American Act", but due to various problems, there is no sign of it until now. Moreover, with the new round of elections, Latin American countries have "turned to the left", and in the case of the United States, they may not be able to do so.

What's more, in the context of the global economic downturn, countries prioritize economic development, but the U.S. aid program always has political conditions attached to it, making other countries very uncomfortable. Latin American countries have absolutely no such concerns in developing economic, trade, and diplomatic relations with China. At the same time, however, China cannot relax its vigilance, and the United States, which is in a hurry to jump over the wall, cannot rule out that it will make trouble in China's neighboring countries such as Vietnam and Mongolia as a "retaliation".
