In response to the waterlogging situation in the central area that the citizens are concerned about, the reporter learned that 36 of the 55 waterlogging points in Huicheng have been remediated or have been renovated in stages, basically eliminating the hidden danger of stagnant water for a long time. The remaining 19 waterlogging points have formulated remediation plans and emergency measures, of which 16 waterlogging points are carrying out remediation projects, and 3 waterlogging points have taken temporary emergency measures.

Huicheng has a well-developed water system, densely intertwined rivers, dotted lakes, and the main rivers are the main stream of the Dongjiang River that runs through the city from northeast to southwest. "In some areas, there are more confluence drainage pipe networks, and the pipe network has been built for a long time, and there are problems such as diseases and low construction standards. When extremely heavy rainfall occurs, the insufficient drainage capacity of some pipe networks leads to water accumulation, and some new water accumulation points appear. The relevant person in charge of the Huicheng District Housing and Urban-Rural Development Bureau analyzed that when the water level of the inland river rises too fast due to heavy rainfall or the water level of the outer river (sea) (astronomical tide superposition or upstream flood discharge), it will lead to the loss of drainage capacity of the drainage system, and even the river water backs up, causing urban waterlogging disasters.
Flood prevention is not a good idea, and the root cause of "flooded streets" must be rectified through waterlogging points. Through the rectification in the past two years, 36 of the 55 waterlogging points in Huicheng have been remediated or 36 have been phased out, and the hidden danger of long-term water accumulation has been basically eliminated, and the remaining 19 waterlogging points have formulated remediation plans and emergency measures.
"In the past, the street was flooded, but now it has been rectified, and there has been no large area of water on the road this year. "Recently, the rainstorm has come, and we mainly conduct daily fixed-point inspections to check the operation of the machine and clean up the leaves and debris by the well in time. If the rainfall increases dramatically, we also have additional mobile pump trucks and pumping machines in place to deal with the water in time to ensure smooth drainage. The relevant person in charge of Qiaoxi Street told reporters.
"The rectification of waterlogging points is not achieved overnight, and is being accelerated. At present, 16 flood-prone spots are being remediated. The relevant person in charge of the Huicheng District Housing and Urban-Rural Development Bureau said that through the transformation of the existing drainage system, new rainwater and sewage pipelines will be built, the drainage system will be improved, and the hidden danger of water accumulation at waterlogging points will be eliminated, and the drainage and waterlogging prevention capacity will be improved.
For flood-prone areas such as Ma'an, Shuikou and Xiaojinkou, these towns and streets have set up special emergency rescue teams, reserved sufficient emergency rescue materials, entered the villages (residences) to do a good job in flood prevention and disaster relief publicity, timely transfer the affected people, and make every effort to connect with the relevant units directly under the city and district, further improve the drainage and flood control efficiency of the jurisdiction, reduce the number of waterlogging, and ensure the safety of people's lives and property.
Arrange on-duty personnel and pre-rescue equipment at each flood-prone point
The flood situation is an order, and the responsibility is heavier than Mount Tai. Huicheng District's emergency response, housing and construction departments and towns and streets quickly deployed and took immediate action, and united with relevant departments directly under the city to continuously "fight" flood drainage from morning to night.
The relevant person in charge of the Housing and Urban-Rural Development Bureau of Huicheng District told reporters that before the flood season, Huicheng District drainage and flood prevention supervision and inspection, all flood-prone points have implemented rescue materials and rescue personnel, and comprehensively carried out the investigation of risks and hidden dangers of waterlogging points in various towns (streets), cleared the drainage pipe network, cleaned the rainwater outlet, overhauled the drainage pumping station, and organized a total of 9 emergency drills for drainage and flood prevention. The Housing and Urban-Rural Development Bureau of Huicheng District and all towns (streets) strictly implement the 24-hour on-duty system and the leadership system, and clean the drainage pipe network and rainwater outlets within their jurisdiction.
"Each waterlogging point is arranged to be on duty, pre-rescue equipment, once water accumulation, take a pumping machine to pump and discharge, open the downstream rainwater pipe into the river to shoot the door and gate, open the rainwater grate and other ways to accelerate rainwater discharge, and at the same time set up a cordon, do a good job in personnel evacuation. The relevant person in charge of the Huicheng District Housing and Urban-Rural Development Bureau said.
Carry out dredging in key areas such as the vicinity of the construction site, low-lying and flood-prone sections, and siltation-prone pipe sections to ensure smooth drainage. Inspect the drainage facilities such as rainwater pumping stations, river doors, and inspection wells in the jurisdiction to ensure that the facilities work normally and there are no potential safety hazards. Carry out dredging of reservoirs and rivers in the jurisdiction to improve the flood control capacity of the river. At present, a total of 236 people have been dispatched from various towns (streets) and district agricultural and water bureaus in Huicheng to clear 21.7 kilometers of drainage pipe network, clean 127 rainwater outlets, and overhaul 8 drainage pumping stations.
The forces at the two levels in the urban area jointly carried out emergency rescue. As a central urban area, Huicheng District has strengthened communication and cooperation with the Municipal Bureau of Housing and Urban-Rural Development, the Municipal Emergency Management Bureau, and the Municipal Water Affairs Group, and established a flood prevention work group in the area. Sixteen waterlogging spots are being remediated
1. 2. The Municipal Water Affairs Group is carrying out the renovation project of the municipal drainage pipe network in Shuikou, Ma'an and other areas of Huicheng District, renovating 3 waterlogging points in Huicheng District, and is currently carrying out preliminary work, striving to complete it before the flood in 2025;
3. The Municipal Garden Affairs Center is carrying out the renovation project of the northern section of Shuikou Avenue, etc., to remediate two waterlogging points in Huicheng District, and strive to complete it by the end of this year.
