The meeting pointed out that the relevant review units should improve their political awareness and overall awareness, focus on the three-year action of tackling the root cause of safety production in the industry and trade industry, and promote the effective implementation of the main responsibility of safety production through the construction of safety production standardization, help enterprises improve the operation of the safety production management system, and guide enterprises to implement a number of "civil air defense, technical defense, engineering defense, and management prevention" to cure the root cause. It is necessary to concentrate efforts, take multiple measures at the same time, standardize the review requirements, strictly create, review, rectify, spot check, and revoke the whole process control, and implement various measures such as "one-vote veto of major accident hidden dangers", "the application conditions promised by the applicant enterprise are not true, and the relevant work of review and grading will be terminated, and the application for standardization and grading of the enterprise will not be accepted within 3 years", "the applicant enterprise does not complete the rectification of non-conforming items within the specified time limit, and it will be regarded as unqualified rectification", and continuously improve the quality of safety production standardization construction. It is necessary to organically combine the review of written materials with the review of the operation site, combine interviews and inquiries, on-site verification and other means to gain an in-depth understanding of the actual operation of the standardized management system of enterprise safety production, and combine the discovery of problems with guidance and rectification, strengthen the sense of service, and help optimize the business environment.
In order to standardize the "gestures" of the review and improve the ability of the reviewers, the relevant personnel of the review unit conducted special training on the "Judgment Standards for Major Accidents in Industry and Trade Enterprises" and "Safety Regulations on Limited Space Operations in Industry and Trade Enterprises" before the meeting.
