The "five old" staff members, who are composed of veteran party members, veteran models, veteran teachers, veteran legal workers, retired veteran cadres and other groups in each village, have become "mediation miracle soldiers" for resolving social contradictions and promoting community harmony by taking advantage of geography, popularity and kinship from the perspective of law and human feelings, and have demonstrated strong social governance efficiency in practice.
