At about 1 a.m. on April 24, 2024, the offenders Shi Moumou and Xia Moumou met Dong Moumou on a commercial street in Puxi Street, Changyuan City, and then dragged him to the women's public restroom and handed him over to the violator Cui Moumou. In order to pursue mental stimulation, Cui Moumou had nothing to do, beat and tore Dong Moumou at will, and forced Dong Moumou to smoke cigarettes. The offenders Cheng, Shi and Xia recorded a video with their mobile phones at the scene and cheered, and forwarded the video to Cui afterwards.
On April 26, the police of the Puxi Police Station of the Changyuan City Public Security Bureau received instructions to immediately launch an investigation, and according to the results of the investigation, Cui Moumou, Cheng Moumou, Shi Moumou, and Xia Moumou were administratively detained for 13 days for picking quarrels and provoking trouble, and fined 1,000 yuan.
