To maintain national defense security, food security, ecological security, energy security, and industrial security, along the direction of the general secretary's guidance, the three northeastern provinces and Inner Mongolia have further promoted agricultural modernization, accelerated industrial transformation and upgrading, continued to carry out ecological protection and restoration, and strived to write a new chapter in the comprehensive revitalization of Northeast China.
Northeast China is the "ballast stone" for stable grain production and supply of the country. In the past two days, spring ploughing in the northeast has been in full swing, and corn in Liaoning has begun to be sown in a large area, and the province plans to plant about 42 million mu this year. In order to improve the yield per mu, Jilin this year mainly promoted the "water and fertilizer integration + dense planting" technology, with an area of 7 million mu. Heilongjiang has already cultivated more than 3 million mu of grain in spring, and the sown area will stabilize at more than 218 million mu this year.
Northeast China is one of the world's three major black soil regions, and it is also the old industrial base of the mainland and an important ecological security barrier in the north. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has visited the Northeast for many times and presided over a symposium, giving the Northeast a new mission of revitalizing and maintaining the country's "five major security" in the new era. Following the direction guided by the general secretary, new progress has been made in the comprehensive revitalization of Northeast China.
In 2023, Heilongjiang's grain production will achieve "20 consecutive bumpers", ranking first in the country for 14 consecutive years, and the scale of Heilongjiang's import and export will hit a record high, an increase of 12.3% over the previous year, and the growth rate of import and export of goods trade will rise to the sixth place in the country. Jilin Province's GDP increased by 6.3% year-on-year, ranking among the top in the country. The total import and export value of Liaoning was 765.96 billion yuan, and the export of "new three" products, including lithium-ion batteries, solar cells and electric manned vehicles, was 18.8 billion yuan, a year-on-year increase of 48.8%.
In the first quarter of this year, the import and export scale of Northeast China exceeded 300 billion yuan for the first time.
The foundation of industrial safety has been continuously consolidated. This year, the Northeast region will accelerate the digital, networked and intelligent transformation of the traditional manufacturing industry, and strive to build digital workshops and smart factories in key industries such as aerospace equipment, iron and steel, and CNC machine tools.
In Heilongjiang, Harbin Electric Power Group, the earliest research and manufacturing base for power generation equipment in mainland China, has accelerated the production of a number of new technologies such as robot lamination and robot welding. In Liaoning, Anshan Iron and Steel Group, the "eldest son of the iron and steel industry of the Republic", empowers iron ore mining with "5G + unmanned driving", which greatly improves production efficiency.
At the same time, the northeast region is also developing new quality productive forces in accordance with local conditions. In the eastern part of Inner Mongolia, the construction of a national large-scale wind and solar base with an investment of more than 130 billion yuan, and the construction of market-oriented and guaranteed consumption of new energy is being stepped up. In Jilin, the precursor production capacity of carbon fiber, a national strategic new material, is expected to reach 160,000 tons this year, ranking among the top in the world.
We will continue to build a solid ecological security barrier in the north, and all parts of the northeast will take active action. In Inner Mongolia, a number of key projects of the "Three Norths" project, such as the comprehensive management of the Horqin Sandy Land and the comprehensive treatment of the Hunshandak Sandy Land, are being fully promoted. Heilongjiang has stepped up the protection and restoration of forest and grass resources, and Liaoning has built beautiful rivers, lakes and bays.
This year, Northeast China will also speed up the construction of energy infrastructure, optimize the energy production structure, and continuously strengthen the supporting role of energy security. At the same time, we will further expand the outbound train routes, comprehensively improve the informatization of port infrastructure, and promote the construction of bulk commodity storage and transportation bases and China-Europe train bases.
