Abstract: Since the beginning of the year, the Shanghai People's Congress deputies have summarized the suggestions related to rail transit, including the suburban ring line, Line 25, Jiaqing Songjin Line, Line 23, Line 14 west extension, Line 5 south extension, Line 1 north extension, Line 8 east extension, etc.
Recently, we released the "Proposal on Further Accelerating the Construction of the North-South Corridor of Qingpu New Town" by the Qingpu National People's Congress, and we found that everyone is very concerned.
In this article, we will completely sort out this aspect.
Since the beginning of this year, the main rail transit proposals mentioned by the Shanghai People's Congress deputies are mainly divided into six districts: Qingpu, Minhang, Jiading, Fengxian, Baoshan and Xuhui, and the specific rail transit lines are suburban ring line, Line 25, Jiaqing Songjin Line, Line 23, Line 14 West Extension, Line 5 South Extension, Line 1 North Extension, Line 8 East Extension, etc.
Let's take a closer look:
1. Qingpu District
1. The proposal involves the western extension of Line 25:
Suggested representative: Chief of Psychological Analysis Section of Shanghai Agricultural Product Quality and Safety (Qingpu)
1. Optimize the rail transit scheme in Huaxin area. Combined with the overall planning of Qingpu District, in the fourth phase of the construction plan of Shanghai Urban Rail Transit, we attach importance to and refine the study of the rail transit system scheme in Huaxin Town and surrounding areas, further promote the establishment and improvement mechanism of transportation optimization and supporting facilities in Huaxin Town and surrounding areas, accelerate the realization of rail transit coverage in Huaxin Town, improve the quality of life of people in Huaxin District, and enhance the sense of gain and happiness.
2. It is recommended that two additional stations be added to Line 25 to form an extension optimization. This is also in accordance with the principle of rail transit construction based on the present and focusing on the future, combined with the needs of future urbanization development, for the old towns with high commuting demand and far away from each other, consider extending the coverage, providing convenience for more people to travel, and helping the economic take-off of Huaxin Town.
Editor's comment: At present, the extension of Line 25 to the north of Huaxin Town is relatively certain, according to the work report of Huaxin Town at the beginning of the year, the extension of Line 25 to Huaxin has been reported.
However, as of now, it is unclear whether the extension will be carried out by the main line of Line 25 (along Zhuguang Road) or the branch line of Line 25 (the attached map is temporarily shown as Line 25). 2. It is recommended to involve the Jiaqing pine gold line
Suggested representative: Deputy Director of Qingpu District Construction Management Committee (Qingpu)
Accelerate the progress of the planning and construction of the rail Jiaqing Songjin line. Qingpu New Town hub is planned as a three-line transfer hub, at present, the rail line 17 has been completed and opened to traffic, and the Shanghai demonstration area line has started construction, but the north-south Jiaqingsongjin line is still in the early planning stage, the construction of the "three-line transfer hub", the formulation of the Qingpu New Town hub TOD plan and the increase in the future north-south traffic demand need to accelerate the construction of the north-south rail transit connection of the new city, support the construction of Qingpu New Town, and it is recommended to promote the planning and construction progress of the Jiaqingsongjin line as soon as possible.

2. Minhang District
1. The proposal involves the passage of Line 25 and the original Line 17:
Suggested representative: Expert of the Expert Committee of the Institute of Urban Risk Management, Tongji University, Director of the Minhang District People's Congress Work Research Association (Minhang)
1) Promote the inclusion of Rail Transit Line 25 in the fourth phase of Shanghai rail transit construction plan. The Municipal Development and Reform Commission, the Transportation Commission, the Planning and Resources Bureau and other relevant departments are requested to speed up the study and determination of the line of rail transit line 25, include it in the fourth phase of the construction plan of Shanghai rail transit and accelerate the approval, and strive to carry out the construction of rail transit line 25 during the "14th Five-Year Plan" period.
2) Accelerate the study and determination of the use of the original Line 17 channel to connect Hongqiao Qianwan and Hongqiao hub rail transit line selection. The Municipal Transportation Commission, the Municipal Bureau of Planning and Resources and other relevant departments are requested to use the original Line 17 channel to connect Hongqiao Qianwan and Hongqiao Hub on the basis of the "Shanghai Hongqiao International Central Business District Land and Space Medium and Short-term Planning", combined with the "Hongqiao International Central Business District and Surrounding Areas Special Plan" and other relevant planning and research, to determine the use of the original Line 17 channel, the selection of rail transit lines connecting Hongqiao Qianwan and Hongqiao Hub, into the Shanghai rail transit network planning, to carry out line pre-control and other work, and accelerate the promotion of the line into the construction implementation plan, in the "15th Five-Year Plan" period to implement the construction.
Editor's comment: The attached picture is the Minhang version of the No. 25 main line and branch line planning, of which the No. 25 branch line is the use of the "original Line 17 channel".
In the "Hongqiao International Central Business District Comprehensive Transportation Special Plan (2021-2035)", it is also mentioned that the rail express line (east-west express line) will use the original Line 17 with three stations and two sections. According to the planning data displayed by the Shentong Metro, the western end of the east-west express line starts in Xujing Town, Qingpu District, roughly near the intersection of Huqingping Highway and Xuying Road, and connects to Hongqiao Hub to the east along Huqingping Highway, and ends at Pudong Airport.
In the Minhang version of the plan, the branch line of Line 25 is responsible for extending to Huaxin Town in the west. The district has been actively promoting the process of the main line project of Line 25, according to this version of the plan, the northern rail transit of Huaxin Town really does not know "what year Ma Yue", it is really "well-intentioned".
2. The proposal involves the renaming of Dongchuan Road Station of Line 23
Suggested representative: Secretary of the Party Working Committee of Jiangchuan Road Street, Minhang District, Director of the Working Committee of the National People's Congress (Minhang)
The proposal to rename Dongchuan Road Station of Rail Transit Line 23 as Da Zero Bay Station suggests that the naming of Dongchuan Road Station should be associated with the "Da Zero Bay" scientific and technological innovation source functional area, so as to further enhance the recognition of "Da Zero Bay", and the structural optimization and naming of "Da Zero Bay Dongchuan Road Station" can be used.
3. It is proposed to extend the rail transit line 8 to the east and include it in the city's "15th Five-Year Plan" comprehensive transportation overall planning and construction
Suggested representative: Chairman of the People's Congress of Pujiang Town, Minhang District (Minhang)
The eastward extension of Rail Transit Line 8 will be conducive to connecting with Rail Transit Line 18 and Line 16, realizing the transfer at the same station, and connecting with Shanghai Disney Resort, Dishui Lake, National Rural Revitalization Tourism Key Village, Civilized Village Innovation Village, Zhaolou Xintiandi, Pujiang Country Park and other important landmarks, forming a colorful show belt integrating "cultural tourism, cultural creativity and industry", and driving the new development of Pudong Zhoukanghang area. It will also be conducive to seamless connection to the city center, and relying on the airport connection line Sanlin South Station, it will connect the Yangtze River Delta Integrated Development Demonstration Zone and the Lingang New Area of the Free Trade Zone, gradually highlighting the central advantages of the metropolis with both wings.
Therefore, it is suggested that the Municipal Planning and Resources Bureau and the Municipal Transportation Commission should start from the development needs and incorporate the east extension plan of Rail Transit Line 8 into the overall planning and construction of the city's "15th Five-Year Plan" comprehensive transportation to better meet the future demand for rail transit.
Editor's comment: According to the "Key Industry Planning Map" released by Minhang District, an east-west connection line is also planned in the south of Minhang District, starting from Songjiang South Station in the west and reaching the Oriental Hub in the east. If the line is implemented, it will fully solve the above-mentioned demand for the eastern extension of Line 8.
Therefore, we judge that the south-east extension of Line 8 is unlikely to be implemented.
4. The proposal involves the southern extension of the Jiamin Line to the Maqiao section
Suggested representative: Secretary of the Party Working Committee and Executive Deputy Director of the Management Committee of Xinzhuang Industrial Zone, Minhang District (Minhang)
At present, the Jiamin line is under construction and is expected to be completed in 2027. It is planned that the southern extension of the Jiamin Line to the Maqiao area is relatively stable, and it is recommended that the southern extension of the Jiamin Line to Maqiao be included in the fourth-phase construction plan.
Editor's comment: According to the "Shanghai Hongqiao International Central Business District Land Space Medium and Short-term Plan", the southern extension of the Jiamin Line extends from the Yindu Road Station of the Jiamin Line to the south and connects to the Jinshan Branch Line. The middle way passes through Maqiao Station.
3. Jiading District
1. The proposed lines involve the Jiading Express, the west extension of Line 14, Line 22 and the Baojia Line:
Suggested representative: Chairman of Shanghai Hanluo Brand Management Co., Ltd. (Jiading)
1) Speed up the planning research and alignment of the Jiading Express Line. It is suggested that the route planning should focus on the connection between the original old city and the new city, the commuting of residents in the central part and the speed of Jiading New Town to the city center.
2) Accelerate the start of the western extension of Rail Transit Line 14, relieve the passenger flow pressure of the branch line of Line 11, and facilitate the travel of teachers and students of Tongji University and residents of Huangdu Daju.
3) Accelerate the promotion of rail transit line 22 and Baojia line, strengthen the coordinated development between the five new cities and the north-south transformation area, and make up for the gap in rail transit on the Jiading horizontal line, and "improve the level of network and system".
2. The proposal involves the western extension of Line 14:
Proposed representative: Dean of School of Electronic and Information Engineering, Tongji University (Jiading)
1) The west extension project of Line 14 will be listed as a priority implementation project for the fourth phase of the construction of the city's rail transit.
With the joint support of all parties, the west extension project of Line 14 has been included in the fourth phase of the municipal rail transit construction plan that is being prepared. In view of the importance and urgency of the project, it is recommended to submit the construction plan as soon as possible, and the west extension project of Line 14 should be listed as a priority implementation project in the fourth phase of the construction plan of the municipal rail transit.
2) It is recommended to start the preliminary work of the construction planning and design of the west extension project of Line 14 at the same time, so as to lay the foundation for the project to start as soon as possible during the "15th Five-Year Plan" period and serve the integrated and high-quality development of the Yangtze River Delta.
At the same time as the construction plan is submitted, the preliminary preparations for the construction of the project should be started as soon as possible, and the basic preparations for the construction of the project in the first year of the "15th Five-Year Plan" should be fully completed.
Editor's comment: Judging from the "suggestion" of the west extension of Line 14, it shows that the west extension of Line 14 has been included in the construction plan of the fourth phase of Shanghai rail transit. However, the fourth phase of rail transit has not yet been approved, and the final result remains to be seen.
Fourth, Fengxian District
1. The proposal involves the southern extension of Line 5
Suggested representative: Director of the Office of the People's Government of Fengxian District (Fengxian)
It is suggested that Rail Transit Line 5 should be further extended to the south of the Gulf University Town area, which can solve the problem of inconvenient travel in the Gulf University Town, Gulf Town and even the Municipal Chemical Industry Zone, and further promote the linkage development of the Gulf University Town and the Chemical Industry Zone.
Editor's comment: At present, the planned Fengxian line leads to the bay university town.
2. The proposal involves the addition of Fengxian Station on the Shanghai-Zhai-Hangzhou high-speed railway
Suggested representatives: Secretary of the Party Committee of Fengxian District Education, Director of the District Education Bureau, and First-level Researcher (Fengxian)
The addition of Fengxian Station in Shanghai and Hangzhou is in line with the national strategy of building a strong transportation country and the standards for setting up stations. It is an intrinsic requirement to support the expansion of the urban space system in South Shanghai and the integrated development of the Yangtze River Delta. It is an urgent need to make up for the gap in Fengxian high-speed rail service and practice high-quality development. It is suggested that relying on the Shanghai-Zhai-Hangzhou high-speed railway, Fengxian Station should be added to the west of Jinhui Port.
3. It is proposed to maintain the underground station plan of Jinda Highway Station of Nanfeng Line
Suggested representatives: Secretary of the Party Committee of Fengxian District Education, Director of the District Education Bureau, and First-level Researcher (Fengxian)
According to the description of the latest bidding announcement, Jinda Highway Station is an above-ground elevated station, which has caused public opinion on the relevant networks of Jinda Highway Station.
In view of the fact that the Jinda Highway Station as an underground station has been publicized and approved in the special plan, considering the development quality requirements of the new city, environmental impact and social stability, it is recommended that the Jinda Highway Station maintain the underground station plan.
Nanfeng Line has 5 stations in Fengxian section, namely Huancheng West Road, Wangyuan Road, Jinda Highway, Qingcun and Fengcheng, of which the special planning clarifies that Huancheng West Road, Wangyuan Road and Jinda Highway in the new city section are underground stations, and Qingcun and Fengcheng stations are elevated stations.
五、宝山区
1. The proposal involves the northern extension of Line 1
Suggested representative: Director of the Construction Market Supervision Division of the Shanghai Municipal Housing and Urban-Rural Construction Management Commission, Second-level Inspector (Baoshan)
It is suggested that Rail Transit Line 1 should be extended to the north, and two stations should be set up in the two communities of Majingqiao and Shengqiao, so as to cooperate with the adjustment and setting of relevant bus stops. At the same time as the northern extension of the rail transit, it is also recommended to improve the bus configuration along Fuchuan Road and Yueluo Road.
The overall northern extension project is expected to have a length of 6 kilometers, and the investment amount is less than that of the new line. The northern extension of Rail Transit Line 1 will be reserved to connect Taicang, Zhangjiagang and other cities in the Yangtze River Delta, and it is recommended to establish and apply for the project with the necessary transportation facilities related to the integration of the Yangtze River Delta.
The extension section of Rail Transit Line 1, together with Shanghai Baoshan Railway Station and S16 Expressway, forms the main component of Shanghai's north-south transportation, improving the integration of Shanghai's northern transportation, and also setting a strategic preparation for the subsequent east-west connection of northern Shanghai, connecting Suzhou, Taicang, Zhangjiagang, etc., as well as the extension of S7 Shanghai-Chong Expressway.
2. The proposal involves speeding up the construction of Shanghai suburban rail transit
Suggested representative: Partner of Shanghai Parkway Law Firm (Baoshan)
The construction of rail transit in the suburbs of Shanghai can not only solve the problem that rail transit is too concentrated in the central urban area and the rapid transportation in the adjacent sections of the suburbs is seriously insufficient, relieve the pressure of traffic and personnel flow in the central urban area, but also lay a solid foundation for the future development of Shanghai, especially the integrated development of the Yangtze River Delta, and create conditions for effectively improving the future development space of Shanghai.
At present, it is the opportunity to build Shanghai suburban rail transit, the important nodes on the Shanghai suburban ring line such as Pudong transportation hub, Lingang New Area, Yangtze River Delta integrated development demonstration area, the North Yangtze River high-speed rail and Shanghai-Tong railway under construction, etc., have formed a ring node, Shanghai has been built or under construction rail transit starting and ending points are basically on the suburban ring line node, if these nodes can be connected, can effectively form a real sense of comprehensive rail transit network, greatly facilitate the rapid travel of public transportation. Therefore, the time is ripe for the construction of rail transit in the suburbs of Shanghai, and it is necessary to speed up the construction to cooperate well with the implementation of the national strategy, regional integration and development and the future development of Shanghai.
Editor's Comment: The planning and construction of rail transit in the suburbs of Shanghai is conducive to better providing transportation facilities for the implementation of the five new city strategies. In this way, there is no need to go into the urban area to transfer by rail between suburban new towns.
6. Xuhui District
The proposal involves the construction of Shanghai Botanical Garden Station of Line 23 as the "most beautiful station"
Suggested representative: Chairman of Shanghai Lijin Economic and Trade Co., Ltd. (Xuhui)
First, it is recommended to carry out a special design of the space environment of Shanghai Botanical Garden Station to build it into the "most beautiful station" of Metro Line 23. Shanghai Botanical Garden Station has the advantages and innate conditions to become the "most beautiful station" of Line 23 in terms of passenger flow attraction, regional natural environment and cultural characteristics.
Second, it is suggested to combine the entrance and exit of Shanghai Botanical Garden Station, the main passage into the park and the landscape axis of Zhangjiatang Port to build a passenger flow distribution square to improve the comfort of the transfer space, and take into account the important landscape nodes in the area to build it into a unique urban image display window.
