Party discipline is studied daily

Compared with the 2018 Regulations, 16 new articles have been added and 76 articles have been amended, further tightening the cage of the dense system and providing important guidelines for comprehensively strengthening the party's discipline construction. In order to help everyone deeply study, understand, and implement the "Regulations", in view of some of the key provisions added or revised to the "Regulations", the comrades of the Laws and Regulations Office of the Central Commission for Discipline Inspection and the State Supervision Commission, who participated in the revision of the "Regulations", gave an authoritative interpretation from the background of the revision, understanding and implementation. There are a total of 15 interpretations, and everyone is invited to learn them one by one.

Engage in formalism and bureaucracy

[Article]

Article 132:Where any of the following conduct is exhibited, causing serious harm or a serious negative impact, those directly responsible and those with leadership responsibility are to be given warnings or serious warnings; where the circumstances are more serious, sanctions of removal from internal Party positions or Party probation; and where the circumstances are serious, sanctions of expulsion from the Party:

(1) Keen to engage in public opinion and float on the surface;

(2) Simply using meetings to implement meetings and documents to implement documents, and not taking action in actual work;

(3) Detached from reality, not conducting in-depth investigation and research, engaging in arbitrary decision-making and mechanical implementation;

(4) Violating the relevant provisions of the Jingwen Reduction Association to engage in a meeting of the mountains and seas;

(5) In the work of supervision, inspection, and evaluation, etc., to increase the number of layers and leave excessive traces, increasing the burden of grassroots work;

(6) Other formalistic and bureaucratic behaviors in work.

[Interpretation]

Article 132 of the "Regulations" adds three new provisions to the violation of discipline of formalism and bureaucracy, including "detachment from reality, failure to conduct in-depth investigation and study, arbitrary decision-making, and mechanical implementation", "violating the relevant regulations on the reduction of fine texts and reducing the number of meetings", and "increasing the burden of grassroots work in supervision, inspection, and assessment". These are the more typical manifestations of formalism and bureaucracy at present, and the party members and the masses have strongly reacted to them in the investigation. Since the 18th National Congress of the Communist Party of China, our party has strictly implemented the spirit of the eight provisions of the Central Committee, continued to rectify the "four winds", put the rectification of formalism and bureaucracy in a more prominent position, and achieved remarkable results. The 20th National Congress of the Communist Party of China further emphasized that "perseverance in implementing the spirit of the eight provisions of the Central Committee" and "continue to deepen the rectification of the 'four winds', focusing on correcting formalism and bureaucracy". Formalism and bureaucracy are a stubborn disease within the party and the great enemy of the party's mission and tasks in the new era and new journey. For example, some engage in "patting their heads" in decision-making and implement it in a "one-size-fits-all" manner; some create "classic research routes" like building tourist routes, and are accustomed to engaging in "show-style," "bonsai-style," and "dragonfly-point-and-water" research; some supervise, inspect, and evaluate have a wide variety of items, the frequency is too high, and many heads are repetitive, and excessive traces are left, and they engage in "formalism at their fingertips"; and some still engage in "formalism at their fingertips" under repeated orders, and so on. The "Regulations" have made targeted provisions in this regard. The broad masses of party members and cadres must fully understand the harm of formalism and bureaucracy, consciously abandon and resist formalism and bureaucracy, resolutely rectify the conspicuous problems that party members and the masses have strongly resented, tackle tough problems at every turn, and seek practical results.

Statistical falsification

Article 139: Those directly responsible and those with leadership responsibility are to be given warnings or serious warnings if the circumstances are more minor, removed from internal Party positions or placed on Party probation if the circumstances are more serious, and expelled from the Party if the circumstances are serious.

Those who fail to supervise statistical falsification and cause serious consequences shall be given warnings or serious warnings to those directly responsible and those with leadership responsibility; and if the circumstances are serious, they shall be removed from their positions within the Party, placed on Party probation, or expelled from the Party.

Article 139 of the Regulations is added to clarify the penalties for statistical fraud and negligence in statistical fraud. This provision is aimed at typical violations of discipline discovered in the course of discipline enforcement supervision. For example, in disregard of the actual conditions of development, in order to inflate the GDP figures, some responsible comrades of local party committees and governments have forced, instructed, and instructed departments, grass-roots units, or the subjects of statistical surveys to fabricate false statistical data by holding standing committees of party committees and economic dispatch meetings; some local statistical departments have acted boldly and wantonly tampered with them, resulting in serious inaccuracies in statistical data; and some leading cadres who are responsible for examining and examining statistical data have not strictly checked the gates, neglected to manage and supervise, and have unshirkable responsibility for inaccurate statistical data. These statistical falsifications involve a large number of people and a long chain of behaviors, seriously corrupt the party's work style and political style, overdraft the credibility of the party and the government, and harm the interests of the party, the state and the people, and are incompatible with the basic requirements of party building and run counter to the essential requirements of Chinese-style modernization. General Secretary Xi Jinping has made many important instructions on preventing and punishing statistical fraud, emphasizing the need to prevent and punish statistical fraud and fraud. The CPC Central Committee has successively issued the "Opinions on Deepening the Reform of the Statistical Management System and Improving the Authenticity of Statistical Data", "Suggested Measures for the Punishment of Persons Responsible for Statistical Violations of Discipline and Law", and "Regulations on the Prevention and Punishment of Statistical Fraud and Falsification Supervision Work" and other institutional documents, and has deployed and carried out special actions to control statistical fraud. The "Regulations" implement the important requirements of General Secretary Xi Jinping, connect the above provisions, summarize practical experience, and add new provisions on the punishment of statistical fraud, highlighting that the governance of statistical fraud must not only implement national laws and regulations, but also give full play to the rigid constraints and leading role of party rules and party discipline.

Violating public order and good customs, and engaging in inappropriate words and deeds in cyberspace

Article 153:Where public order and good customs are violated by inappropriate words or deeds in public places or cyberspace, causing a negative impact, a warning or serious warning is to be given; where the circumstances are more serious, a sanction of removal from internal Party positions or Party probation is to be given; and where the circumstances are serious, a sanction of expulsion from the Party is to be given.

In the Internet era, party members play a vanguard and exemplary role in the whole society, which is not only reflected offline, but also online, which is also a requirement for adhering to the full-cycle management of party members and keeping pace with the times. In recent years, incidents of improper online behavior of Party members causing adverse effects have occurred from time to time. For example, some repost indecent pictures and videos in WeChat groups, which become "hot news"; some openly publish online information such as admiring foreigners, showing off their wealth and arrogance, and extravagance and waste, causing public opinion to stir up, and so on. If Party members' online behavior is not disciplined, it will bring about a negative demonstration effect and even trigger negative online public opinion, seriously damaging the Party's image and the relationship between the Party and the masses. The "Regulations" adapt to the development of the situation and respond to the needs of reality, adding provisions on punishment for violating public order and good customs and inappropriate words and deeds in cyberspace in Article 153, effectively regulating and restraining the online words and deeds of Party members, and promoting Party members to be strict with themselves at all times, so that they are the same online and offline. Of course, the virtual space and the physical space are only different scenes, and the nature of the relevant behaviors is the same, and many behaviors that violate the "six disciplines" stipulated in the Regulations may occur online. For example, publishing or disseminating harmful remarks related to politics on the Internet is a violation of political discipline, and receiving or receiving electronic red envelopes in violation of regulations on the Internet is a violation of integrity discipline, and so on, and the corresponding provisions in the relevant discipline should be applied separately to be punished.
