On April 15, the draft of the special plan for the Oriental Hub and the surrounding areas was officially launched to the public for a period of 30 days. At the beginning of the planning work, the Municipal Planning and Resources Bureau, the People's Government of Pudong New Area, the Oriental Hub Group and the Airport Group, as the leading units, will work with the relevant committees and bureaus of the city to organize 33 multi-professional technical teams in the city to complete four comprehensive strategic studies on space, ecology, transportation and industry, as well as urban resilience, freight system, smart transportation, coastline landscape, local area line and slow traffic network. Six special studies, including rural revitalization and cultural and tourism integration, have strongly supported the "one blueprint" of the statutory special plan. With the development of the plan publicity, we also invited the leading experts of the technical team who participated in the preliminary strategic research to examine and interpret the plan from different perspectives. The theme of this issue is mainly experts in the field of ecological environment and security resilience to discuss how to build the ecological security background of the Eastern Hub and the surrounding areas.
Focusing on the ecological environment characteristics of water, forests and fields in the central part of Pudong, the plan forms ecological corridors such as the outer ring green belt, the suburban green ring and the Dazhi River ecological corridor under the spatial layout of the city's ecological network, so as to strengthen the connectivity and layout coordination of regional ecological space. Combined with the water system texture and excellent ecological base of Hengtang Zongpu in the region, an open space system of "one heart, four parks, five waters and one ring" is constructed, the regional green ecological base is consolidated, the principle of water and land integration and functional compounding is highlighted, and the regional blue-green intertwined ecological corridor is created, the natural texture of the blue-green water town is outlined, the high-quality production and living space is cultivated, and the regional green, low-carbon and beautiful environment is shaped.
The plan coordinates the spatial layout and land use arrangement of natural elements such as agriculture, forestry, water, and green in various important ecological spaces in the region, creates an ecological background of interdependence on forests and fields, interweaving blue and green, and low-carbon and healthy, promotes the efficient and composite development and utilization of space, and highlights the ecological value and benefits of the area. The plan pays special attention to strengthening the organic integration of ecological function space and other land uses, comprehensively considers the comprehensive land conditions of the ring air and railway hub area, and highlights the co-construction and coordination of key traffic corridors such as Huaxia Elevated Road, S1 Yingbin Expressway, Zhoudeng Expressway, S32 Shenjiahu Expressway, Xiayan Expressway and S2 Hulu Expressway and ecological corridors such as the outer ring green belt, the suburban green ring and the Dazhi River ecological corridor within the planning scope.
Resilience building is an important way to achieve a high starting point planning, high-level design, high-quality construction and high-standard management of the Eastern Hub. The plan fully implements the development requirements of "resilient city construction", focuses on regional characteristics and functional positioning, puts forward the concept of ecological bottom-building, and integrates resilience strategies such as composite use of open space, three-dimensional slow traffic transfer, and improvement of road traffic network and river network system into the plan through the overall planning of major special projects such as public space, road transportation, and river and lake water systems, so as to improve the resilience level of natural disasters and the risk of people, vehicles and goods gathering, which can effectively ensure the safe and stable development of the Eastern Hub and the surrounding areas.

The special plan for the Eastern Hub and its surrounding areas combines the requirements of resilient city construction, coordinates high-quality development and high-level safety, deeply integrates different professional facilities, gray green facilities and stock increment facilities, and builds a safe, reliable, stable and efficient resilient city municipal infrastructure system that adapts to the future; further strengthens the construction of urban lifeline systems, promotes the construction of sponge cities, coordinates blue-green spaces, improves system adaptability and dynamic adjustment capabilities, strengthens the construction of smart systems, and improves the rapid response and recovery capabilities of the system.

The "spatial layout" of this plan depicts a very vivid blueprint. The plan creates a coordinated and open land and sea spatial pattern, which reflects the core supporting role of the coastal zone in the construction of the eastern hub.
The Chuanyang River Ecological Corridor, the Beihenghe Ecological Corridor and the Dazhi River Ecological Corridor in the "Ecological Space" form three landscape corridors, connecting the river to the sea, connecting the riverside public space on the east bank of the Huangpu River and the coastal seaside space, creating a blue-green intertwined public activity line and promoting the harmonious coexistence of man and nature.
