In accordance with the "Notice of the Guizhou Provincial Department of Human Resources and Social Security on Further Improving the Open Recruitment of Public Institutions in 2024" (Qianren Shetong [2024] No. 1) and the "Notice of the Guizhou Provincial Department of Human Resources and Social Security on Doing a Good Job in the Introduction of Talents by Public Institutions of the 12th Guizhou Talent Expo" and other relevant documents, this plan is formulated in combination with the actual situation of our city.

  1. Basic principles

  (1) The introduction of talents for positions in public institutions shall be carried out in accordance with the procedures of formulating and announcing the talent introduction plan, registration and qualification review, examination (assessment) work, physical examination and inspection, publicity of the personnel to be hired and handling employment procedures.

  (2) The introduction of talents for enterprise positions shall be logged in to the official website of the "Guizhou Talent Expo", and the enterprise shall independently fill in the talent demand information as required, carry out independent recruitment, and effectively improve the pertinence and timeliness of talent introduction.

  Third, the introduction of posts

  (1) Posts in public institutions: A total of 270 positions in public institutions (cities) are provided

  Fourth, the scope and conditions of talent introduction

  (1) The requirements of public institutions

  1. Have the nationality of the People's Republic of China.

  2. Support the leadership of the Communist Party of China and abide by the Constitution and laws. Have good ideological and political character, firm political stance, abide by rules and disciplines, be honest and trustworthy, have good conduct, and have good professional ethics and professionalism.

  3. Applicants must be over 18 years old (born on or before April 10, 2006) and under 35 years old (born on or after April 10, 1988), and the age of those with master's degree and associate senior professional titles is relaxed to 45 years old (born on or after April 10, 1978), and the age of those with doctoral degrees and senior professional titles is relaxed to 50 years old (born on or after April 10, 1973) If the age limit needs to be further relaxed according to the needs of work, it is necessary to ensure that the pension insurance contribution period is not less than 15 years when the national statutory retirement age is reached.

  4. Have the physical condition to perform job duties normally.

  5. Meet the academic qualifications, professional requirements and other qualifications specified in the position (the graduation certificate provided by the applicant at the time of registration must meet the academic qualifications and majors required for the position at the same time).

  6. Apply for positions with relevant work experience requirements, and the working time will be calculated as of April 10, 2024.

  7. According to the qualifications required for the position, applicants must obtain the teacher qualification certificate of the corresponding subject category when registering (including those who have met the teacher qualification certification conditions and can obtain the teacher qualification certificate or certificate number before August 20, 2024 to participate in the teacher qualification certification in the spring of 2024).   8. Since 2020, those who have participated in the introduction of talents by public institutions in Anshun City, entered the physical examination and subsequent links, and gave up their qualifications due to the candidate's own reasons except for force majeure factors.

  2. Online registration and qualification review.

After the talent demand of public institutions is released on the official website of the "Guizhou Talent Expo" (https://rc.guizhou.gov.cn/), the applicant can log in to the official website of the Expo to register an account, complete the information, and upload his valid ID card, relevant academic qualifications, degree certificates (2024 fresh graduates provide an employment recommendation form), professional and technical title certificates and relevant materials required for the corresponding position to the "Personal Attachment Library" in "My Resume", and upload their personal resume to "My Resume" , select the registered position and submit the resume according to the job requirements. Public employees outside the city (party and government organs, public institutions, and on-the-job personnel of state-owned enterprises) must upload a scanned copy of the certificate of consent of the department with personnel management authority (the certificate of the education administrative department at or above the county level for primary and secondary school teachers), and the written certificate of consent to apply for the examination must be before the registration starts.   (2) Each recruiting unit (department) shall review and confirm whether the applicant has the qualifications to apply for the examination within 2 working days of the registration information that has been received in accordance with the release of the job demand catalog, professional and job requirements, and reply to the review in a timely manner. After the closure of the post registration system of public institutions, the delivery of resumes for public institution positions will no longer be accepted.

  The recruiting unit (department) shall carry out the qualification review work according to the actual situation, and the relevant matters shall be notified separately by the recruiting unit (department).   3. Precautions for registration

  (1) Applicants must carefully check the requirements to confirm whether they meet the qualifications of the post and truthfully upload their relevant information and materials.   (2) Professional requirements:

  In terms of professional requirements, the majors and academic qualifications shown on the applicant's graduation certificate must be consistent with the majors and academic qualifications required in the "Demand Catalog" (only the major on the degree certificate is consistent with the major in the "Requirements Catalog" is deemed to be inconsistent with the major), and if the professional name is followed by brackets or other explanations, it must also be filled in truthfully.

  If a second-level discipline major is set up for professional and technical positions, the first-level disciplines that belong to the research direction of the second-level discipline and have a curriculum similarity rate of more than 80%, as well as majors that are independently set by colleges and universities or have similar foreign academic qualifications, and the similarity rate between the professional courses and the majors required for the post reaches more than 70%, can be included in the scope of application. Candidates should explain in the remarks column of the registration form, and prepare relevant course certificates, which will be contacted and reviewed by the competent department of the municipal recruitment unit and the county-level human resources and social security department.

Applicants can log in to the official website of the Expo to register an account, complete the information, and upload their valid ID cards, relevant academic qualifications, degree certificates (employment recommendation forms for 2024 graduates), professional and technical title certificates and relevant materials required for the corresponding positions to the "Personal Attachment Library" in "My Resume", upload their personal resumes to the "Attached Resume" in "My Resume", select the registration position and submit the resume according to the job requirements. For specific operations, please refer to the "Operation Guide for the Online Platform of the Expo (Personal Terminal)" (Annex 3).

  2. Offline registration: From 09:30 a.m. to 16:00 p.m. on April 28, 2024 (Sunday), some enterprises can register offline, and the specific situation can be consulted on-site at the Planning Exhibition Hall of Guizhou Aviation Industry City (No. 9, Beishan Road, Xixiu District, Anshun City). And prepare the corresponding registration form (Annex 2) (can be downloaded online or collected on-site), 1 ID photo, and provide your valid ID card, relevant academic qualifications, degree certificate (2024 fresh graduates provide employment recommendation form), professional and technical title certificate and the original relevant information required for the corresponding position for review, and submit a copy for retention.

  6. Follow-up recruitment

  (1) Introduced to public institutions

  1. Examination (assessment) method: The recruitment unit (department) shall determine the written examination, interview evaluation, professional test, teaching (trial lecture), and professional achievement literature inspection in combination with the actual situation of registration. Follow-up examinations (assessments), physical examinations, inspections, supplements and other recruitment related matters by the counties (districts), municipal recruitment departments (units) separately announced, in accordance with the principle of block recruitment, the counties (districts) follow-up recruitment announcements in the county (district) people's government network released, municipal departments (units) recruitment announcements in the "Anshun Municipal People's Government" and "Anshun Municipal Human Resources and Social Security Bureau" official website released, please pay attention to the applicant in a timely manner. Applicants should ensure that the phone number left is accurate and unblocked, and if the phone number left is inaccurate and unblocked, it will be deemed to be automatically abandoned.

  2. Physical examination

  The physical examination shall be organized and implemented by the competent department of the municipal recruitment unit or the human resources and social security department at the county level. The physical examination must be carried out in a general hospital at or above the county level, and the physical examination conclusion shall be issued within the specified time.

  The physical examination standards shall be implemented in accordance with the General Standards for Physical Examination for Civil Servants (Trial) and relevant regulations.

  3. Investigation

  Personnel who have passed the physical examination shall be determined to be the objects of inspection, and the competent department of the employing unit shall organize the inspection. The inspection shall be carried out in accordance with the "Guizhou Provincial Public Institutions Open Recruitment Personnel Inspection Work Specifications (Trial)" and the relevant regulations of Guizhou Province, and the inspection work should be carried out in strict accordance with the employment standards of "having both ability and political integrity, and taking morality as the first" to ensure that the inspection results are comprehensive, true and accurate. The content of the inspection mainly includes political ideology, moral character, ability and quality, compliance with laws and regulations, work or study performance, appraisal materials of the original work unit, etc., as well as the authenticity of the applicant's qualifications. During the inspection, it is necessary to further verify whether the introduced personnel meet the prescribed registration qualifications and whether they belong to the scope of non-registered personnel stipulated in the "Announcement", and confirm whether the information and materials submitted when registering are true and accurate.

  In the inspection, if there is one of the following circumstances, the conclusion of the inspection is unqualified, and the qualification to enter the next link will be cancelled:

  (1) Persons who have been approved by the competent department of the employer and have one of the circumstances listed in the "Conditions for Not Applying for the Examination" in the Announcement;

  (2) Fresh graduates of ordinary colleges and universities in 2024 who fail to submit the academic qualifications, degree certificates, qualification certificates and other dossiers required for the position before December 31, 2024.

  Applicants who fail to pass the inspection, give up during the inspection and automatically give up the inspection will be disqualified from entering the next link.

  4. Publicity and employment approval

  (1) After registration, examination (assessment), physical examination, inspection of qualified personnel, determined to be hired personnel, the list of personnel to be hired by the recruiting unit (department) respectively in the county (district) people's government network, "Anshun Municipal People's Government" and "Anshun Municipal Human Resources and Social Security Bureau" official website for no less than 7 working days publicity, subject to social supervision.

  5. Relevant requirements

  (2) Violations of discipline and regulations by applicants will be dealt with in accordance with the "Regulations on the Handling of Violations of Discipline and Violations in Public Recruitment by Public Institutions".

  (4) In addition to force majeure factors, those who give up their qualifications due to their own reasons shall not participate in the introduction of talents from public institutions within the scope of Anshun City within five years.

  (2) Introduce to enterprises

  7. Discipline requirements

  (1) Strengthen procedural norms. Recruitment information such as the qualification review of applicants, the results of written examinations and interviews (including professional tests, etc.) and the list of personnel to be hired must be disclosed to the public. According to the principle of block recruitment: the municipal units shall be announced on the official websites of the "Anshun Municipal People's Government" and the "Anshun Municipal Human Resources and Social Security Bureau" and the departmental websites;

  (2) Strengthen discipline oversight. All relevant units (departments) of all counties (districts) and municipalities should strictly follow the requirements of the "Interim Provisions on Open Recruitment of Personnel in Public Institutions" (Order No. 6 of the Ministry of Personnel) and the "Regulations on the Handling of Violations of Discipline and Regulations in Public Recruitment by Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security), and take the initiative to accept the supervision of the discipline inspection and supervision departments throughout the process and social supervision.   (3) Strengthen policy requirements.
