During his inspection in Hunan, General Secretary Xi Jinping emphasized that "we will adhere to reform and innovation, seek truth and be pragmatic, continue to work hard to build a national important advanced manufacturing highland, a highland of scientific and technological innovation with core competitiveness, and a highland of reform and opening up in inland areas, and strive to be the first in promoting the rise of the central region and the development of the Yangtze River Economic Belt, and strive to write a chapter of Chinese-style modernization in Hunan." In recent years, the Loudi Municipal Party Committee has deeply studied and practiced General Secretary Xi Jinping's important exposition on comprehensively deepening reform, fully implemented the decision-making and deployment of the Fourth and Fifth Plenary Sessions of the 12th Provincial Party Committee and the work requirements of the "Six New Responsibilities and New Actions" put forward by the Provincial Party Committee for Loudi, and conscientiously practiced the scientific methodology of "breaking through" as the keynote, "stability" as the foundation, combining far and near, and running in small steps, and made good use of the "master key" of reform, to promote global innovation, comprehensive innovation, full-process innovation, and full-speed innovation, and constantly add impetus and vitality to high-quality economic and social development.
Look at reform from the right standpoint
The Municipal Party Committee has always taken the comprehensive deepening of reform as the fundamental driving force for promoting Chinese-style modernization, and has effectively strengthened the ideological, political and action consciousness of reform.
Reform is a powerful energy for solving the problem of development. General Secretary Xi Jinping pointed out that "reform is forced by problems, and deepened in the continuous solution of problems". In recent years, the municipal party committee has had the courage to open up, be determined to reform, and unswervingly sweep away the "roadblocks", "stumbling blocks" and "intestinal obstructions" on the way forward. For example, we took the lead in promoting the reform of the police mechanism of "main defense of police stations" in the province, promoted the sinking of police forces, achieved a stable ranking of anti-fraud and crackdown across cities, and steadily withdrew from the top 30 in the country in the cross-city ranking, the number of drug and sewage tests dropped from the second place in the province in 2021 to the 10th place in 2023, and the number of criminal cases and public security cases accepted has dropped significantly for two consecutive years. On the new journey, only by using the "key move" of reform can we continue to solve the problems in development and cope with the risks and challenges on the way forward.
Reform is a key variable in shaping development strengths. General Secretary Xi Jinping emphasized that "only reformers advance, only innovators are strong, and only reformers and innovators win." For example, Loudi has innovatively implemented the "long vine and melon" water control model, accelerated the preliminary work of water conservancy projects such as the water resources allocation project in the northern area of the Hengshao-Lou arid corridor with a total investment of 13.5 billion yuan, and successfully approved the province's only national and municipal water network pilot area. On the new journey, we will promote reform and innovation with greater determination and strength, and effectively transform this key variable into the largest increment of high-quality development.
Reform is an important force in optimizing the development environment. The Municipal Party Committee regards the optimization of the development environment as a major reform to liberate the productive forces and enhance competitiveness, and strives to create a clean and upright political environment, a transparent and convenient business environment, a beautiful living environment, and a safe and stable social environment. For example, we focused on cost reduction, continued to optimize the business environment, built and made good use of the "four major supermarkets" of finance, policy, talent and land, and continuously reduced the "four costs" of enterprises' system, innovation, logistics and factors, the price of natural gas for non-residents decreased by 0.25 yuan/m3, the weighted average interest rate of corporate loans was the fourth lowest in the province, and the ranking of Loudi City in the business environment assessment increased from the first from the bottom in the province in 2021 to the seventh in 2023. There is no best development environment, only better. On the new journey, we will deepen reform and continue to innovate, so that a good environment will become a "golden job" for high-quality development.
Plan for reform with precise positioning
Comprehensively deepening reform is a systematic project, with many clues, extensive involvement, and heavy tasks. Only when the positioning is accurate and targeted, can the reform be carried out in an orderly manner and achieve twice the result with half the effort.
Adhere to the people-oriented and solve the problem of "for whom to change". General Secretary Xi Jinping stressed that "adhere to the people-centered approach and take seeking happiness for the people as the standard for testing the effectiveness of reform". In recent years, Loudi has always adhered to the principle of "the people have a call and the reform has responded", and has orderly promoted a large number of reform items such as building a county-level "terminal station" for letters and visits, "three medical linkages", reading education, and expanding the capacity and improving the quality of elderly care services, so that the fruits of reform and development can benefit all the people more and more fairly. On the new journey, for the people and relying on the people has always been the purpose, motivation and confidence of all reforms that we plan to promote.
Adhere to the problem-oriented approach and solve the problem of "what to change". General Secretary Xi Jinping stressed that "to further deepen reform in an all-round way, we must highlight the problem orientation, and strive to solve the problems that restrict the construction of a new development pattern and promote high-quality development, the pain points and difficulties in the development environment and people's livelihood, and the focus and hot issues that are contrary to social fairness and justice." "This year, we have consistently taken the problem orientation as the vane of reform, and made every effort to promote the implementation of the "Ten Focuses" reform tasks determined by the Provincial Party Committee and the Deep Reform Committee in Loudi, focusing on the problems and shortcomings in serving high-quality development, creating a high-quality life, and achieving high-efficiency governance, and deploying and promoting 39 key reform tasks, so as to dare to do good to promote problem solving, promote development and improve quality with mechanism innovation, and serve the improvement of people's livelihood with deepening reform.
Adhere to system integration and solve the problem of "how to change". System integration is a reform methodology frequently emphasized by General Secretary Xi Jinping. In recent years, we have promoted the integration of urban and rural "passengers, goods and mail", the "six-chain co-construction" service enterprises to improve quality and efficiency, and the construction of "road, rail, water and air" multimodal transport system. Loudi is located in central Hunan Province, is the province's overall development of the east and west, the strategic fulcrum of the south and the north, we plan a region from the overall situation, serve the overall situation with a domain, the most important thing is to reform and open up the mind, system integration of the idea, in-depth implementation of the "three integration, three creation and three increase", deeply integrated into the integrated development of Changsha-Zhuzhou-Zhuzhou-Zhuhai-Tan, promote the realization of spatial connectivity, industrial cooperation, innovation collaboration, ecological co-construction, policy docking and service sharing, and make full use of the radiation effect and driving effect of Changsha-Zhuzhou-Zhuzhou-Tan urban agglomeration on the surrounding areas.
Promote reform with pragmatic measures
The promotion and implementation of any reform and the implementation of the implementation are not easy to achieve, and we must turn the reform blueprint into a vivid reality step by step with a solid style and effective measures.
Cadre training to help reform tackle tough problems. Reform to test the quality of the team, reflect the responsibility of cadres, and reflect the ability of work style. In order to motivate the city's party members and cadres to pioneer and innovate and take responsibility, the municipal party committee continued to carry out centralized training on the professional ability of leading cadres, formulated and implemented the "16 articles" for pioneering and innovating, grasped the implementation of the "20 articles", adjusted the principles and opinions of cadres who are not suitable for serving as incumbents, and implemented the implementation rules of "three distinctions", so that cadres who dare to dare to do things have a head, cadres who are willing to "lie flat" stand aside, and cadres who make mistakes without intention are not aggrieved. On the new journey, we will focus on increasing the training of cadres from the two aspects of style and ability, and educate and guide everyone to drum up their spirits, strive to "break through and create", and strive for first-class.
Promote the overall advancement with key breakthroughs. Comprehensively deepening reform cannot be "grasped with eyebrows and mustaches", but must focus on the key points, grasp the key points, promote the whole, and lead the overall situation. For example, we adhere to the principle of "hidden dangers are accidents" and the mechanism of "prior accountability" to achieve a wonderful change in safety production from backward areas to advanced areas in the province. In the new year, we have selected 17 key reforms that will affect the whole body, and it is clear that the municipal leaders will take the lead and focus on tackling key problems, and strive to drive the solution of related problems, consolidate the foundation for development, and promote the overall quality improvement.
Enhance the efficiency of reform with the "four modernizations" of work. General Secretary Xi Jinping emphasized, "Focus on basic and major traction reform measures, strengthen institutional innovation, full linkage and cohesion, and improve the comprehensive efficiency of reform." In recent years, the municipal party committee has continuously activated the "pool of spring water" for high-quality development with the method of reform, but there are still problems such as insufficient motivation, ineffective promotion and insufficient results in the reform work. To this end, the municipal party committee clearly requires all departments directly under the municipal government to adhere to the goal of striving for the first, take the task as the center, take the optimization of the combination and process reengineering as the starting point, and promote the planning, projectization, engineering and activity operation of various work. Specific to the reform practice, it is necessary to plan the "timetable" for the reform tasks, the "road map" for the project design, the engineering organization of the "construction team", and the "progress list" for the implementation of activities, so as to grasp the reform tasks one by one and see results, create more "Loudi experience" and create more "Loudi brand".
