A few days ago, General Secretary Xi Jinping presided over a symposium on promoting the rise of the central region in the new era, pointing out that it is necessary to transform and upgrade traditional industries, cultivate and expand emerging industries, advance the layout and construction of future industries, and accelerate the construction of a modern industrial system supported by advanced manufacturing. The future industry represents the development direction of a new round of scientific and technological revolution and industrial transformation, is an important carrier for the development of new quality productivity, and is also the key to promoting the transformation of new and old industrial kinetic energy and achieving high-quality leapfrog development. Hunan anchors the beautiful blueprint of "three highs and four new", focuses on "futurization of existing industries" and "industrialization of future technologies", adheres to leading industrial innovation with scientific and technological innovation, constantly opens up new fields and new tracks, develops new kinetic energy and new advantages, and accelerates the formation of new quality productivity.

Focus on the forward-looking layout of advantageous areas. In the future, the industry has a wide range, and it should face the major needs of the country, accurately grasp the global scientific and technological innovation and industrial development trends, and focus on the fields where Hunan has comparative advantages to seek the first breakthrough. Artificial intelligence focuses on humanoid robots with technical foundation at the National University of Defense Technology, AI audio and video with a wide range of application scenarios on Hunan Satellite TV, and intelligent transportation vehicles and mechanical equipment suitable for intelligent networked driving in Changsha. The life engineering focuses on the gene technology with technical advantages of Central South University, and the biological breeding, biological enzymes and biological extraction with technical advantages of Hunan Agricultural and Forestry Research University. Quantum technology focuses on the advantages of quantum sensing chips, quantum measurement, autonomous navigation, space instrumentation and quantum computing at the National University of Defense Technology. Cutting-edge materials focus on super-hard, super-tough and super-strong metal materials with unique advantages in Central South University and Zhuzhou, and cutting-edge chemical materials and silicon-based materials with comparative advantages in Hunan University and Yue Hengchen.

Build an industrial innovation platform carrier. The core of future industrial development is the innovation and breakthrough of cutting-edge technology. Relying on Hunan's rich scientific and educational resources, we should carry out forward-looking basic research, vigorously build a high-level scientific and technological innovation platform, accelerate the construction of Changsha as a global R&D center city, and give birth to a number of disruptive technologies and major original achievements. Take the initiative to connect with the national deployment, support the qualified areas of the province, create a number of future industry incubators and pilot areas, create a number of hard science and technology industrial clusters with identification in the country, and strive to incorporate them into the national future industrial development system.

Released converged innovation application scenarios. Application scenarios are the "catalysts" to accelerate the industrialization process of cutting-edge technologies. It is necessary to focus on "small incisions, large scenes, and fast applications", formulate a list of key scenarios for the construction of future industries, and select and release integrated demonstration application scenarios such as "5G+", "VR+", "AI+" and "Beidou+". Make good use of mature platforms such as the World Computing Conference and the Internet Yuelu Summit to organize and carry out events such as AI competitions, intelligent transportation equipment rally, and Beidou application demonstrations, so as to promote the deep integration of digital technology and the real economy.

Continue to optimize the industrial development ecology. The first is to improve the financial and tax support policies, according to the specific characteristics of different industries, introduce a package of support plans by category, accelerate the establishment of future industry guidance funds, and explore the establishment of special funds for risk compensation. The second is to innovate the talent training model of "science and education + industry and education", improve the evaluation standards for high-skilled talents, and achieve a better match between the supply and demand of future industrial talents. The third is to strengthen the guarantee of elements, accelerate the layout and construction of digital infrastructure such as data centers and supercomputing platforms in the province, and give preferential support in terms of project land, electricity, water and other factors.
