In the actual operation of the mandatory reporting system, the entity with reporting responsibility has failed to perform their duties in accordance with law due to reasons such as not understanding the content that should be reported, not being clear about the compulsion of reporting, and fearing that conflicts may arise, resulting in consequences such as unlawful violations not being promptly blocked, and the expansion of the group of minors victimized. Behind the change from "failure to report" to "voluntary reporting" is the determination of the procuratorial organs to continue to promote the implementation of the mandatory reporting system.

As early as September 2022, the Xiangshan County Procuratorate took the initiative to jointly issue the "Implementation Rules for the Mandatory Reporting System for Cases of Violations against Minors in Xiangshan County (Trial)" with 8 units, including the County Public Security Bureau, the County Health Bureau, the County Education Bureau, and the County Women's Federation. In handling cases of sexual assault of minors, the court required the undertaker to "investigate each case and one case", reflect the implementation of mandatory reports in the review report, and carry out administrative public interest litigation supervision based on the results of the reverse investigation. At the same time, the hospital has paid close attention to the two major fields of education and health, signed a letter of commitment with more than 11,000 faculty members and physicians to fulfill the mandatory reporting obligation, and promoted the administrative organs to include the mandatory reporting system in the annual assessment and implement a one-vote veto system. In response to the problem of low awareness of the mandatory reporting system, the procuratorate has also joined forces with public security, courts and other departments to carry out legal popularization propaganda for key personnel such as vice-principals for rule of law and moral education directors, and put up posters of the Supreme People's Procuratorate's mandatory reporting system in health centers in 18 township streets throughout the county, forming a strong joint force for the protection of minors.

As of April this year, the Xiangshan County Procuratorate has received 6 mandatory reporting clues, prosecuted 5 criminal suspects in accordance with the law, and promptly blocked violations and crimes against minors.
