Environmental permit management

1. Management of environmental impact assessment of construction projects

Enterprises should implement the management system for environmental impact assessment of construction projects, perform relevant approval procedures, and strictly implement the pollution prevention and control measures in the EIA documents and approval requirements.

2. "Three simultaneous" management of environmental protection of construction projects

Enterprises should implement the "three simultaneous" management system for environmental protection of construction projects to ensure that the pollution prevention and control facilities and risk prevention measures supporting the construction projects are designed, constructed and put into operation at the same time as the main project.

3. Application and implementation of pollutant discharge permits

(1) Enterprises shall complete the pollutant discharge registration in accordance with the requirements of the ecological environment department, provide necessary information, and ensure that all kinds of environmental information provided are true and effective, and shall not conceal or falsely report.

(2) Pollutant dischargers shall apply for a pollutant discharge permit in accordance with the regulations and ensure that the pollutant discharge permit is within the validity period. Enterprises must discharge pollutants in accordance with the types of pollutants approved by the permit, the control indicators and the prescribed methods.

(3) When applying for a pollutant discharge permit, a pollutant discharging enterprise shall prepare a self-monitoring plan in accordance with the provisions of the Technical Guidelines for Self-monitoring and the Measures for the Administration of Pollutant Discharge Permits (for Trial Implementation).

(4) After applying for a pollutant discharge permit, the pollutant discharger shall ensure that the provisions in the copy of the pollutant discharge permit are well implemented.

4. Payment of environmental protection tax

Enterprises shall, in accordance with the provisions of the Regulations for the Implementation of the Environmental Protection Tax Law of the People's Republic of China, pay environmental protection taxes in a timely and full manner, and clarify the responsible departments and personnel. Enterprises should be aware that the payment of environmental protection tax does not exempt them from the responsibility of pollution prevention and control, compensation for pollution damage and other responsibilities stipulated by laws and administrative regulations.

Pollution prevention and management

1. Production workshop

(1) The overall layout plan shall be hung at the entrance of the office building of the enterprise, indicating the location of the production workshop, office building, boiler room, solid waste warehouse, waste water and waste gas treatment facilities, as well as the location of production wastewater, domestic sewage, reuse water, clean sewer pipes and production wastewater, domestic sewage, clean sewer and production waste gas discharge outlets.

(2) The floor of the workshop where wastewater is generated shall implement anti-corrosion and anti-seepage protection measures. And in accordance with the requirements of the ecological environment department, if the wastewater in the workshop needs to be collected by classification, it shall be collected by classification and the category and flow direction shall be marked; for the production process that produces wastewater, a water meter flow meter shall be installed at the inlet end and the outlet end respectively; and the open pipe of the wastewater collection pipe shall be covered without debris.

(3) The workshop that produces waste gas shall implement complete collection and treatment facilities. And in accordance with the requirements of the ecological environment department, the workshop that needs to be closed shall be sealed, and the exhaust fan shall not be set up, and the doors and windows shall not be opened during production, and the workshop shall achieve negative pressure effect. For those that cannot be sealed, measures shall be taken to reduce exhaust emissions.

2. Online monitoring (monitoring) system

Enterprises that install online monitoring equipment for pollution sources shall effectively manage the relevant equipment, establish basic information files for the equipment, and put forward requirements for the operation and management of the monitoring equipment, information transmission and inspection, etc., so as to ensure the stable operation of the monitoring equipment and the effective transmission of monitoring data.

Wastewater pollution prevention and control

Enterprises should establish a wastewater management system and clarify the departments and responsible persons for wastewater management. Clarify the target indicators of wastewater discharge, establish a management account for wastewater collection and treatment facilities, strengthen the on-site management of wastewater treatment facilities, except for permitted circumstances, should realize the separation of production wastewater, domestic sewage, and clean sewage, standardize collection, operation and discharge, regularly monitor wastewater discharge, and conduct compliance evaluation against relevant discharge standards to ensure that wastewater is stably discharged up to standard.

Waste gas pollution prevention and control

Enterprises should establish an exhaust gas management system and clarify the departments and responsible persons for waste gas management. Clarify the target indicators of exhaust gas emissions, establish a management ledger for waste gas collection and treatment facilities, and take measures to control various exhaust gas emission sources. Regularly monitor the exhaust gas emissions, and conduct compliance evaluations against relevant emission standards to ensure that the exhaust gas is stably discharged up to standard.

Industrial solid waste management

1. Enterprises should establish an industrial solid waste management system and clarify the departments and responsible persons for industrial solid waste management. Clarify the target indicators for the comprehensive utilization of industrial solid waste, establish archives of relevant information such as the type, amount generated, flow direction, storage, and disposal of industrial solid waste, and report and register with the town and street ecological environment branch on an annual basis.

2. If there is a major change in the declaration and registration items, it shall be reported to the original registration authority within 10 working days from the date of the change. If it involves the inter-provincial transfer of industrial solid waste, it is necessary to go through the procedures for inter-provincial transfer of industrial solid waste before it can be transferred.

3. Enterprises should manage industrial solid waste in accordance with laws and regulations in accordance with the principles of reduction, recycling, and harmlessness, and give priority to the comprehensive utilization of industrial solid waste to reduce disposal pressure.

Hazardous waste management

1. Enterprises should establish a hazardous waste management system and clarify the departments and responsible persons for hazardous waste management. Clarify the target indicators for hazardous waste disposal, and establish a list of hazardous waste sources and hazardous waste disposers and disposal conditions.

2. When laws, regulations and other requirements, production processes, pollution control processes, etc. change, new, reconstructed and expanded construction projects are put into operation, and hazardous waste pollution accidents occur, enterprises should re-identify hazardous wastes in a timely manner.

Management of environmental emergencies

1. Hidden danger investigation

Enterprises should establish a management system for the investigation and management of hidden dangers, and clarify the responsible departments, personnel and methods. And the hidden dangers are assessed, the hidden danger level is determined, and the registration is filed. Key soil pollution supervision units shall establish systems for the investigation and management of potential soil and groundwater pollution hazards, and periodically hire professional units to carry out investigations of hidden dangers in key facilities such as underground storage tanks, underground pipelines, and pollution control facilities for toxic and harmful substances.

2. Scope and method of investigation

The scope of hidden danger investigation should include all places, environments, personnel, equipment, facilities and activities related to the production and operation of the enterprise. Comprehensive investigation, daily investigation, special investigation and spot check can be carried out by means of comprehensive investigation, daily investigation, special investigation and spot check.

3. Healing of Skin Disease

According to the results of hidden danger investigation and grading, the enterprise shall formulate a hidden danger management plan and carry out hidden danger management in accordance with the requirements of relevant regulations. Among them, the content of the major hidden danger management plan should include: governance objectives, completion time and compliance requirements, governance methods and measures, funds and materials, the responsibilities of institutions and personnel responsible for governance, risk prevention and control in the governance process, emergency measures or emergency plans. After the completion of the treatment of major hidden dangers, the enterprise should organize technical personnel and experts to evaluate and accept the treatment effect, and prepare the acceptance report of the treatment of major hidden dangers.

4. Monitoring and early warning

Enterprises can use instrumentation and other technical means and management methods to establish an emergency monitoring and early warning system and reporting mechanism for major environmental factors such as waste water and waste gas, and connect them with the emergency plan for environmental emergencies of the enterprise.

5. Emergency preparedness

Enterprises should establish an emergency management system for environmental emergencies, establish an environmental emergency management agency or designate a special person to be responsible for environmental emergency management.

Enterprises should implement various risk prevention and control measures in accordance with the requirements of the emergency plan, and inspect, maintain and maintain emergency facilities, equipment and materials to ensure that they are intact and reliable. Formulate emergency plan drill plans, regularly organize emergency plan drills, and evaluate and summarize the effects of emergency drills.

6. Emergency response

After the occurrence of an environmental emergency, the enterprise shall immediately initiate the emergency response procedure, report to the local government and the ecological environment department in a timely manner in accordance with the relevant regulations, carry out accident handling in accordance with the emergency plan, take necessary measures to cut off or control the pollution source and other necessary measures to prevent the expansion of the harm, properly protect the accident site and relevant evidence, and promptly notify the units and residents who may be harmed.

7. Accident investigation and handling

After an environmental emergency occurs, an enterprise shall set up an investigation team in accordance with the regulations, clarify its responsibilities and authority, conduct an investigation or cooperate with the investigation of the superior department. Based on relevant evidence and information, the investigation team should analyze the direct and indirect causes and responsibilities of the incident, and put forward corrective measures and handling suggestions. In accordance with the relevant regulations, prepare an investigation report on environmental emergencies, draw inferences from the causes of accidents, formulate corrective and preventive measures and implement them in place.

Cleaner production

1. Cleaner production audit

Enterprises should complete the audit, assessment and acceptance of cleaner production in accordance with the audit procedures and time limits to achieve the purpose of "energy saving, consumption reduction, pollution reduction and efficiency increase".

2. Resource and energy utilization efficiency

Encourage enterprises to adopt clean processes with high utilization efficiency of raw and auxiliary materials and low pollutant emissions, reduce the generation of various pollutants, and incorporate resource and energy consumption indicators into the assessment requirements of enterprises at all levels.

3. Comprehensive utilization of waste

Enterprises should adhere to the principle of "reduction, harmlessness, and recycling", actively carry out industrial wastewater treatment and reuse, energy cascade utilization, and comprehensive utilization of solid waste, and incorporate waste (resources) comprehensive utilization indicators into the assessment requirements at all levels of enterprises.

4. Energy conservation and carbon reduction management

Enterprises should establish an energy conservation and carbon reduction management system, clarify the responsible departments and responsible persons for energy conservation and carbon reduction management, set target indicators for energy conservation and carbon emission reduction, and regularly calculate and keep performance statistics on energy conservation and carbon emission reduction.

Environmental information disclosure

1. Disclosure system and content

Enterprises should establish an environmental information disclosure system, clarify the responsible departments and responsible persons for environmental information disclosure, and solicit public opinions and disclose environmental impact assessment information for new, renovated and expanded projects as required. In accordance with the relevant provisions of the Environmental Protection Law of the People's Republic of China and the Measures for the Disclosure of Environmental Information of Enterprises and Institutions, the environmental management information of enterprises shall be disclosed on a regular basis.

2. Disclosure Method

Enterprises may disclose their daily information in one or more of the following ways: local government websites or enterprise websites, special information periodicals published in public announcements or public offerings, news media such as radio and television, information disclosure services and supervision hotlines, places or facilities such as data collection points, information disclosure columns, information kiosks, electronic screens, and electronic touch screens of the unit, and other ways to facilitate the public to obtain information in a timely and accurate manner.

For the annual environmental information disclosure of enterprises, the environmental information disclosure report shall be prepared within half a year after the completion of the work of the previous year. Enterprises should keep information and records related to complaints, communications, and handling of environmental information disclosure.

3. Public Relations

In order to avoid public relations crises caused by environmental protection issues, enterprises can establish a communication and management mechanism with the surrounding communities and news media according to the actual situation, such as regularly organizing law enforcement units, community representatives, and media to hold symposiums, etc., to ensure that any complaints and suggestions on corporate environmental protection issues can be dealt with and fed back in a timely manner.

Other requirements

1. Backward production capacity is eliminated

Enterprises in industries with backward production capacity stipulated by the state should ensure that pollutants are discharged up to standards, and actively respond to national policies, gradually phase out processes with high energy consumption, high pollution and low efficiency, and have the courage to innovate and actively transform.

2. Emergency response to polluted weather

Enterprises involved in exhaust emissions should prepare emergency plans for polluted weather, set out emergency emission reduction measures under different levels of early warning, and clarify the key indicators of specific production lines, process links and various emission reduction measures that have been suspended. During the emergency response to polluted weather, enterprises involved in exhaust emissions should actively respond to emission reduction measures, especially those involved in VOCs emissions, and should stagger peak production or reduce production and limit production. Among them, the VOCs emission process of key control enterprises should suspend production, and normal production can only be resumed after the emergency response is lifted.

3. Management of enterprise project termination or relocation

If the enterprise project is terminated or relocated, it shall monitor and assess the degree of pollution of the soil and groundwater at the original site in advance, prepare an environmental risk assessment report, and report it to the ecological environment branch of the town or street where it is located for the record;
