In order to do a good job in the enrollment of ordinary colleges and universities in 2024 (summer college entrance examination) (hereinafter referred to as the summer college entrance examination), these measures are formulated in accordance with the requirements of the relevant documents of the Ministry of Education and our province.

1. Registration

(1) The relevant requirements for registration shall be implemented in accordance with the Notice of the Ministry of Education on Doing a Good Job in the Enrollment of Ordinary Colleges and Universities in 2024 (Teaching [2024] No. 2) and the Notice of the Shandong Provincial Education Admissions Examination Institute on Doing a Good Job in the Enrollment and Registration of the 2024 Ordinary Colleges and Universities Examination in Shandong Province (Lu Zhaokao [2023] No. 109).

(2) All cities should further increase the review of the summer college entrance examination registration qualifications, on the basis of the review of the early registration stage, in accordance with the relevant provisions of the Ministry of Education, do a good job in the review of candidates' registration qualifications, focusing on the candidates' household registration, student status, registration materials, special candidate materials and previous years to participate in the summer college entrance examination of the record of violation of discipline and cheating. (3) After registration and before the start of the examination, if it is found that the candidate does not meet the registration conditions, his or her registration qualification will be cancelled.

2. Physical examination

All candidates who register for the college entrance examination are required to take a physical health examination (hereinafter referred to as the physical examination) and truthfully fill in their past medical history. Among them, candidates who apply for military academies, public security, and targeted training of non-commissioned officers must also participate in military inspections, physical fitness tests, and interviews organized by relevant departments, and the specific measures will be issued separately.

3. Ideological and political character assessment

The assessment of ideological and political character mainly assesses the actual performance of the candidates themselves.

The candidate's school or unit should make a comprehensive appraisal of the candidate's political attitude, ideology and morality, and in principle, the candidate's township or sub-district office shall make a corresponding appraisal if there is no school or work unit where the candidate is attended. For candidates who have received criminal punishments, administrative penalties for public security administration, or disciplinary sanctions, the relevant departments should provide detailed materials such as the facts of the mistakes made, the handling opinions, their own understanding of the mistakes, and the actual performance of correcting the mistakes, and be responsible for their authenticity. Candidates should truthfully fill in their ideological and political character when registering online.

In any of the following circumstances, and failure to provide supporting materials such as the actual performance of misunderstandings and corrections of errors, it shall be found to be unqualified in the ideological and political character assessment:

(1) Having words or deeds that oppose the basic principles provided for in the Constitution or participating in cult organizations, where the circumstances are serious;

(2) Violating the Criminal Law or the Public Security Administration Punishment Law, and receiving a criminal punishment or public security administrative punishment where the circumstances are serious and heinous in nature, and are still within the punishment period.

4. Candidates' files

The candidate's file includes two parts: the secondary school file and the college entrance examination electronic file.

The secondary school files shall be formed by the candidate's graduation school in accordance with the relevant regulations. The dossier of the fresh high school graduates should include the "Comprehensive Quality File of Ordinary High School Students in Shandong Province" (three years in total), etc., and the dossier of the fresh secondary vocational graduates should include the registration form of the graduates, the registration form of the examination results, etc. The dossier of previous graduates is the secondary school file or personnel file of the candidate's graduation in the current year.

Each city shall, according to the actual situation, make it clear that the candidate's secondary school (personnel) file shall be managed by the candidate's graduation middle school (unit) or county (city, district) education enrollment examination agency, and the file materials must be complete and complete. Candidates should bring the admission notice, admission ticket, ID card and other documents and materials (if they are admitted to private universities, they must also bring the "Admission Candidate Information Confirmation Form" issued by the Provincial Education Admissions Examination Institute) to the candidate's graduation middle school (unit) or county (city, district) education admissions examination agency to receive the sealed middle school files, and hand them over to the admitted colleges and universities when registering. Candidates are required to complete the signing procedures when collecting the files. The secondary school (personnel) files of candidates who have not been admitted to colleges and universities should be returned to the candidate's original secondary school (unit) before the end of the year.

The electronic file of the college entrance examination is an important basis for the admission of new students in colleges and universities, and the content mainly includes the basic information of the candidates, the ideological and political character, the results of the high school academic level test and the materials reflecting the comprehensive quality of the students, the physical examination information, the college entrance examination score information, etc. The content of the candidate's electronic file must be consistent with the corresponding part of the paper media material.

Each city and county (city, district) education enrollment examination agency is responsible for the collection, approval and confirmation of candidates' physical examination information, and the provincial education enrollment examination institute summarizes and sorts out candidates' information and establishes an electronic file information database for candidates. Once the candidate's electronic file information database is established, no one is allowed to change it without authorization.

The information such as the summer college entrance examination results in the candidates' electronic files is only used for college admissions. Without the consent of the Provincial Education Admissions Examination Institute, relevant departments and individuals shall not provide it to colleges and universities, society or others. The electronic files of candidates who are not admitted in the current year shall not be provided to individuals, colleges and universities or society.

After the candidate registers, the university will directly print the relevant information in the candidate's electronic file from the admission database of the university into paper materials, and stamp the official seal of the school, and store it in the candidate's personal file together with other paper files.

5. Enrollment plan

Colleges and universities with general higher education enrollment qualifications approved by the Ministry of Education (for the record) can arrange enrollment plans in our province. Colleges and universities shall, in accordance with the needs of the economic and social development of the state and our province and the guidance on the arrangement of enrollment plans, strengthen the analysis and prediction of talent demand, and arrange the enrollment source plan independently, scientifically and reasonably in combination with their own school-running conditions, graduate employment and student source conditions.

Colleges and universities shall prepare their enrollment source plans in accordance with the principles and requirements of the Ministry of Education for the preparation of enrollment plans, and after being reviewed by the competent departments of colleges and universities and approved by the Ministry of Education (for the record), the Provincial Education Admissions Examination Institute shall be responsible for announcing them to the public in a timely, standardized, accurate and unified manner (after being checked by colleges and universities before publication). 6. Examinations

The summer college entrance examination in our province implements the "3+3" examination mode, including 3 subjects such as Chinese, mathematics and foreign language (including written test and listening) in the national unified college entrance examination, as well as 3 subjects selected by candidates from 6 subjects such as ideology and politics, history, geography, physics, chemistry and biology in the general high school academic level examination. The national unified college entrance examination foreign languages are divided into six languages, including English, Russian, Japanese, French, German, Spanish, etc., and candidates can choose one of the languages to take the test.

The total score of college admissions is composed of the results of 3 unified college entrance examination subjects and the results of 3 self-selected general high school academic level examination subjects, with a total score of 750 points. The full original score of the 3 unified college entrance examination subjects is 150 points; The original score of the three graded examination subjects selected by the candidates is 100 points, which will be converted into band scores and included in the total score, and the full score of each subject will be 100 points.

(1) The National Unified College Entrance Examination. The national unified college entrance examination subjects use the national unified proposition test paper, and the examination time is arranged on the whole day of June 7 and the afternoon of June 8, of which the language test time is 150 minutes, the mathematics test time is 120 minutes, and the foreign language (written test) test time is 100 minutes; The foreign language (listening) test is scheduled on the morning of January 8, and it will be organized twice in a row, each test will last about 20 minutes, and the highest score in the two tests will be included in the foreign language subject score.

(3) The questions (including sub-questions) and reference answers of the National Unified College Entrance Examination are top secret before the subject examination is activated. (4) The test center shall be located at the location of the people's government at or above the county level (inclusive) and shall be managed in accordance with the relevant examination regulations. If there is a special need to set up a test center in an area other than the seat of the county-level people's government, it must be approved by the Provincial Admissions and Examination Committee. All test centers must meet the requirements of standardized test centers. The specific organization and implementation of the examination shall be issued separately.

(5) Candidates who apply for foreign language or majors with foreign language oral examination requirements must take the foreign language oral examination. The foreign language oral examination shall be organized by the municipal education enrollment examination agency, and the content and time of the oral examination shall be determined by each city. The results of the oral examination must be submitted to the Provincial Education Admissions Examination Institute before July 5.

(6) All cities should strengthen examination management, conscientiously select and train invigilators, strengthen ideological education and examination style and discipline education for candidates, take effective measures to strictly prevent the use of mobile phones and other electronic devices to cheat, and resolutely put an end to mass fraud. All cities should attach great importance to cases of violation of discipline and malpractice discovered during examinations, take them seriously, investigate and deal with them when they are discovered, and never tolerate or accommodate them. During the examination, the Provincial Education Admissions Examination Institute will dispatch a college entrance examination inspection team to each examination area (test center) to supervise and inspect the organization of the examination. For test areas and test centers where discipline in the examination room is lax or cheating occurs due to poor management or irresponsibility of the invigilators, the relevant responsible persons and parties shall be held accountable, and the qualifications for the establishment of the test center for the next year shall be cancelled if the circumstances are serious.

(7) All levels of education admissions and examination bodies and colleges and universities should follow the requirements of the Ministry of Education and the China Disabled Persons' Federation's "Notice on Printing and Distributing the > of the Provisions on the Administration of <the National Unified Examination for Persons with Disabilities to Participate in the Enrollment of Ordinary Colleges and Universities" (Teaching [2017] No. 4) to provide reasonable facilitation for persons with disabilities to register for the examination on an equal footing.

7. Marking and summary of results

Under the leadership of the Provincial Admissions and Examination Committee, the Provincial Education Admissions and Examination Institute is responsible for organizing and managing the marking work, and each marking point is responsible for the specific implementation.

The multiple-choice part of the answer sheet for all subjects is machine-marked. The non-multiple-choice part of the answer sheet is reviewed online, and all test questions are double-evaluated.

The markers are subject to an appointment system. Relevant colleges and universities and municipal education administrative departments are responsible for recommending markers and strictly review and control, and the recommended markers will be issued a letter of appointment by the Provincial Department of Education after passing the examination of the marking points.

Each marking point should strengthen the leadership of the marking work, set up a marking point and discipline leading group, and establish and improve various functional departments. It is necessary to make preparations for marking in advance, implement marking sites and staff, and formulate corresponding work plans. The summary of performance data shall be organized by the Provincial Education Admissions Examination Institute. The original results of the National Unified College Entrance Examination and the conversion results of the general high school academic proficiency examination will be announced before June 26. 8. Admission batch setting, score line delineation and voluntary setting

The summer college entrance examination enrollment categories are divided into three categories: general, art, and sports, and admission will be carried out in batches according to the categories. Candidates who are admitted in each category batch will no longer participate in the subsequent application and admission.

(1) General category.

The general category is divided into three admission batches: early batch, special type batch and regular batch. 3. Regular batch. Including other undergraduate and junior college admissions that are not included in the early approval and special type of approval. The maximum number of candidates to fill in each application is not more than 96. The first volunteer application is filled in by the online candidates in the first section of the general category, and the second and third volunteer applications are filled in by the online candidates in the second stage of the general category (including the online candidates who have not been admitted).

(2) Arts.

The art category is divided into three admission batches: undergraduate early approval, undergraduate batch and junior college batch. The control line for the cultural admission of art undergraduates is based on the first line of the general category and is delineated according to the proportion of each major category stipulated by the Ministry of Education, and the control line for the cultural admission of art majors is the same as that of the general category.

1. Undergraduate early approval. Including the independent establishment of undergraduate art colleges (including a small number of colleges and universities with reference to the implementation of some art undergraduate majors) and other majors that organize school examinations, provincial publicly-funded normal students art majors, and inter-provincial joint examination of opera undergraduate majors. Arrange 2 volunteer applications, both of which implement the school-based volunteer model, and candidates can only fill in 1 college volunteer each time.

2. Undergraduate batch. All art undergraduate admissions except for early approval. Arrange 2 voluntary filling sessions. The opera majors of the inter-provincial joint examination do not implement parallel volunteering, and only one college volunteer can be filled in each time.

(3) Sports.

The sports category is divided into two admission batches: early batch and regular batch. The physical education category is divided according to the comprehensive score within the scope of the students who have passed the major. The comprehensive score is calculated according to the method of accounting for 70% of the professional score and 30% of the cultural score. According to the comprehensive results of the candidates, the first line of sports will be delineated according to the number of 1:1.2 of the number of undergraduate enrollment plans for physical education, and the second line of physical education will be delineated according to the total number of undergraduate and junior college enrollment plans and the source of students, which will be the minimum control line for candidates to participate in admission.

The maximum number of volunteers to be filled in by a candidate is not more than 60 at a time. The first volunteer application is filled in by the online candidates in the first section of the sports category, and the second and third volunteer applications are filled in by the online candidates in the second stage of the sports class (including the online candidates who have not been admitted).

9. Regulations on Admission

(1) The admission work shall be carried out under the leadership of the Ministry of Education and the Provincial Admissions and Examination Committee, and shall be organized and implemented by the Provincial Education Admissions and Examination Institute, and the computer remote online admission method shall be implemented.

The admission work adheres to the principle of selecting the best students based on their grades and referring to the comprehensive quality evaluation of students. Colleges and universities shall strictly implement and implement the rules and commitments set forth in the Enrollment Regulations, and shall not change them at will during the admission process.

Candidates should fill in the college entrance examination online according to the conclusion of the physical examination, the application category, level, and selected subjects, combined with the results, and refer to the enrollment professional plan in the "Guide to Filling in the Volunteers" or the vacancy plan published online, and the "Enrollment Regulations" of colleges and universities to fill in the voluntary application. All cities, counties (cities, districts) education enrollment examination bodies, and high schools should do a good job of organizing, publicizing, and guiding candidates to fill in their volunteers, providing candidates with venues, equipment, Internet access conditions, and other necessary assistance, further strengthening services for candidates to fill in volunteers, and guiding candidates to reasonably fill in their volunteers on the basis of a comprehensive grasp of information and a comprehensive balance. For candidates who have passed the ideological and political character assessment, met the requirements of the physical examination, and whose total scores have reached the admission control score line of the same batch and meet the requirements of colleges and universities, in principle, they are not allowed to withdraw from the file except for normal reasons (specifically stipulated by the Ministry of Education or the enrollment regulations of the university). For all kinds of majors that implement parallel voluntary admission, when the candidates have the same score, they will be ranked from high to low according to the total score of Chinese and Mathematics, the highest score of a single subject in Chinese or Mathematics, the score of a single foreign language, the highest score of a single subject in the selected subject of the grade examination, and the second highest score of a single subject in the selected subject of the grade examination.

For batches that do not implement parallel volunteering, among the candidates whose total scores reach the corresponding score line, colleges and universities can generally determine the proportion of candidates' files within 120% of the number of enrollment plans of the university (or according to the proportion prescribed by the relevant higher-level competent authorities). The Provincial Education Admissions Examination Institute shall release the electronic files of candidates to colleges and universities in accordance with the rules of filing, supervise the implementation of national enrollment policies and enrollment plans by colleges and universities, and correct violations of national enrollment policies.

(3) Colleges and universities should complete the work of file adjustment, file reading, review, pre-recording, and withdrawal on time in accordance with the prescribed procedures, so as to ensure the normal flow of candidates' electronic files and the smooth progress of the admission work. For colleges and universities that fail to complete the relevant links of work as required within the specified time, after the Provincial Education Admissions Examination Institute actively communicates invalidly, it can set the candidates' electronic files as pre-admission status according to the issued electronic files of candidates and according to the number of enrollment plans and admission rules of relevant colleges and universities, and at the same time notify the relevant colleges and universities in writing and report the situation to the Ministry of Education.

(4) Except for some special schools (majors) such as military, national defense, and public security, colleges and universities must not stipulate the ratio of male and female students to be admitted, and must not impose restrictions on the foreign language of the unified examination for candidates applying for majors in non-foreign Chinese languages and literatures, and must not impose other restrictions other than those provided for in the national enrollment policy. Colleges and universities cannot refuse to admit candidates who are physically disabled, able to take care of themselves, able to complete the study of the major they have applied for, and whose college entrance examination scores meet the requirements.

1. Children of martyrs can add 20 points to the total score of their cultural unified examination scores;

2. Retired servicemen who have been awarded second-class meritorious service or above during their service or have been awarded honorary titles by units above the theater (formerly the Grand Military Region) may add 20 points to their total score in the cultural unified examination;

3. Returned overseas Chinese, children of overseas Chinese, children of returned overseas Chinese and candidates with Taiwan provincial nationality (including Taiwan household registration) can add 10 points to the total score of their cultural unified examination scores;

4. Retired soldiers who are self-employed can add 10 points to the total score of their cultural unified examination scores.

(8) All summer college entrance examination bonus items and scores shall not be used for enrollment projects such as art majors, high-level sports teams, and special plans for colleges and universities that do not arrange provincial enrollment plans.

Candidates who meet the relevant care conditions must be declared by themselves, reviewed by relevant departments, and publicized at the four levels of provinces, cities, counties and schools before they can be recognized. Senior secondary education schools must also publicize the candidates' classes in accordance with relevant regulations. Candidates who have not been publicized, as well as their bonus items and scores, shall not be included in the results of the submission and used. Relevant units should strengthen the examination of the qualifications of candidates who enjoy the scores, and conscientiously examine all kinds of supporting materials. For candidates who enjoy score care, the middle school or county (city, district) education enrollment examination agency will seal the candidate's certification materials into the candidate's file.

(9) Children of servicemen who have been awarded second-class meritorious service in peacetime or third-class or higher in wartime, children of servicemen with disabilities of the first to fourth grades, children of servicemen who have sacrificed their lives in the line of duty, children of servicemen who have worked for a total of 20 years or more in three or more categories of hardship and remote areas designated by the state and in the Tibet Autonomous Region, and who have worked for a total of 20 years or more on islands designated by the armed forces in the four or more categories of hardship and remote areas designated by the state or on special islands designated by the armed forces, children of servicemen who have been flying or grounded for less than one year or have reached the maximum number of years of flying, children of servicemen who have been engaged in naval work for 20 years or more, and children of servicemen who have worked in aerospace and nuclear-related posts for a total of 15 yearsIn the batch of sequential voluntary submission, those who participate in the national unified examination and meet the requirements of the relevant colleges and universities shall be given priority admission.

(10) Where the children of public security martyrs, public security heroes and models who have died in the line of duty, or who have been disabled in the line of duty in grades 1 to 4 participating in the national unified examination, it is to be implemented in accordance with the relevant provisions of the "Notice on Further Strengthening and Improving the Preferential Education of the Children of Public Security Heroes and Martyrs and Public Security People's Police Officers Disabled in the Line of Duty" (Gong Zheng Zheng [2018] No. 27) jointly issued by the Ministry of Public Security and the Ministry of Education. If the personnel of the national comprehensive fire and rescue team and their children participate in the national unified examination, they shall be implemented in accordance with the relevant provisions of the "Notice on Doing a Good Job in the Education and Preferential Treatment of the Personnel of the National Comprehensive Fire and Rescue Team and Their Children" (Emergency [2019] No. 37) jointly issued by the Ministry of Emergency Management and the Ministry of Education. Candidates who have retired from active military service and disabled people's police officers who participate in the national unified examination and meet the requirements of relevant colleges and universities will be given priority in admission under the same conditions as other candidates. Those who have been identified by the Central Committee of the Communist Youth League Youth Volunteer Trustworthy Joint Incentive System and have obtained 5A-level young volunteers who meet the requirements of relevant colleges and universities will be given priority in admission under the same conditions as other candidates.

(11) Strengthen the management of admission venues and purify the enrollment environment. According to the requirements of the Ministry of Education, the admission venue is closed for management. During the admission period, except for the relevant personnel of the admissions department, other personnel are not allowed to enter the admission venue.

(12) Colleges and universities shall indicate the admission type of the list of candidates to be admitted (including candidates to be admitted by the unified examination, escort, and individual examinations, etc.), and submit it to the Provincial Education Admissions Examination Institute for approval, and supplement or adjust the corresponding plan through the "National Online Management System for the Enrollment Source Plan of Ordinary Colleges and Universities". After the approval of the Provincial Education Admissions Examination Institute, a database of admitted candidates will be formed, and the corresponding roster of admitted candidates shall be printed accordingly; Candidates who have been admitted to private colleges and universities must also print the "Admission Candidate Information Confirmation Form" and affix the special seal of the Provincial Admissions and Examination Committee for admission to ordinary colleges and universities, which shall be used as the basis for candidates to be admitted. After the batch admission is completed, the Provincial Education Admissions Examination Institute shall send the relevant roster of admitted candidates to the relevant colleges and universities in a timely manner (private colleges and universities also attach the "Admission Candidate Information Confirmation Form").

Colleges and universities fill in the admission notice according to the roster of admitted candidates approved and filed by the Provincial Education Admissions Examination Institute, and the admission notice shall be issued by the president, stamped with the official seal of the university, and shall be responsible for sending it directly to the admitted candidates together with the relevant admission instructions, funding policies and measures and other relevant materials (private colleges and universities must also attach the "Admission Candidate Information Confirmation Form" issued by the Provincial Education Admissions Examination Institute). The delivery of the admission notice shall be carried out in accordance with the relevant requirements of the Ministry of Education and the State Post Bureau.

The Provincial Education Admissions Examination Institute and colleges and universities shall provide candidates with admission information inquiries in a timely manner, and provide consultation and appeal channels. Candidates can inquire and confirm their admission results through the channels provided by the Provincial Education Admissions Examination Institute and universities.

(13) No unit or individual shall provide information belonging to the candidate's personal information and the relevant matters that need to be kept confidential in the admission process to others or disclose it to the public without authorization, and it is strictly forbidden to illegally disseminate or sell it.

(14) According to the regulations of the Ministry of Education, after the completion of the admission work, the undergraduate level enrollment of all colleges and universities will not be supplemented or replaced.

(15) The remaining problems of enrollment caused by network transmission, work errors, force majeure and other factors shall be properly resolved by the Provincial Education Admissions Examination Institute and colleges and universities through consultation.

10. Registration and review of new students

According to the requirements of the "Notice on Adjusting the Hukou Relocation Policy for Freshmen Admitted to Ordinary Colleges and Universities in Shandong Province" (Lu Gongtong [2017] No. 109) jointly issued by the Provincial Public Security Department and other departments, new students admitted to ordinary colleges and universities in Shandong can voluntarily choose to move their hukou to the location of the school. Freshmen in our province who are admitted to colleges and universities in other provinces can choose whether to apply for household registration migration according to national and relevant provincial policies. Candidates should go to the relevant departments to handle household registration and relocation of party and caucus relations with the admission notice, permanent resident registration card, and resident ID card, and bring the middle school (personnel) file to go through the registration procedures according to the relevant requirements of colleges and universities. Admitted candidates who are unable to register on time should submit a written application to the university and can only postpone the registration after approval.

Colleges and universities must strengthen the review of the admission qualifications of new students. The "Admission Notice" is an important certificate for candidates to obtain admission qualifications, and it should be strictly reviewed when new students register for admission. It should be repeatedly compared with the admission ticket, secondary school (personnel) files, electronic files, original documents for admission care and other relevant materials (private colleges and universities also include the "Admission Candidate Information Confirmation Form") to ensure that the information in the admission ticket, admission notice, resident ID card and other information is consistent, and if there is any inconsistency, no student registration shall be allowed. After admission, it is necessary to do a good job in the physical examination and re-examination of new students. If it is found that those who have obtained the qualifications for the examination by falsifying materials, impostors, or those who have cheated on physical examinations or other frauds through the examination of admission qualifications, they will be resolutely removed in accordance with the relevant regulations. Colleges and universities should report the results of the handling of all kinds of candidates who violate discipline and fraud to the Provincial Education Admissions Examination Institute before the end of November. Colleges and universities are strictly prohibited from registering candidates who have not registered.

11. Information disclosure

(1) The Provincial Education Admissions and Examination Institute shall promptly announce the relevant enrollment policies, enrollment plans, candidate consultation and appeal channels, major violations and handling results, candidates' summer college entrance examination results, professional results and admission results inquiry methods, relevant score lines, cultural, professional and comprehensive results of a one-point and one-paragraph table, filling in the volunteer and admission schedule, vacant enrollment plan, the categories of our province to enjoy the care policy and the list of candidates with corresponding qualifications, and the list of other qualified candidates stipulated by the Ministry of Education.

Municipal and county (city, district) education enrollment examination bodies and high schools shall respectively publicize the list of candidates with corresponding qualifications and other qualified candidates in their locality and their own schools, and the high school shall also publicize it to the candidate's class in accordance with relevant regulations.

Colleges and universities shall publish on their websites the enrollment plan, enrollment regulations, admission results inquiry methods, and the list of candidates who have obtained the relevant qualifications for enrollment of the university.

(2) The information publicized by the Provincial Education Admissions Examination Institute and colleges and universities will be retained until the end of 2024. The relevant information of candidates publicized by the city, county (city, district) education enrollment examination agency and senior secondary education school shall be publicized at least 10 working days before it is reported, and shall be retained until the end of 2024.

(3) All levels of educational enrollment and examination bodies, relevant colleges and universities, and middle schools shall, while publicizing relevant information, provide the e-mail address, telephone number, unit and mailing address of the report that accepts the report, and promptly investigate and handle it in accordance with the relevant state regulations on letters and visits.

12. Handling of violations of regulations

(1) All kinds of violations by candidates, examination staff, and other members of society in college admissions examinations shall be strictly handled in strict accordance with the procedures and provisions determined in the "Amendment (IX) to the Criminal Law of the People's Republic of China", the "Education Law of the People's Republic of China", the "Measures for Handling Violations in National Education Examinations" (Decree No. 33 of the Ministry of Education) and the "Interim Measures for Handling Violations in the Enrollment of Ordinary Colleges and Universities" (Decree No. 36 of the Ministry of Education).

For students who are not graduating from senior secondary education schools that participate in college entrance examinations in violation of regulations, their results in each subject of the college entrance examination for that year will be cancelled, and at the same time, they will not be allowed to register for college entrance examinations in the year of graduation.

(2) If an enrollment staff commits any of the following acts in the course of enrollment and admission, the unit to which the offender belongs or the competent department at a higher level shall give him party and government disciplinary sanctions, up to dismissal from public office;

1. Falsifying and engaging in favoritism in the issuance and approval of candidates' registration qualification certificates, certificates, physical examinations, archives and other materials (including the supporting materials required for relevant policy bonus points);

2. Instigating, organizing, or participating in the organization of "college entrance examination immigration" activities, forging or violating regulations for candidates to handle household registration migration and secondary school student registration files;

3. Instructing, organizing, or participating in organizing students who are not graduating from senior secondary education schools or students who are enrolled in colleges and universities with higher academic education qualifications to participate in college entrance examinations;

4. Deliberately disrupting the order of the admission site and threatening the personal safety of the staff;

5. Disclosing, selling, exchanging, or altering candidates' registration, volunteers, results, admission information and other relevant materials (including candidates' information recorded on the computer) without authorization;

6. Offering and accepting bribes, extortion, favoritism, abuse of power, not recruiting students in accordance with admission regulations, or recruiting students who do not meet the admission standards without authorization, resulting in major losses in the enrollment work;

7. Participating in illegal enrollment activities of social intermediaries or individuals;

8. Charge fees linked to enrollment in any name and for any reason;

9. Using computer networks to maliciously attack the computer admission system, information system, and related networks and equipment of the Provincial Education Admissions Examination Institute or college admissions examinations;

10. Other behaviors that disrupt the enrollment work.

Other members of society who exhibit any of the conduct described above are to be handled by their unit or the competent department at the level above with reference to this article.

(3) For colleges and universities or senior secondary education schools that violate these provisions in the examination and admission process, seriously violate the integrity of enrollment, and undermine the order of enrollment, the Ministry of Education or the provincial education administrative department authorized by the Ministry of Education shall strictly deal with them in accordance with the "Interim Measures for the Handling of Enrollment Violations in Ordinary Colleges and Universities" (Order No. 36 of the Ministry of Education) and other relevant provisions, and the person in charge of the school who seriously violates the enrollment will be held accountable. Serious violations and the results of handling should be notified, or announced to the public through the media.

XIII. Other Categories of Enrollment

(1) The joint enrollment of overseas Chinese students, Hong Kong, Macao and Taiwan students by ordinary institutions of higher learning in China shall be implemented in accordance with relevant regulations.

(2) The enrollment measures for military and public security academies and universities shall be issued in a separate document.

(3) Active-duty servicemen applying for colleges and universities shall be handled in accordance with the regulations of the relevant departments of the Central Military Commission.

(4) Strong foundation plan, art majors, sports majors, juvenile classes, high-level sports teams, escort students, public-funded students, pilots, comprehensive evaluation enrollment of undergraduate colleges and universities, separate enrollment of higher vocational colleges, comprehensive evaluation enrollment of higher vocational (junior college) colleges, special plans for higher vocational colleges, sports training, martial arts and traditional national sports majors and other categories of enrollment measures shall be implemented in accordance with the relevant documents.

Shandong Province 2024 General Higher Education Examination Enrollment (Spring College Entrance Examination) Implementation Measures

In order to do a good job in the 2024 general higher education examination enrollment (spring college entrance examination) (hereinafter referred to as the spring college entrance examination) in our province, these measures are formulated in accordance with the requirements of the relevant documents of the Ministry of Education and our province.

1. Registration and physical examination

(1) Registration.

The registration for the spring college entrance examination is organized and implemented in accordance with the Notice of the Ministry of Education on Doing a Good Job in the Enrollment of Ordinary Colleges and Universities in 2024 (Teaching [2024] No. 2) and the Notice of the Shandong Provincial Education Admissions Examination Institute on Doing a Good Job in the Registration of the Enrollment Examination for Ordinary Colleges and Universities in Shandong Province in 2024 (Lu Zhaokao [2023] No. 109). All cities should further intensify the review of the registration qualifications for the spring college entrance examination, and on the basis of the review of the preliminary registration stage, in accordance with the relevant regulations of the Ministry of Education, do a good job in the review of the candidates' registration qualifications, focusing on the relevant candidates' household registration, student status, registration materials, special candidate materials, and records of violations of discipline and cheating in the spring college entrance examination in previous years. If problems are found, they shall be dealt with in a timely manner in accordance with the regulations. After registration and before the start of the examination, if it is found that the candidate does not meet the registration requirements, his registration qualification will be cancelled.

(2) Physical examination.

Candidates who register for the 2024 spring college entrance examination, higher vocational (junior college) separate examination enrollment, and higher vocational (junior college) comprehensive evaluation enrollment must undergo a physical health examination and truthfully fill in their past medical history. Those who do not conform to the physical condition of the physical examination due to fraud shall be severely dealt with in accordance with the relevant regulations of the Ministry of Education.

2. Ideological and political character assessment

The assessment of ideological and political character mainly assesses the actual performance of the candidates themselves.

The candidate's school or unit should make a comprehensive appraisal of the candidate's political attitude, ideology and morality, and in principle, the candidate's township or sub-district office shall make a corresponding appraisal if there is no school or work unit where the candidate is attended. For candidates who have received criminal punishments, administrative penalties for public security administration, or disciplinary sanctions, the relevant departments should provide detailed materials such as the facts of the mistakes made, the handling opinions, their own understanding of the mistakes, and the actual performance of correcting the mistakes, and be responsible for their authenticity. Candidates should truthfully fill in their ideological and political character when registering online.

In any of the following circumstances, and failure to provide supporting materials such as the actual performance of misunderstandings and corrections of errors, it shall be found to be unqualified in the ideological and political character assessment:

(1) Having words or deeds that oppose the basic principles set forth in the Constitution or participating in cult organizations, where the circumstances are serious;

(2) Violating the Criminal Law or the Public Security Administration Punishment Law, and receiving a criminal punishment or public security administrative punishment where the circumstances are serious and heinous in nature, and are still within the punishment period.

3. Candidates' files

The candidate's file includes two parts: the secondary school file and the college entrance examination electronic file.

The secondary school files shall be formed by the candidate's graduation school in accordance with the relevant regulations. The dossier materials of the new secondary vocational graduates should include the graduate registration form, the examination score registration form, etc. The dossier of previous graduates is the secondary school file or personnel file of the candidate's graduation in the current year.

Each city shall, according to the actual situation, make it clear that the candidate's secondary school (personnel) file shall be managed by the candidate's graduation middle school (or unit) or county (city, district) education enrollment examination agency, and the file materials must be complete and complete, and the objective authenticity of the graduate's paper file is responsible. For those who commit fraud, once discovered, they will be seriously held accountable. Candidates should bring the admission notice, admission ticket, ID card and other documents and materials (candidates who are admitted to private colleges and universities must also bring the "Admission Candidate Information Confirmation Form" issued by the Provincial Education Admissions Examination Institute) to the county (city, district) education enrollment examination agency or graduation middle school to collect, and hand it over to the admission school when registering. Candidates are required to complete the signing procedures when collecting the files. County (city, district) education admissions examination institutions and graduated middle schools should strengthen the management of candidates' secondary school (personnel) files, and shall not provide files to candidates and unrelated schools who have not been approved by the Provincial Education Admissions Examination Institute. The secondary school (personnel) files of candidates who have not been admitted to colleges and universities should be returned to the candidate's original secondary school (unit) before the end of the year.

The electronic file of the college entrance examination is an important basis for colleges and universities to admit new students, and the content mainly includes the basic information of the candidates, the ideological and political character and the materials reflecting the comprehensive quality of the students, the physical examination information, the college entrance examination score information, etc. The content of the candidate's electronic file must be consistent with the corresponding part of the paper media material.

Each city and county (city, district) education enrollment examination agency is responsible for the collection, approval and confirmation of candidates' physical examination information, and the provincial education enrollment examination institute summarizes and sorts out candidates' information and establishes an electronic file information database for candidates. Once the candidate's electronic file information database is established, no one is allowed to change it without authorization.

The college entrance examination results in the candidate's college entrance examination electronic file are only used for college admission. Without the consent of the Provincial Education Admissions Examination Institute, relevant departments and individuals shall not provide it to colleges and universities, society or others. The electronic files of candidates who are not admitted in the current year shall not be provided to individuals, colleges and universities or society.

After the candidate registers, the university will directly print the relevant information in the candidate's electronic file from the admission database of the university into paper materials, and stamp the official seal of the school, and store it in the candidate's personal file together with other paper files.

4. Enrollment plan and major

The 2024 spring college entrance examination enrollment plan in our province includes the enrollment plan of colleges and universities in the province, and the enrollment majors are divided into modern agronomy, cooking, animal husbandry, construction, machinery manufacturing, equipment maintenance, mechanical and electrical technology, automatic control, electrical technology, electronic technology, chemical and environment, clothing, vehicle maintenance, transportation, digital media, network technology, software and application technology, medical technology, pharmacy, nursing, finance and taxation, marketing, e-commerce, international business, logistics management, hotel management, tourism management, 30 categories such as public service and management, preschool education, art and design.

Enrollment institutions prepare enrollment plans for different majors according to major categories, and the enrollment plan for the spring college entrance examination is included in the total enrollment scale of enrollment colleges and universities in the current year.

5. Examinations

The 2024 spring college entrance examination in our province is divided into two parts: "knowledge" and "skills". In the "knowledge" part, the province will unify the proposition and organize the examination, and in the "skill" part, the main examination institution will be responsible for the proposition and organize the examination.

(1) "Knowledge" section.

1. Exam subjects. The test subjects in the "Knowledge" section are Chinese, Mathematics, English, and Professional Knowledge. The full score of each subject is: 120 points for Chinese and Mathematics, 80 points for English, and 200 points for professional knowledge.

The Provincial Education Admissions Examination Institute uniformly arranges the examination room and seat number, and the admission ticket is printed online by the candidates within the specified time. Candidates should take the examination with the admission ticket and ID card.

The test center and examination room shall be arranged by the education enrollment examination agency of each city. The test center should be located at the location of the people's government at or above the county level (inclusive), and if the test center is added due to special needs, it must be reported to the Provincial Education Admissions Examination Institute for approval. All test centers must meet the requirements of standardized test centers. The requirements for the organization and implementation of the examination shall be issued separately.

3. Confidentiality management of test questions (test papers). Test questions (including sub-questions, the same below) and reference answers are state secret-level matters before they are put into use; before the marking standards are put into use, they are state secret-level matters, and they will be declassified from the time of activation and managed as state secret-level matters; the scoring rules formulated during the marking process shall be managed as state secret-level matters; and the answer sheets after the candidates' answers will be managed as state secret-level matters before the results are announced. (2) "Skills" section.

The "skills" part of the spring college entrance examination includes 30 professional categories, which are organized and implemented by the main examination institutions determined by the Provincial Education Admissions Examination Institute. 2. The full score of the "Skills" subject is 230 points, and the candidates take a test, and the test results are included in the total score of the candidates together with the actual scores of each subject in the "Knowledge" part.

(3) Enrollment of top-notch talents without examination.

Those who meet one of the following conditions will be exempted from the "skills" and "professional knowledge" examinations of the spring college entrance examination after being reviewed and publicized by the Provincial Education Admissions Examination Institute. (1) Fresh graduates of secondary vocational schools who have won the third prize or above in the National Vocational College Skills Competition sponsored or jointly organized by the Ministry of Education; (2) Fresh graduates of secondary vocational schools who have won the first prize of the Provincial Vocational College Skills Competition; (3) In-service personnel with senior worker (inclusive) or above vocational qualifications and have obtained model workers at or above the county level (inclusive) or equivalent honorary titles (those who enjoy the treatment of model workers are clearly stipulated in the commendation documents) and have secondary vocational education qualifications. 6. Marking and release of results

The marking and grading of the "knowledge" part is managed by the Provincial Education Admissions Examination Institute. The multiple-choice part of the answer sheet for all subjects is machine-marked. The non-multiple-choice part of the answer sheet is organized and reviewed by the marking point, and the online evaluation is implemented, and all test questions are double-evaluated. The results of the "Knowledge" section will be announced by June 26. If candidates have any doubts about the results, they can apply to the main examination institution for review within the specified time.

The marking point should set up a leading group for marking work headed by the person in charge of the school, strengthen the organization and management of personnel selection, marking venues, marking equipment, marking work procedures, security and confidentiality, epidemic prevention and control, logistics support, etc., improve the working mechanism, strictly abide by the marking discipline, strictly grasp the scoring standards, and ensure the quality of marking.

7. Admission batch setting, score line delineation and voluntary setting

Implement online filling in volunteers, and set up volunteers as parallel volunteers within the professional category. Within the range of eligible students, the cultural admission control score line is separately delineated according to the candidates' cultural achievements and enrollment plans.

The school-based volunteer model was approved in advance, and 2 volunteers were arranged to fill in, both of which set up 1 college volunteer, 4 professional volunteers and 1 professional obedience adjustment volunteer. The proportion of top-notch talents admitted to each major at the undergraduate level shall not exceed 10% of the total number of professional plans of the university this year. The remaining plans of the undergraduate early approval will be transferred to the undergraduate batch for the same major.

(2) Undergraduate batch.

The undergraduate batch arranges 2 volunteer fillings, both of which implement a parallel volunteer model with "major (professional) + school" as the unit, and 1 "major (professional) + school" is 1 volunteer. The maximum number of candidates to fill in each application is not more than 96. The qualification line for the first voluntary application is the admission control score line of the corresponding category of undergraduate students determined for the first time. The qualification line for the second voluntary filling is 50 points below the admission control score of the corresponding category of the undergraduate in the spring college entrance examination determined for the first time.

(3) Specialist approval.

The special plan of higher vocational colleges has a separate volunteer unit, and fills in one volunteer, all of which implement the parallel volunteer model with "major (professional) + school" as the unit, and one "major (professional) + school" as one volunteer. The maximum number of volunteers that candidates can fill in is not more than 60.

8. Regulations on Admission

(1) On the admission control score line of each professional category, in accordance with the prescribed proportion of submissions and the voluntary submissions filled in by candidates. Admissions institutions admit candidates according to their grades and majors from high to low.

(2) The following candidates can enjoy the addition of scores on the basis of the total score of their cultural unified examination results when admitted, and if they meet the requirements of colleges and universities, the colleges and universities will review and decide whether to admit them. If the same candidate meets the following conditions for increasing the score requirement, only the highest score can be added and cannot be counted repeatedly.

1. Children of martyrs can add 20 points to the total score of their cultural unified examination scores;

2. Retired servicemen who have been awarded second-class meritorious service or above during their service or have been awarded honorary titles by units above the theater (formerly the Grand Military Region) may add 20 points to their total score in the cultural unified examination;

3. Returned overseas Chinese, children of overseas Chinese, children of returned overseas Chinese and candidates with Taiwan provincial nationality (including Taiwan household registration) can add 10 points to the total score of their cultural unified examination scores;

4. Retired soldiers who are self-employed can add 10 points to the total score of their cultural unified examination scores.

(3) Candidates who meet the relevant care conditions must be recognized only after being declared by themselves, reviewed by relevant departments, and publicized at the four levels of provinces, cities, counties and schools. Senior secondary education schools must also publicize the candidates' classes in accordance with relevant regulations. Candidates who have not been publicized, as well as their bonus items and scores, shall not be included in the results of the submission and used. All relevant units should strengthen the examination of the qualifications of candidates who enjoy the scores, and conscientiously examine all kinds of supporting materials. For candidates who enjoy score care, the middle school or county (city, district) education enrollment examination agency will seal the candidate's certification materials into the candidate's file.

(4) Children of servicemen who have been awarded second-class meritorious service in peacetime or third-class or higher in wartime, children of servicemen with disabilities of the first to fourth grades, children of servicemen who have sacrificed their lives in the line of duty, children of servicemen who have worked for a total of 20 years or more in three or more categories of hardship and remote areas designated by the state and in the Tibet Autonomous Region, and who have worked for a total of 20 years or more on islands designated by the armed forces in the four or more categories of hardship and remote areas designated by the state or on special islands designated by the military, children of servicemen who have been flying or grounded for less than one year or have reached the maximum number of years of flight, children of servicemen who have been engaged in naval work for 20 years or more, and children of servicemen who have worked in aerospace and nuclear-related posts for a total of 15 yearsIn the batch of sequential voluntary submission, those who participate in the unified examination and meet the requirements of the relevant colleges and universities shall be given priority admission.

(5) Where the children of public security martyrs, public security heroes and models who have died in the line of duty, or the children of public security police officers who have been disabled in the line of duty in grades 1 to 4 participating in the national unified examination, it is to be implemented in accordance with the relevant provisions of the "Notice on Further Strengthening and Improving the Preferential Education of the Children of Public Security Heroes and Martyrs and Public Security People's Police Officers Disabled in the Line of Duty" (Gong Zheng Zheng [2018] No. 27) jointly issued by the Ministry of Public Security and the Ministry of Education. If the personnel of the national comprehensive fire and rescue team and their children participate in the national unified examination, they shall be implemented in accordance with the relevant provisions of the "Notice on Doing a Good Job in the Education and Preferential Treatment of the Personnel of the National Comprehensive Fire and Rescue Team and Their Children" (Emergency [2019] No. 37) jointly issued by the Ministry of Emergency Management and the Ministry of Education. Candidates who have retired from active military service and disabled people's police officers who participate in the unified examination and meet the requirements of relevant colleges and universities are to be given priority admission under the same conditions as other candidates. Those who have been identified by the Central Committee of the Communist Youth League Youth Volunteer Trustworthy Joint Incentive System and have obtained 5A-level young volunteers who meet the requirements of relevant colleges and universities will be given priority in admission under the same conditions as other candidates.

(6) Strengthen the management of admission venues and purify the enrollment environment. According to the requirements of the Ministry of Education, the admission venue is closed for management. During the admission period, except for the relevant personnel of the admissions department, other personnel are not allowed to enter the admission venue.

(7) Colleges and universities shall mark the list of candidates to be admitted (including candidates to be admitted in the unified examination and individual examinations) with the type of admission, and submit it to the Provincial Education Admissions Examination Institute for approval, and supplement or adjust the corresponding plan through the "Online Management System of the National Enrollment Source Plan for Ordinary Colleges and Universities". After the approval of the Provincial Education Admissions Examination Institute, a database of admitted candidates will be formed, and the corresponding roster of admitted candidates shall be printed accordingly; Candidates who have been admitted to private colleges and universities must also print the "Admission Candidate Information Confirmation Form" and affix the special seal of the Provincial Admissions and Examination Committee for admission to ordinary colleges and universities, which shall be used as the basis for candidates to be admitted. After the batch admission is completed, the Provincial Education Admissions Examination Institute shall send the relevant roster of admitted candidates to the relevant colleges and universities in a timely manner (private colleges and universities also attach the "Admission Candidate Information Confirmation Form").

Colleges and universities fill in the admission notice according to the roster of admitted candidates approved and filed by the Provincial Education Admissions Examination Institute, and the admission notice shall be issued by the president, stamped with the official seal of the university, and shall be responsible for sending it directly to the admitted candidates together with the relevant admission instructions, funding policies and measures and other relevant materials (private colleges and universities must also attach the "Admission Candidate Information Confirmation Form" issued by the Provincial Education Admissions Examination Institute). The delivery of the admission notice shall be carried out in accordance with the relevant requirements of the Ministry of Education and the State Post Bureau.

The Provincial Education Admissions Examination Institute and colleges and universities shall provide candidates with admission information inquiries in a timely manner, and provide consultation and appeal channels. Candidates can inquire and confirm their admission results through the channels provided by the Provincial Education Admissions Examination Institute and universities.

(8) No unit or individual shall provide or disclose to others the information belonging to the candidate's personal information and the relevant matters that need to be kept confidential in the admission process, and it is strictly forbidden to illegally disseminate or sell it.

(9) According to the regulations of the Ministry of Education, after the admission work is completed, the undergraduate enrollment of all colleges and universities will not be supplemented or replaced.

(10) Enrollment problems caused by network transmission, work errors, force majeure and other factors shall be properly resolved by the Provincial Education Admissions Examination Institute and colleges and universities through consultation.

9. Registration and review of new students

According to the requirements of the "Notice on Adjusting the Hukou Relocation Policy for Freshmen Admitted to Ordinary Colleges and Universities in Shandong Province" (Lu Gongtong [2017] No. 109) jointly issued by the Provincial Public Security Department and other departments, new students admitted to ordinary colleges and universities in Shandong can voluntarily choose to move their hukou to the location of the school. Freshmen in our province who are admitted to colleges and universities in other provinces can choose whether to apply for household registration migration according to national and relevant provincial policies. Candidates should go to the relevant departments to handle household registration and relocation of party and caucus relations with the admission notice, permanent resident registration card, and resident ID card, and bring the middle school (personnel) file to go through the registration procedures according to the relevant requirements of colleges and universities. Admitted candidates who are unable to register on time should submit a written application to the university and can only postpone the registration after approval.

Colleges and universities must strengthen the review of the admission qualifications of new students. The "Admission Notice" is an important certificate for candidates to obtain admission qualifications, and it should be strictly reviewed when new students register for admission. It should be repeatedly compared with the admission ticket, secondary school (personnel) files, electronic files, original documents for preferential care and other relevant materials (private colleges and universities also include the "Admission Candidate Information Confirmation Form") and other relevant materials, so that the information in the admission ticket, admission notice, resident ID card and other photos is consistent, and those who are inconsistent shall not be registered. After admission, it is necessary to do a good job in the physical examination and re-examination of new students. If it is found that those who have obtained the qualifications for the examination by falsifying materials, impostors, or those who have cheated on physical examinations or other frauds through the examination of admission qualifications, they will be resolutely removed in accordance with the relevant regulations. Colleges and universities should report the results of the handling of all kinds of candidates who violate discipline and fraud to the Provincial Education Admissions Examination Institute before the end of November. Colleges and universities are strictly prohibited from registering candidates who have not registered.

10. Information disclosure

(1) The Provincial Education Admissions Examination Institute is responsible for announcing the relevant enrollment policies, enrollment plans, candidate consultation and appeal channels, major violations and handling results, candidates' examination results and admission results of inquiry methods, filling in volunteers and admission time arrangements, and soliciting volunteer colleges and universities to recruit vacancies in majors.

(2) Colleges and universities are responsible for publishing their enrollment plans, enrollment regulations, and methods for inquiring about admission results on their websites.

(3) All levels of educational enrollment examination bodies and relevant colleges and universities shall, while publicizing relevant information, provide the e-mail address, telephone number, and mailing address of the unit accepting the report, and promptly investigate and handle the reported leads in accordance with relevant state provisions.

(4) The information publicized by the Provincial Education Admissions Examination Institute and colleges and universities will be retained until the end of 2024. City, county (city, district) education enrollment examination institutions and high schools shall publicize at least 10 working days before the relevant information of candidates who need to be publicized, and retain it until the end of 2024.

11. Handling of violations of regulations

(1) All kinds of violations by candidates, examination staff, and other members of society in college admissions examinations shall be strictly dealt with in strict accordance with the provisions of the "Amendment (IX) to the Criminal Law of the People's Republic of China", the "Education Law of the People's Republic of China", the "Measures for Handling Violations in National Education Examinations" (Decree No. 33 of the Ministry of Education) and the "Interim Measures for the Handling of Enrollment Violations in Ordinary Colleges and Universities" (Decree No. 36 of the Ministry of Education).

For students who are not graduating from senior secondary education schools that participate in college entrance examinations in violation of regulations, their results in each subject of the college entrance examination for that year will be cancelled, and at the same time, they will not be allowed to register for college entrance examinations in the year of graduation.

(2) If an enrollment staff commits any of the following acts in the course of enrollment and admission, the unit to which the offender belongs or the competent department at a higher level shall give him party and government disciplinary sanctions, up to dismissal from public office;

1. Falsifying and engaging in favoritism in the issuance and approval of candidates' registration qualification certificates, certificates, physical examinations, archives and other materials (including the supporting materials required for relevant policy bonus points);

2. Instigating, organizing, or participating in the organization of "college entrance examination immigration" activities, forging or violating regulations for candidates to handle household registration migration and secondary school student registration files;

3. Instructing, organizing, or participating in organizing students who are not graduating from senior secondary education schools or students who are enrolled in colleges and universities with higher academic education qualifications to participate in college entrance examinations;

4. Deliberately disrupting the order of the admission site and threatening the personal safety of the staff;

5. Disclosing, selling, exchanging, or altering candidates' registration, volunteers, results, admission information and other relevant materials (including candidates' information recorded on the computer) without authorization;

6. Offering and accepting bribes, extortion, favoritism, abuse of power, not recruiting students in accordance with admission regulations, or recruiting students who do not meet the admission standards without authorization, resulting in major losses in the enrollment work;

7. Participating in illegal enrollment activities of social intermediaries or individuals;

8. Charge fees linked to enrollment in any name and for any reason;

9. Using computer networks to maliciously attack the computer admission system, information system, and related networks and equipment of the Provincial Education Admissions Examination Institute or college admissions examinations;

10. Other behaviors that disrupt the enrollment work.

Other members of society who exhibit any of the conduct described above are to be handled by their unit or the competent department at the level above with reference to this article.

(3) For colleges and universities or senior secondary education schools that violate these provisions in the examination and admission process, seriously violate the integrity of enrollment, and undermine the order of enrollment, the Ministry of Education or the provincial education administrative department authorized by the Ministry of Education shall strictly deal with them in accordance with the "Interim Measures for the Handling of Enrollment Violations in Ordinary Colleges and Universities" (Order No. 36 of the Ministry of Education) and other relevant provisions, and the person in charge of the school who seriously violates the enrollment will be held accountable. Serious violations and the results of handling should be notified, or announced to the public through the media.
