01 Recruitment scope and conditions

(1) Applicants should meet the qualifications specified in the recruitment position and meet the following conditions:

(2) Other circumstances:

1. Graduates of orientation and commission training must obtain the consent of the orientation and commission training unit to apply for the examination;

2. Active-duty soldiers, non-fresh graduates, and faculty and staff of the establishment and control of the total amount of education and sports system in Qingdao West Coast New Area are not allowed to apply;

3. 5. For returnees who have not yet obtained foreign degree certification, they can adopt the method of "commitment + tolerance", allow them to take the examination first, and provide the foreign academic degree certification during the inspection or physical examination;

6. Applicants should obtain the corresponding teacher qualification certificate, of which the 2024 fresh graduates can be relaxed to obtain the corresponding teacher qualification certificate before going through the employment procedures.

02Registration and qualification review

(1) Registration

Recruitment adopts the method of unified time, online registration, online confirmation and online payment.

How to do it:

1. Individual registration. Applicants can enter the "Convenient Service System - Socialized Examination Management Platform - Qingdao Teacher Recruitment Unified Registration Portal" through the enrollment examination column of the website of Qingdao Municipal Education Bureau for online registration, inquiry and payment, and print the admission ticket, and each person is limited to one position. If the applicant maliciously registers the registration information, disrupts the registration order, or falsifies the academic certificate and other relevant documents to obtain the examination qualification, the registration qualification will be cancelled after verification.

(1) After entering the registration system, candidates must first register with the system and set a login name and password. Please be sure to fill in your name, ID number and other basic information accurately, and keep your login name and password properly to prevent others from stealing and affecting your registration and test.

(2) Applicants should carefully read this recruitment brochure, confirm that they meet the conditions of the position to be applied for, and log in to the registration system within the specified time for online registration, fill in and submit relevant personal information truthfully and upload photos as required. The uploaded personal bareheaded color photo must be clear, the file format is jpg format, the file size is less than 30K, and the photo processing tool must be downloaded from the registration system.

(3) If the form items in the online registration system do not cover the qualifications required for the position to be applied for, they should be filled in truthfully in the "remarks column" (for example, the applicant who is filled in by the work unit as a public kindergarten in Qingdao West Coast New Area must indicate in the remarks column whether it belongs to the management personnel who are in the preparation or control of the total amount of records, and the number of years of enterprise work experience in some positions, etc.).

2. Preliminary examination of the unit. During the registration period, the district education and sports department and the recruiting unit will conduct a qualification review according to the information submitted by the applicants and determine the results of the preliminary examination. After passing the preliminary examination, the registration information cannot be changed. Applicants should inquire about the online review results in a timely manner, and if you have any questions about the review results, please contact the recruitment department in time. If the applicant fails to resubmit the information review application within the specified registration time due to the incorrect information filled in or does not meet the registration conditions, it will be deemed to have automatically given up the registration and will not be reissued after the deadline. If the unit has not been reviewed or has not passed the online review, it can change or supplement the registration information before 16:00 on May 10, 2024, or change to other positions. After 16:00 on May 10, 2024, the registration information cannot be changed or supplemented, nor can it be changed to other positions.

3. Payment. The written examination fee is 40 yuan per person. After passing the preliminary examination, the applicant must pay the fee online through the online registration system within the specified time. After the applicant has successfully paid the fee, download and print the "Registration Form for Open Recruitment of Staff in the Education and Sports System of Qingdao West Coast New Area" and the "Letter of Integrity Commitment for the Staff of the Applicant Public Institution" (for use in the qualification review).

Applicants who intend to enjoy the reduction and exemption of examination fees (people from families with minimum living guarantees, people enjoying poverty alleviation policies and targets for monitoring and assistance to prevent poverty return) must complete the payment within the specified time after the registration qualification review is successfully confirmed, and submit the relevant supporting materials before 16:00 on May 10, 2024. Those who are eligible for the exemption of examination fees must take photos of the corresponding materials and send the photos to the mailbox in the form of email attachments: [email protected], and the subject of the email should be unified as: "Examination fee reduction + candidate's name + ID number". The materials to be sent include: the minimum livelihood security certificate or low guarantee issued by the civil affairs department of the county (city, district) where the family is located, and the poverty alleviation policy population and the poverty prevention monitoring and assistance recipients present the relevant certificate issued by the rural revitalization department of the county (city, district) where the family is located, their ID card (front and back) and contact number.

After the online registration is completed, if the number of applicants is not up to 1:3 ratio of the final number of applicants, if one person is planned to be recruited, the recruitment plan will be cancelled, and if two or more people are planned to be recruited, the recruitment plan will be reduced accordingly according to the prescribed ratio. The cancellation of the reduction plan will be announced, and candidates are requested to change the report and other matters according to the requirements of the announcement.

During the online registration period, the number of people who have passed the review for each position will be announced through the registration website. The release time is from May 7 to May 9, 2024, after 16:00 every day.

(2) Qualification review

The qualification review of candidates runs through the whole process of recruitment, and the results of the online preliminary examination are not used as the final basis for determining the requirements for application. Candidates who intend to enter the interview shall submit their relevant materials to the recruiting unit according to the requirements of the position, and those who have passed the qualification examination and confirmed the payment will enter the interview scope. The qualification review time will be announced in the "Key Service Area Column - Education Column" of the government affairs network of Qingdao West Coast New Area, and those who fail to go to the site for qualification review at the specified time and submit incomplete materials or do not meet the requirements will be disqualified from the examination. Vacancies caused by waivers or disqualifications of personnel entering the qualification examination may be filled in turn according to the results of the written examination. The materials to be submitted for qualification review are as follows:

1. The original registration form for open recruitment of staff in the education and sports system of Qingdao West Coast New Area. Two 2-inch recent bareheaded color photos with the same bottom page as the "Registration Form".

2. The original "Letter of Commitment to Integrity of the Staff of the Applicant Public Institution".

6. If the recruitment position requires the applicant to have relevant work experience, the original and copy of the labor contract filing and relevant work experience certificate shall be submitted.

7. 03 Test content and methodology

(1) Written examination

There is no textbook for the written test.

The content of the primary and secondary school and preschool examinations consists of two parts: basic public knowledge (including laws and regulations, political economy, current political policies, science and technology, etc.) and basic educational theories and educational practical literacy (including professional knowledge and practical level of pedagogy, psychology, etc.).

The written test is scored on a 100-point scale. According to the recruitment position and the written test to determine the written test passing score line, the written test score is lower than the minimum qualified score line, do not enter the interview range. Above the passing score line of the written test, the candidates for the interview will be determined in order from the high score to the low score according to the ratio of 1:3. If the prescribed proportion is not reached, it shall be determined according to the actual number of qualified persons. If there is a vacancy due to the insufficient number of qualified candidates in the written examination, the recruitment plan will be reduced or cancelled.

Printing time of the written test admission ticket: 12:00 on May 23 - 8:00 on May 26.

Written test time: 9:00-11:30 on May 26.

(2) Interview

The interview shall be organized and implemented by the district education and sports department in strict accordance with the plan for the record.

According to the needs and characteristics of the recruitment position, the interview will be conducted in the form of "simulated lecture" or "simulated lecture + skill test", which mainly examines the basic ability and professional level required for the position, including teaching design, teaching ability, basic teaching literacy, teaching ideas and professional skills. The results of the interview will be announced to the candidates after the interview.

Interview scores are on a 100-point scale and are rounded to two decimal places. The mock lectures and skill tests are scored by the examiner respectively, and the average score is calculated after removing the highest score and the lowest score in each session.

The specific time, place, and examination room arrangements for interviews for all kinds of candidates will be announced in the "Key Service Area Column - Education Column" of the government affairs website of Qingdao West Coast New Area.

04 Score accounting

For recruitment positions with the interview method of "mock lecture", the total score of the applicant shall be weighted according to the proportion of 50% of the written test score and the simulated lecture score. For recruitment positions with the interview method of "simulated lecture + skill test", the total score of the applicant shall be weighted according to the proportion of written test scores, simulated lecture scores and skill test scores accounting for 40%, 30% and 30% respectively.

The results of the written test, the mock lecture score, the skill test score and the total score of the test are all scored on a 100-point scale, and are accurate to two decimal places, and the mantissa is rounded.

05 Inspection and physical examination

According to the total score, the recruitment positions are divided into positions, and the personnel who enter the scope of inspection are determined according to the ratio of 1:1.5. The interview score of the personnel entering the scope of inspection shall not be less than 60 points (for the recruitment position with the interview method of "simulated lecture + skill test", the score of mock lecture and skill test shall not be less than 60 points). If there are more than two candidates in a recruitment plan with the same total test score, the personnel who enter the scope of inspection will be determined according to the results of the written test (if the written test and interview scores are the same, the additional test interview will be added), and the qualified personnel will be determined to enter the scope of the physical examination according to the ratio of 1:1 of the number of recruits.

The inspection can be carried out in a variety of ways according to the requirements of the post, mainly to examine the ideological and political performance, moral character, ability and quality, study and work performance, compliance with discipline and law, integrity and self-discipline, job matching, etc., as well as whether there are circumstances that should be avoided, and whether the candidates meet the specified job qualifications, whether the relevant information and materials provided are true and accurate. At the same time, in accordance with the relevant regulations on the management of cadre personnel files, the files of the inspection objects are strictly reviewed. The recruiting unit or its competent department shall make a conclusion based on the inspection situation.

Physical examinations are to be conducted in general hospitals at or above the county level, and the physical examination standards and items are to be implemented with reference to the general standards and operation manuals for physical examinations for civil servants, and where the state has other provisions, follow those provisions. For those who need to be re-examined according to the regulations, they shall not be carried out in the original physical examination hospital, and the re-examination can only be carried out once, and the results shall be subject to the conclusion of the re-examination. Applicants who fail to participate in the physical examination at the specified time and place shall be deemed to have given up. Vacancies caused by giving up the qualifications for inspection and physical examination or failing to pass the inspection and physical examination can be filled in equal amounts from the personnel who enter the scope of the same post inspection. The list of personnel to be hired will not be filled after the expiration of the publicity period.

06Advertise employment

Candidates who have passed the examination, inspection and physical examination will be publicized through the government affairs network of Qingdao West Coast New Area, and the publicity period will be 5 working days, and after the publicity has no objection, they will go through the employment procedures and sign the employment contract, and the minimum service period in the Qingdao West Coast New Area shall be 5 years (including the probation period) stipulated in the employment contract. The probationary period system shall be implemented for the hired personnel in accordance with the regulations.

The signing and execution of the employment contract for the establishment of personnel shall be carried out in accordance with the relevant provisions of the "Measures for the Employment of Personnel of Public Institutions in Qingdao City". The signing and implementation of the employment contract for the management personnel of the total amount of control for the record shall be implemented in accordance with the "Personnel Management Measures for Public Institutions Implementing the Total Record Management of Personnel Control in Shandong Province (Trial)" (Lu Ren She Fa [2017] No. 53) and the "Opinions of the General Office of the People's Government of Shandong Province on Accelerating the Reform and Development of Preschool Education" (Lu Zheng Ban Zi [2018] No. 71) and other relevant documents. If the candidate is unable to complete the physical examination according to the requirements of the physical examination due to pregnancy or other reasons, the publicity and employment will be postponed.

Fresh graduates of ordinary colleges and universities in 2024 who cannot provide relevant academic qualifications and degree certificates before July 31, 2024, and who fail to obtain the corresponding teacher qualification certificates before going through the employment procedures, will be disqualified from employment.

07 Discipline

Open recruitment will be supervised throughout the process, staff and candidates should be strictly in accordance with the recruitment brochure, interview program and relevant policies and regulations, if there is fraud, favoritism and other violations of the discipline of the open recruitment examination, once verified, will be in accordance with the relevant provisions of the "Regulations on the Handling of Violations of Discipline and Regulations in Public Recruitment of Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security of the People's Republic of China).

08 Instructions

(1) According to the demand for teachers in the whole region and the recruitment plan of each discipline, the recruited personnel will be selected in order from high to low according to the total score and sub-specialty (if the total score is the same, the one with the higher written test score will be preferred, and if the total score and the written test score are the same, the selection order will be determined by lot). Teachers from town and village schools are trained for two years in urban schools, and then return to their original town or village schools to teach.

(2) Cancellation or reduction of plans, written test results, qualification review, interview plans, inspections, physical examinations, supplements and other information shall be published in the "Key Service Area Column - Education Column" of the Qingdao West Coast New Area Government Affairs Network. During the application period, applicants should keep in touch with each other and keep abreast of the recruitment information published on the recruitment website.

(3) Applicants must be true, comprehensive and accurate when filling in the registration information, and the major they study is subject to the academic certificate, among which, the employment recommendation form and transcript issued by the school for fresh graduates of ordinary colleges and universities in 2024 shall prevail. Those who have a teaching qualification certificate must indicate the school period of the teaching qualification certificate. For other conditions required for the position to be applied for, please be sure to fill in the remarks column clearly if there is no column in the online registration information, otherwise the preliminary examination will not be passed. Those who fail to pass the qualification examination due to incomplete information shall be responsible for themselves. Applicants who do not meet the registration conditions due to inaccurate application information submitted by individuals will be disqualified once found.

(4) If there is any violation of rules and cheating in the recruitment process, the employment qualification will be cancelled; after the recruitment, it is found that the candidate conceals his medical history or is not qualified for the job he is applying for, or verifies that he or she has provided false documents, the employment qualification shall be cancelled; the hired personnel shall report to the recruiting unit within the specified time, and those who fail to submit their personal files as required and fail to report within the time limit shall be disqualified from employment.

(5) This examination does not specify examination textbooks and tutorial books, and does not hold or authorize or entrust any institution to hold examination coaching training courses.

(6) After the list of personnel to be hired is announced, if the applicant gives up his or her qualifications for employment without a legitimate reason, it will be recorded in the integrity file, and his or her qualification to apply for the examination again will be cancelled within 2 years after the announcement of the list is completed.
