General High School Admissions Policy

Enrollment target

The enrollment targets of ordinary high schools are fresh junior high school graduates (candidates with junior high school status in our district or candidates who have returned to the district in 2024) and previous junior high school graduates who have not been admitted to high school schools, and previous graduates must have household registration in Qingdao West Coast New Area. Junior high school graduates who have been admitted to a high school in previous years will not be eligible for the examination.

Enrollment plan

Determine the enrollment plan

The District Education and Sports Bureau uniformly issues an enrollment plan for ordinary high schools, and all ordinary high schools must strictly control the number of classes (no more than 50 students) in accordance with relevant regulations, and enroll students in strict accordance with the plan. Private ordinary high schools submit an application for enrollment plan to the District Education and Sports Bureau, and the District Education and Sports Bureau determines the enrollment plan of each private ordinary high school on the basis of a comprehensive evaluation of the school's operating conditions, education and teaching quality, school-running code of conduct and the actual enrollment situation in recent years.

In 2024, there will be 16,895 junior high school graduates in the new district, and 11,539 students will be enrolled in the regular high school district.

Out-of-District Enrollment Plan (see Appendix 3 for details)

Jiaonan No. 1 Senior High School, Weiming School, Guzhenkou Navy Middle School, and Dewey Experimental School in the new district applied to the Qingdao Municipal Education Bureau for an enrollment plan outside the district. If the enrollment plan outside the district does not meet the quota, the vacancy plan will be cancelled.

All high schools in the new district are open to the whole district. The vacancy plan for private ordinary high schools in the district will be approved by the district bureau and will be open to enrollment in the whole city.

Out-of-District Enrollment Program

The out-of-district enrollment plan of the Sino-American class of Jiaonan No. 1 Senior High School in the new district is open to the enrollment of the four districts in Qingdao, the high-tech zone, the Chengyang district and the Jimo district, and the out-of-district enrollment plan of the private ordinary high school is for the enrollment of the four districts and the high-tech zone in the city.

Voluntary settings

The enrollment of ordinary high schools is set up with 1 independent enrollment volunteer, 1 art and sports specialty student volunteer, 1 Sino-American class batch volunteer (Jiaonan No. 1 Senior High School in the New District, the same below), and 2 parallel volunteers, 1 sequential volunteer, and 2 adjustment volunteers (public ordinary high school ordinary class adjustment volunteer, public comprehensive high school experimental class adjustment volunteer).

Admission Regulations

When admitting, the candidates will be admitted in batches according to the enrollment plan, candidates' preferences, and high school entrance examination results, and the candidates who are admitted to the previous choice will not participate in the admission of the next choice. Candidates who have been admitted to schools outside the district in advance will no longer participate in the admission of ordinary high schools in the new district, candidates who have been admitted to ordinary high schools will no longer participate in the admission of vocational schools, and candidates who have been admitted to vocational schools are not allowed to change to other ordinary high schools.

Ordinary high schools admit new students based on the results of junior high school students' academic proficiency examinations and comprehensive quality evaluations. The junior high school academic proficiency test and the general high school enrollment implement online registration, and the Qingdao junior high school academic proficiency test (high school enrollment) management platform is uniformly used.

Order of admission

Ordinary high school enrollment is admitted in the order of independent enrollment and approval, art and sports specialty students, Sino-American class approval, and ordinary class approval (the first three batches of vacancies are planned to be transferred to the school's ordinary class approval plan). Among them, the ordinary class batch of volunteers will be admitted according to the order of the candidate's first choice or second choice (the first and second choices are parallel choices, and the first choice will be given priority if both volunteers meet the admission conditions), the third choice, the ordinary class of public ordinary high schools obey the adjustment, and the experimental class of the public comprehensive high school obey the adjustment respectively.

The enrollment plan outside the district will be marked and admitted by the Municipal Recruitment Institute, and will not participate in the voluntary filling and admission of each batch of planned enrollment in the district.

Admission Pitch Scores

The admission score of the junior high school academic proficiency test includes the total score of three subjects: Chinese, mathematics, and English (including speaking and listening) and policy bonus points.

Grade Requirements

When the independent enrollment is approved, the candidates admitted by each high school must meet the requirements of the corresponding high school independent enrollment implementation plan for the first and second combination grades, and the art (music and art), experimental operation (biology, physics or chemistry), and information technology subjects must all reach the passing level.

When the ordinary class is admitted, the candidates admitted to the ordinary class of high-quality public high schools (including West Coast Middle School, Jiaonan No. 1 Senior High School in the New District, No. 1 Senior High School in the New District, Zhiyuan Middle School in the New District, and Qingdao No. 9 Middle School) must reach the B level or above in the first combination and C or above in the second group, and the subjects of art (music and fine arts), experimental operation (biology, physics or chemistry), and information technology must all reach the passing level; Candidates admitted to the ordinary class of the No. 3 Senior High School of the New District, the No. 5 Senior High School of the New District, and the No. 9 Senior High School of the New District, the first combination and the second combination must reach the C level or above, and in the first, second, and third choice admissions, priority will be given to candidates who have reached the passing level in art (music and fine arts), experimental operation (biology, physics or chemistry), and information technology subjects.

Equal sorting method

Candidates with the same scores in the junior high school academic proficiency test will be ranked according to the total score of Chinese and mathematics, the highest score of a single subject of Chinese or mathematics, the score of a single subject of English (including speaking and listening), and the comprehensive quality evaluation from high to low.

Enrollment regulations for private high schools

1. It is strictly forbidden for any private high school to recruit candidates from outside Qingdao. All private high schools shall admit new students in strict accordance with the school's enrollment plan and enrollment scope, and shall not violate the relevant requirements of the Qingdao Municipal Bureau.

2. Each private high school may formulate an enrollment brochure to stipulate the enrollment plan, enrollment scope, enrollment methods (including minimum admission scores), etc., and report it to the Basic Education Section of the District Education and Sports Bureau for review, and release it to the public after the Vocational Education and Continuing Education Section (private education) of the District Education and Sports Bureau (private education) is filed and the education advertisement number is compiled and issued.

Fees:

In 2023, Jiaonan No. 1 Senior High School in Qingdao West Coast New Area was rated as the second batch of characteristic high schools in Qingdao, according to the notice of the Qingdao Municipal Education Bureau and other 4 departments on printing and distributing the "Implementation Plan for the Construction of Qingdao Characteristic High Schools" (Qingjiao Tong Zi [2022] No. 14), starting from the 2024 high school freshmen, the new fee standard for tuition and miscellaneous fees will be 2080 yuan/year, and the 2022 and 2023 students will continue to implement the original fee standard until graduation. Qingdao West Coast New Area No. 1 Senior High School starts from the 2023 high school freshmen, and the tuition and miscellaneous fees are 2,080 yuan/year. Other public high schools shall implement the original fee standard.

Application and admission for each batch of ordinary high schools

Self-enrollment

In accordance with the notice of the Education and Sports Bureau of Qingdao West Coast New Area on doing a good job in the independent enrollment of ordinary high schools in 2024 (Qingxi Xinjiao Ti Zi [2024] No. 195), the registration, examination and admission of the independent enrollment examination will be carried out. Candidates who have obtained the qualification for independent enrollment are deemed to have filled in the independent enrollment intention of the corresponding school, and the choice cannot be modified or abandoned. Candidates who have obtained the qualifications for independent enrollment must participate in the ninth-grade junior high school academic proficiency test organized by Qingdao City, and be formally admitted in accordance with the methods stipulated in the implementation plan for independent enrollment of each high school. Candidates who are admitted to the independent enrollment batch will not participate in the admission of other batches of volunteers in the future.

Art and sports specialty

Qualifications and Voluntary Filling

Candidates who apply for art and sports specialty students must first take the professional test to obtain the registration qualification, and each candidate can only apply for 1 school and 1 major. Candidates who have obtained the qualification of art and sports specialty students and fail to fill in the application for art and sports specialty students shall be deemed to have given up their qualifications. Voluntary admission

(1) New Ward High School and Junior High School

The enrollment school shall formulate a professional test plan and enrollment brochure for students with art and sports specialties, and report it to the District Education and Sports Bureau for approval by the Sports and Health Arts Department for implementation. Each school sets a minimum control score for cultural courses in the enrollment brochure. Admission will be made in accordance with the admission measures stipulated in the "Notice of the Education and Sports Bureau of Qingdao West Coast New Area on Doing a Good Job in the Enrollment of Sports and Art Students, Professional Classes and Football Reserve Talents in Ordinary High Schools in 2024" (Qingxi Xinjiao Ti Zi [2024] No. 189). The new district has demarcated the minimum admission line for the cultural courses of students with art and sports specialties in private high schools, and the score line delineated by private high schools in the enrollment brochure is lower than this line, which shall prevail, and higher than this line, the score line delineated by the school shall prevail.

The school is allowed to give priority to candidates with particularly outstanding majors and make exceptions for admission, but the number must be strictly controlled, in principle, not more than 20% of the corresponding enrollment plan for students with art and sports specialties, and the relevant measures must be specified in the school's enrollment brochure, and the list of candidates who enjoy priority and exceptional admission qualifications must be publicized by the enrollment school in advance.

(2) Qingdao No. 6 Middle School and Qingdao No. 9 Middle School

The registration and testing of students with art and sports specialties shall be organized by the school itself.

In addition to participating in the city's junior high school academic proficiency test, professional candidates applying for Qingdao No. 6 Middle School also need to participate in the professional test organized by the school (please pay attention to the website of Qingdao No. 6 Middle School for details, consultation telephone: 86935308, 86935309, 86935310, 86935311). When admitted, candidates who apply for Qingdao No. 6 Middle School will be selected according to their academic scores and professional test scores, and then they will be selected according to the total scores. Provisions

Once admitted, students with arts and sports specialties must participate in relevant professional training and competition activities in accordance with the school's training plan, and are not allowed to be transferred to the general category. The District Education and Sports Bureau will track and evaluate the cultivation of students with art and sports specialties and include them in the school assessment.

China-American Class (Intra-district Program)

Jiaonan No. 1 Senior High School in the new district recruits 1 Chinese and American class for the whole district, with a total of 40 students.

Candidates should fill in the Sino-American class according to their own willingness to apply for the exam. At the time of admission, according to the enrollment plan and candidates' scores from high to low, the admission work line will be implemented in the ordinary class of the public ordinary high school in the new district. Candidates admitted to the Sino-American class must achieve a grade of B or above in the first group and a grade of C or above in the second group, and have passed the grade in art (music and fine arts), experimental operation (biology, physics or chemistry), and information technology. If the enrollment quota in the district plan is not enough, the remaining plan will be converted to the ordinary class plan of Jiaonan No. 1 Senior High School in the new district. Candidates who are not admitted to the Sino-American class in the new area will participate in the admission of the subsequent batches of volunteers according to their application volunteers.

Regular class

Ordinary classes are approved for volunteers, and the admission work lines for ordinary classes of public ordinary high schools in the new district and experimental classes of public comprehensive high schools in the new district are respectively demarcated, and voluntary admissions and adjustment admissions are carried out online.

Volunteer to fill in

All candidates can choose to fill in the ordinary class of public ordinary high school, the experimental class of comprehensive high school or private high school in the three ordinary class batches, and can also choose 1 or 2 adjustment volunteers to fill in. Candidates need to indicate "whether to obey the adjustment"; if the candidates fill in the "public ordinary high school is subject to adjustment" and reach the admission line of the ordinary class of the public ordinary high school in the new district, if they are not admitted by the school they apply for, they will be transferred to the public ordinary high school with the balance of the enrollment plan; if they fill in the "public comprehensive high school experimental class is subject to adjustment" Candidates who have reached the admission line of the experimental class of the public comprehensive high school in the new district, if they are not admitted to the school they applied for, will be transferred to the public comprehensive high school with the balance of the enrollment plan;

Indicator students

(1) Allocation of quota for index students. 65% of the enrollment plan of the ordinary classes of public ordinary high schools in the new district will be used as the quota of target students, and they will be evenly distributed to each junior high school according to the number of ninth-grade students enrolled in the junior high school (see Annex 4).

(2) Indicator conditions. Indicator students should study in the junior high school where they are registered for three consecutive years (students who transfer normally due to changes in household registration and housing must study in the school for more than two consecutive years). Each junior high school shall, within the specified time, report the information of the student status and the candidates who do not meet the requirements of the index students to the Enrollment and Examination Department of the District Education and Sports Bureau, and inform the students themselves and their parents through appropriate means.

(3) Determination of candidates for index students. According to the candidate's first choice in the ordinary class batch and the total score of the three subjects of Chinese, mathematics and English (including speaking and listening), the candidates for index students will be determined. The District Education and Sports Bureau takes the junior high school as the unit, and sorts the candidates who are the first choice to apply for the relevant ordinary high schools in the ordinary class batch of the junior high school, and then determines the candidates for the index students according to the number of index students. After the admission is completed, each junior high school will publicize the list of index students in its unit.

(4) Admission of index students. The admission of index students is carried out in the first choice of the ordinary class batch, and the extra points of the index students are only valid for the ordinary class of the first choice of the ordinary class of the ordinary class of the public ordinary high school. The total score of the three subjects of Chinese, mathematics and English (including speaking and listening) of the index students shall not be lower than the admission line of the ordinary class of the public ordinary high school in the new district. (1) Voluntary admission. Public ordinary high schools, public comprehensive high schools, and private high schools will be admitted on their own admission lines according to their own admission preferences until the enrollment plan of each school is full. If the first and second choices are not accepted, the third choice will not participate in the admission, and if the first and second choices are not accepted, they will be selected from the unadmitted candidates who have applied for the third choice.

(2) Admission to public ordinary high schools

The first, second, and third public ordinary high schools that have not completed the enrollment plan shall be admitted by adjustment on the admission line of the ordinary class of the public ordinary high school in the new district. If the adjustment admission is still not enough, the score will not be reduced.

Public comprehensive high schools will be admitted to the vacant schools in the order of Sino-German Applied Technical School in the New District, Vocational Secondary Vocational Secondary Specialized School in the New District, Senior Vocational and Technical School in the New District, Senior Vocational and Technical School in the New District, Vocational Secondary Vocational School in the New District, and Sino-German Applied Technical School in the New District.

(4) Vacant admission to private high schools (planned within the district)

(1) The enrollment of private high schools is divided into two parts: unified enrollment (i.e., voluntary admission) and vacant application admission. The Education and Sports Bureau of the New District is responsible for the unified enrollment and admission of private high schools, and it is strictly forbidden for private high schools to organize any offline or on-site enrollment registration and payment activities before the announcement of the admission results.

(2) If the admission quota of private high schools is not full, the remaining plans will be converted into vacant application admission plans. The vacant application for admission will be carried out after the end of the unified admission, and the private high school will organize the source of students on its own and admit the students to the full. Candidates in the district must meet the minimum admission line of private high schools in the new district, and if private ordinary high schools enroll students across districts and cities within the scope of Qingdao, they must admit new students according to the admission control score line of the local private ordinary high school announced by the enrollment department of the place of origin.

The vacancy application must be completed within the specified time, and the school that fails to submit the application within the time limit will be deemed to have given up the vacancy application plan. The list of vacant admissions of each private high school shall be submitted to the Admissions and Examination Department of the District Education and Sports Bureau for approval before the admission notice can be issued, otherwise the student status will not be recognized.

Out-of-District Enrollment Program

1. The enrollment plan of the Sino-American class of Jiaonan No. 1 Senior High School in the new district shall be admitted by the Municipal Education Bureau. At the time of admission, on the admission line of the ordinary class of the public ordinary high school in the new district, the admission will be selected according to the enrollment plan and the candidates' scores from high to low to full. Enrollment plan

In 2024, a total of 2,866 students will be enrolled in the independent enrollment plan of ordinary high schools, including 2,660 in public ordinary high schools and 206 in private ordinary high schools.

Enrollment target

Scope of enrollment

All high schools in the new district that implement independent enrollment are open to the whole district.

Qualifications

Students who register for the independent entrance examination must meet the requirements of ordinary high school admissions, have excellent character and learning, or have obvious learning potential or talent in a certain discipline or field (such as innovation and invention, information technology, natural science, literary creation, etc.).

Voluntary settings

The independent entrance examination is set up with one application choice, and only one school can be filled.

Registration Procedure

(1) Independent enrollment and registration

Local candidates should register at the junior high school where they are registered, and the junior high school will upload it to the registration platform after being summarized.

(2) Review and submission of materials

According to the requirements of the implementation plan for independent enrollment of each high school, each junior high school organizes students participating in independent enrollment to prepare registration materials and do a good job of material review, and submits relevant registration forms, summary tables and other materials to the junior high school of the Academy of Education and Science on time.

Selection method

(1) Selection

The independent enrollment of ordinary high schools is carried out in a combination of students' voluntariness, junior high school recommendation, and high school testing. The test items include written test and interview, the written test subjects are divided into science literacy test and liberal arts literacy test, and the interview mainly tests students' logical thinking ability, language expression ability, scientific literacy and humanistic literacy and other comprehensive qualities. Students must complete the interview within the prescribed time according to the prescribed procedures, and failure to participate in the interview of the school will be deemed to be automatically giving up the school's independent enrollment and admission qualifications.

(2) Publicity

The high school shall determine the list of qualifications to be admitted for independent enrollment, and send it to the junior high school where the candidate is located after 3 days of publicity without objection, and report to the Enrollment and Examination Department of the District Bureau.

(3) Qingdao No. 9 Middle School is organized by the school according to the implementation plan for independent enrollment (see Annex 15).
