Shengli Oilfield Linpan Oil Production Plant continued to improve the "two-wheel drive" model of internal prevention and external joint construction of oil area governance, and actively carried out the joint action of "enterprise and local police protection" hidden danger investigation to escort the activities of tackling tough problems and creating benefits in the second quarter.
On April 19, the eight districts of oil production management, together with the public security, guards, Yucheng oil area service coordination center and the local government of Xindian Town, jointly held the "Yucheng Oil District "Enterprise and Local Police Protection" Public Security Promotion Meeting, which analyzed and judged the recent investigation of public security hazards in the oil area, and jointly strengthened a series of safety investigation measures. They have carried out comprehensive investigation of public security hazards in important parts, key single wells, and oil and gas pipelines in the jurisdiction, carried out publicity and warnings in various forms, popularized and publicized the relevant laws and regulations of the state to crack down on oil and gas and theft and destruction of oilfield facilities, warned villagers to stay away from oil and gas and power facilities, as well as the harm caused by sulfur oil wells, thoroughly rectified hidden dangers such as private connection and indiscriminate hanging of natural gas, and consolidated the public security defense line in the oil area.
The four parties jointly aim to work in the same direction, actively carry out special actions for public security rectification of single-well oil pulling, gradually consolidate the responsibility for hidden danger investigation, formulate detailed safety management and supervision measures, strengthen public security supervision and inspection in all aspects of loading, transportation and unloading, and timely plug the loopholes in public security prevention. At the same time, we strictly implement the one-to-one responsibility system for single-well oil pulling, implement the responsibility content to the post, clarify the person, and be specific to the matter, clarify the safety requirements and operation precautions of each link of single-well oil pulling, and monitor the whole process of single-well oil pulling in detail through video to ensure that problems are found in a timely manner and hidden dangers are dealt with quickly.
Use drone inspection + personnel inspection to increase the number of encrypted inspections. They "pull the net" to investigate the key oil pipelines and surrounding courtyards in the jurisdiction, form a three-dimensional investigation position on the space and ground, strengthen the inspection of key wells and key trunk lines in the jurisdiction at night, and adopt the daily patrol and regular patrol mode of the pipeline according to local conditions, so as to realize the time, place, manpower and records of the pipeline inspection, and track and feedback and manage the hidden dangers for the identified safety hazards, leaving no blind spots in safety production and equipment management.
Since the launch of the joint action of "enterprise and local police protection" hidden danger investigation, the four parties have jointly completed more than 117 courtyard investigations, 32 key single wells, 21 important manifolds across rivers, more than 20 kilometers of oil and gas transmission trunk lines and key single well pipelines, and more than 200 leaflets have been posted and distributed in the village to collect leaflets for publicity and reporting clues, which has greatly strengthened the safety floor for production operation, and the production order and public security situation in the jurisdiction have been steadily improving.
