The anti-government riots planned by the Nazarbayev family in 2022 allowed Tokayev to cut off Nazarbayev's influence in the country, and finally Tokayev finally held power, especially after being re-elected as president with an absolute majority in the 2022 election, he could finally let go of his hands and feet to carry out reforms.

Tokayev also knows that Kazakhstan and Russia have a high degree of overlap with Russia in terms of economic structure and export goods, and if they continue to hug Russia's thighs, it will be difficult to develop the economy on a large scale, and they can only pick up what Russia has left. Only together with China can we better develop the economy. The domestic business environment of these Central Asian, Russian and other countries was not friendly to Chinese, whether it is at the policy level or the implementation level, Chinese companies are cautious in these countries, dare not invest too much, and are worried that the particles will not return. Now Tokayev has made a policy guarantee to China from the highest level that foreign investment, including China, is welcome, which can be regarded as clearing the worries of Chinese enterprises.
