On April 18, the Sichuan Provincial Department of Economy and Information Technology, the Provincial Development and Reform Commission, the Department of Ecology and Environment, and the Department of Housing and Urban-Rural Development jointly issued the "Sichuan Building Materials Industry Carbon Peak Implementation Plan" (hereinafter referred to as the "Implementation Plan").
In accordance with the overall deployment of carbon peaking in the national building materials industry and the overall requirements of carbon peaking in the provincial industrial field, the "Implementation Plan" focuses on the two critical periods of carbon peaking in the "14th Five-Year Plan" and "15th Five-Year Plan", and clarifies the two phased goals of carbon peaking in the building materials industry in our province: during the "14th Five-Year Plan" period, the comprehensive energy consumption level per unit product of cement clinker will drop by more than 1%, the unit energy consumption and carbon emission intensity of key products such as cement, glass and ceramics will continue to decline, and the total carbon emission control will achieve phased results; Ceramics and other industries have transformed and built a number of green and low-carbon production lines with synergistic effects of pollution reduction and carbon reduction, and basically established an industrial system for green, low-carbon and circular development, so as to ensure that the province's building materials industry will achieve carbon peak before 2030.
At the same time, the "Implementation Plan" puts forward five key tasks for carbon reduction according to the characteristics of the production process and carbon dioxide emission characteristics of the building materials industry. The first is to accelerate the development and utilization of low-carbon technologies, promote the deep integration of the building materials industry and the new generation of information technology, promote the cleanliness and low-carbon of the whole chain of production processes, accelerate the research of key low-carbon technologies, and promote green, low-carbon and energy-saving technologies and equipment. The second is to promote the substitution of low-carbon raw materials, gradually reduce the amount of carbonate, accelerate the promotion and application of new varieties of low-carbon cement, strengthen the comprehensive utilization of solid waste, promote the harmless co-disposal of waste by building materials enterprises, and promote the reduction and use of building materials products. The third is to optimize the energy consumption structure, improve the utilization level of alternative fuels, encourage the application of alternative fuels such as hydrogen energy, biomass fuels, and refuse-derived fuels in cement and other industries, increase the proportion of clean energy applications, strengthen energy-saving supervision, and strictly implement mandatory energy consumption quota standards. Fourth, vigorously promote green manufacturing, strengthen source reduction, process control and efficient management at the end, build an efficient and clean production system, strengthen the green management of the whole life cycle of building materials enterprises, support building materials enterprises to develop green and low-carbon new formats, and expand the production and consumption of green building materials. Fifth, promote the efficient and low-carbon utilization of production capacity, strictly implement the "Guiding Catalogue for Industrial Structure Adjustment" and relevant national policies, strictly prohibit illegal new production capacity, prevent disorderly expansion of production capacity, actively carry out production capacity cooperation, improve cement peak production, and implement the normalization of cement peak production.
Comments: The building materials industry is an important basic industry for national economic and social development, and it is also a key industry for energy consumption and carbon emissions in the industrial field. In recent years, driven by the "double carbon" goal, the building materials industry has focused on "benchmarking to find gaps and technological transformation to the level", clarified the standard path, accelerated the green and low-carbon technological transformation actions in key industries, and promoted the production and application of green building materials.

In the future, under the steady implementation of the "Implementation Plan", the building materials industry in Sichuan Province will steadily promote the carbon peak work of the building materials industry, help the industry accelerate the green and low-carbon transformation, and provide sufficient momentum for the high-quality and sustainable development of the building materials industry.
Driven by many policies and measures, the mainland building materials industry has maintained a steady development trend. According to data from the China Building Materials Association, the building materials industry prosperity index in March 2024 was 128.2 points, higher than the critical point and in the boom range, which rebounded significantly from February, but the rebound was not as large as the same period last year. In March, with the change of seasonal factors such as climate and holidays, the downstream construction industry and manufacturing market gradually started, building materials enterprises accelerated the resumption of production, and the prosperity index of the building materials industry rebounded to the boom range. The implementation plan and other policies and measures will greatly boost the confidence in the development of the building materials industry, drive more enterprises to accelerate the green and low-carbon transformation, and inject a steady stream of vitality and momentum into the development of the industry.
