Promoting the elderly care service from "providing for the elderly" to "caring for the elderly" is an important measure to continuously meet the yearning and needs of the elderly for a better life and improve the "doorstep" public service system. In recent years, Baiyun District has taken the construction of "one circle, two fields and three reforms" as the starting point, focusing on the requirements of "seeking, investing, building, managing and using", highlighting the needs of people's livelihood, organically integrating care, medical care and physical care, and vigorously promoting the construction of the "15-minute pension service circle" by continuously improving the layout of pension service facilities, enriching and expanding the content of pension services, and improving the level and quality of pension services, and initially building a pension service system that meets the diversified and multi-level service needs of the elderly in the district.

Focus on the needs of people's livelihood and lay out pension service facilities

On April 18, 77-year-old Liu Chuanzhen walked with the assistance of a nurse at the Hongyun Nova Elderly Care Service Station in Jianshan Community, Baiyun District.

Liu Chuanzhen is a daycare elderly person at the community elderly care service station, and her children will take her to the elderly care service station every day and pick her up at the end of the day. Hongyun Xinxing Pension Service Station is renovated by using idle buildings, covering about 2,500 elderly people in Hongyun Community and Xinxing Community, and is one of the community pension service station projects in Baiyun District's "One Circle, Two Fields and Three Reforms" work, which was completed and put into use in March last year. The activity room of the service station has perfect functions, which can not only provide leisure and entertainment, rehabilitation physiotherapy, community meal assistance, rest beds and other facilities for the elderly in the jurisdiction, but also provide day care, day care and short-term care, life care, door-to-door medical assistance and other services for the disabled elderly. Up to now, 26 street (community) pension service centers (stations) have been built and operated in the district. Among them, there are 3 street elderly care service centers and 23 community elderly care service stations, realizing full coverage of the "15-minute life circle" elderly care service. These pension projects are equipped with activity rooms, lounges, psychological counseling rooms, chess and card rooms, fitness rooms and other functional rooms, and some pension service stations are also equipped with auxiliary bathrooms, dining rooms and other functional rooms to meet the multi-level needs of different elderly groups.

Integrate characteristic resources and broaden the content of pension services

Early in the morning of April 19, Zhou Guogao, a sixty-year-old man who lives in Huayi Heyuan Community, Baiyun District, went out after breakfast, walked downstairs for five minutes, and walked into the Quanhu Street Day Care Center for the Elderly next to the entrance of the community, ready to do a TCM shoulder and neck physiotherapy.

"I basically come here once a day, and there are not only health care TCM practitioners who provide TCM physiotherapy, moxibustion, scraping, Chinese medicine foot soaking and other services, but also old TCM doctors sitting on Fridays. According to the person in charge, Hu Siyou, the Quanhu Street Day Care Center for the Elderly is a street pension service center featuring the combination of medical care and elderly care resources that integrates medical resources and pension resources, which can not only provide free services such as health management, leisure and entertainment, spiritual comfort, popular science and health, and schools for the elderly in the jurisdiction, but also provide services such as traditional Chinese medicine physiotherapy, acupuncture and moxibustion health care, shoulder and neck massage, and home delivery. "It is also the enterprise practice base for teachers of Guiyang Health Care Vocational University, which provides medical care services for the elderly residents in the jurisdiction through the integration of multiple resources, which is welcomed by many residents. This is just a microcosm of Baiyun District's integration of multiple resources and continuous expansion of pension service content. For the completed street (community) elderly care service centers (stations), the district has formulated and improved the "Baiyun District Elderly Care Service Center (Station) Project "Construction, Management and Operation" Working Mechanism", integrated the resources of health care, cultural tourism, disabled persons' federation, university for the elderly and other departments, and promoted the co-construction, sharing and sharing of resources.

On the basis of the normalization of day care, cultural entertainment, public welfare services, etc., the community elderly care service stations in each street also combine their own resources and the needs of the masses to formulate activity plans, carry out health management, traditional Chinese medicine physiotherapy, health care, rehabilitation nursing, meal delivery and other services, innovate and promote the community elderly care service model of "pension +" and other forms of cooperation, and strive to build a standardized and demonstrative community elderly care service station brand. In 2023, two communities, Nanhu Community and Tashan Community in Baiyun District, will be shortlisted as national demonstration age-friendly communities.

Introduce professional strength to improve the quality and efficiency of elderly care services

On the afternoon of April 19, there were bursts of laughter in the activity room of the Dulaying Street Comprehensive Elderly Care Service Center (Rena Fan Home Community Elderly Care Service Center) located in Junfa City Community, Baiyun District.

"My children were busy with work and worried that I would not be at ease living alone, so they sent me here. I've been here for two years, I organize activities every day, I eat three meals well, and the staff takes care of me patiently. 87-year-old Yang Guangming said.

Jiang Xiuyi, the person in charge of the center, introduced that it is a community-embedded micro-elderly care service organization integrating home-based care, day care, medical and elderly care combined with custody services, rehabilitation activities, meal and bath assistance, etc., and has introduced a wholly-owned subsidiary of German Rena Fan Pension Group to settle in and operate. The center covers an area of about 2,000 square meters, with a patrol station, a day care center, a rehabilitation activity area, a multi-functional recuperation area, a bathing area, a community canteen and other functional rooms, with a total of 30 care beds. In normal times, it also links streets and communities to carry out door-to-door patrols and organize cultural activities.
