According to the relevant person in charge of the Department of Village and Town Construction of the Ministry of Housing and Urban-Rural Development, the number of rural houses in the mainland is large and wide, and for a long time, farmers have mainly built, used and managed themselves. With the economic and social development and the continuous improvement of farmers' living standards, the area of new farmhouses is getting larger and larger, the number of floors is getting higher and higher, and there are more and more for operation.

The "Guiding Opinions" make it clear that the safety management of existing rural houses should be strengthened, and the investigation and rectification of potential safety hazards in rural houses should be carried out on a regular basis, and the principle of "whoever owns and is responsible for the use of the property is responsible", and the main responsibility of the property owner and the user for housing safety is clarified. Establish a normalized inspection mechanism for rural housing safety, combining farmers' self-inspection, town and village inspection, county-level inspection, law enforcement inspection and mass supervision, and promptly discover and take effective measures to eliminate potential safety hazards. Strictly manage farmhouses used for business purposes, and farmhouses used for business activities shall comply with relevant safety requirements, and ensure that the houses have safe use conditions before carrying out business activities. For the implementation of reconstruction and expansion of rural houses, the relevant approval procedures for land use, planning and construction shall be handled in accordance with the law, and the design and construction shall be carried out in strict accordance with the relevant engineering construction standards.
The "Guiding Opinions" require that the long-term mechanism for the safety management of newly built farmhouses be accelerated and improved, and the quality and safety supervision of farmhouses will run through the whole process of farmhouse construction. In accordance with the principle of "who approves, who supervises, who is in charge, who supervises", the administrative examination and approval and safety supervision are effectively linked.
