High-quality data elements are a powerful engine for the development of the digital economy, and data standardization is the basic way to improve the quality of data elements. The National Data Work Conference held on April 1 this year clearly established and improved the national data standardization system and mechanism. In 2020, Shanghai established the Shanghai Data Standardization Technical Committee, which is undertaken by the Shanghai Big Data Center, to coordinate and promote data standardization. Chongming District Big Data Center actively participates in the discussion and compilation of data technology standards in Shanghai, and has become an active practitioner of various data standards.
Strengthen the foundation of data resources
In order to actively practice the data standards of natural persons, legal persons, spatial geography and other fields, the district big data center has developed databases such as population theme database, legal person theme database, housing theme database, standard address database, ecological sign theme database, and smart cultural tourism theme database, integrating and governing relevant data from multiple business departments to achieve accurate portraits of population, legal persons, houses and other physical objects. In 2021, it won the first place in the city in the thematic database and integrated application indicators in the evaluation of "One Network for All Offices".
In order to implement the standards and specifications of video data collection technology, the district big data center has carried out the convergence of video resources in the whole region, with the joint efforts of the townships and towns, the bureaus, enterprises and institutions, at present, 16,000 video resources have been accessed in 483 places, and the total number of video data resources will exceed 30,000 after the video resources of the district public security bureau are completed in the future, which will strongly support the social governance work of the whole region.
Create featured data applications
The establishment of a unified spatio-temporal basemap will support the realization of efficient social governance. In order to actively implement the city's "one map" construction standard, the district big data center has established a "one map of country houses" with the support of the District Culture and Tourism Bureau and the District Data Bureau, realizing the convergence of global tourism data elements of "food, housing, transportation, travel, shopping and entertainment", which will greatly facilitate the people's life and management decision-making, and become a demonstration case and characteristic case of Shanghai's "one map" work.
In order to actively cooperate with the implementation of the grassroots burden reduction work, the district big data center has established a data return channel, gathered all kinds of grassroots governance data, standardized and standardized the data, met the needs of grassroots data use in a timely manner, and shared it with the district fire and rescue detachment, the district education bureau and other district-level management departments, and gave full play to the efficiency of social governance services of data.
Keep the bottom line of data security
Data security is the bottom line, and data classification and grading is an effective way to manage data safely. In order to actively implement the data classification and grading standards, the district big data center vigorously promotes the participation of various departments in the classification and grading work from various aspects such as systems and technologies, gives priority to the classification and grading of data such as the "data basic catalog" and "ecological characteristic catalog", explores the use of artificial intelligence tools to achieve classification and grading prompts, reduces the pressure of manual judgment, and realizes the data security classification and grading of 13,925 important information items, which effectively guarantees data security and promotes the development and utilization of data, and is rated as an excellent case at the municipal level.

In the future, based on Chongming's unique location conditions and resource endowment, the district big data center will give full play to its ecological advantages, deepen the construction of data standardization, deepen data governance, strengthen data services, take standards and specifications as an important starting point, practice the construction of standards such as "Shanghai QR Code", authorized operation of public data, and data on-chain, tap and release the important potential of public data to empower the real economy, serve government affairs and people's livelihood, and contribute to the digital transformation of Chongming.
