Preface
April 24 is the day of Blinken's visit to China, but before the others arrived, the United States gave China a threat, and the United States has decided to launch the so-called "Section 301 investigation" against China's maritime, logistics and shipbuilding industries, which seems to be an ordinary economic and trade measure, and the timing is very coincidental.
The announcement of the investigation, which coincided with a meeting between senior Chinese and American officials, appears to be a continuation of the US government's old practice of pressuring ahead of bilateral talks, continuing to use the previous tactics to build momentum ahead of Blinken's arrival, and establish an asymmetrical posture to add leverage to the upcoming negotiations.
Will China take the same steps as the other side wishes to directly enumerate the "four deadly sins" of the US side and turn its weakness into a substantial negotiating advantage.
The US visit to China is not sincere
When U.S. Secretary of State Antony Blinken announced his visit to China on April 19, the U.S. side launched a Section 301 investigation against China, not only that, but also the U.S. Treasury Secretary ordered China and Russia to stop cooperation some time ago, and U.S. lawmakers sanctioned energy trade cooperation between China and Iran.
If there is no surprise, US Secretary of State Antony Blinken's intention to visit China may still be an attempt by these three targets to exert pressure on China, and it seems that the United States has not taken into account the increasingly tense global situation.
It remains to be seen what the United States will do, although it is not unexpected, and as an interaction between the two major powers, it is best to be cautious in every move to avoid unnecessary misunderstandings and conflicts.
However, as far as China is concerned, in the face of the recent frequent involvement of the United States in the South China Sea and the Taiwan Strait, which have made Sino-US relations worse, Blinken's visit to China not only did not show sincerity but also made an arrogant posture.
China lists the "four deadly sins" of the United States
On April 19, CCTV issued a statement entitled "The Hypocritical Nature and Truth of U.S. Foreign Aid", which directly tore the hypocritical face of the U.S. side to shreds, which analyzed the motives of U.S. foreign aid in light of reality, and revealed the essence of the U.S. in maintaining hegemony, disrupting international order, and undermining world stability through foreign aid.
The statement listed four charges against the US side, one of which was that the US tried to interfere in the internal affairs of other countries and jeopardize regional peace under the guise of international assistance.
Over the years, as long as the United States has flagged slogans, it has often been accompanied by violations of the sovereignty of recipient countries and interference in their internal affairs, such as by imposing strict conditions to influence the political and economic decisions of recipient countries.
For example, the Millennium Challenge Corporation, established by the United States, has to come with conditions that may be completely inconsistent with the legal and socio-economic conditions of the recipient countries.
In addition, the United States has also used aid as a tool to exert pressure to force China and some other countries to submit to its hegemonic will, as was the case with the previous US president, when the United States repeatedly resorted to political threats against other countries on the grounds of interrupting or reevaluating aid.
Second, under the guise of aid, the United States has never assumed the responsibility of being a great power, and in 2018, the United States ranked at the bottom of the world in terms of aid, which is completely inconsistent with the demeanor of a great power that the US media shouts all day long.
In particular, in 2009, the developed countries led by the United States shouted for $100 billion in climate aid to developing countries, but this money was a blank promise, and the United States and the West have not fulfilled their promises until now.
Third, US aid is nothing but a tool for the US to achieve hegemony, sucking blood on vulnerable countries under the banner of aid, which involves finance, food, military and culture.
The United States is not only using aid to strengthen its hegemony, but also colluding with special interest groups such as arms dealers to make a lot of war money, looking at the current Russian-Ukrainian battlefield, we can see that the United States has provided a large amount of military aid to Ukraine, a considerable part of which is used to purchase American weapons, equipment and services, which will eventually lead to a long-term financial burden for Ukraine.
U.S. aid policies have exacerbated regional tensions in Russia, Ukraine, and the Middle East, including the medium-range missile aid to the Philippines, which has exacerbated risks in the South China Sea.
Fourth, the United States uses foreign aid as a means to maintain hegemony and political games, and this kind of behavior not only does not benefit but will bring disaster to the world.
The attitude of China's foreign aid
Taking Africa and Sri Lanka as examples, China adheres to the principle of providing economic assistance to many countries, which has warmed many countries, and has been appreciated by other countries while its international influence is constantly increasing.
The United States is the last reluctant to see China's development momentum, and has begun to worry about its own declining voice in developing countries, feeling that it has been challenged by China, and has adopted many measures to curb the expansion of China's soft power.
Looking at the current issues in the Taiwan Strait and the South China Sea, there is no lack of negative propaganda by the US against China, instigating the Philippine, Japanese, and Taiwan authorities to antagonize China diplomatically.
Although the United States claims to be the world's largest foreign aid country, the whole world now knows that the United States does not dare to compliment its aid, and that only selfishness, arrogance, and hypocrisy are left when the skin is torn apart, and that the US aid has not only failed to promote world peace and development, but has also had a serious negative impact on world development.
China resolutely opposes the hegemonist behavior of the United States and hopes that the United States will stop trying to meddle in the issue of China's sovereignty under the pretext of aid.
