Among them, Chongqing and Chengdu have set up a joint investigation team or a special working group to investigate, and announced the investigation conclusions and treatment results on April 19 and 20 respectively, and some gas companies in Nanjing and Dazhou, Sichuan Province gave some explanations.

Enterprises in Nanjing and Dazhou began to respond

After the outbreak of many districts and counties in Chongqing, a large area reported that "gas meters run fast", some residents in Nanjing also reported similar problems. Some of these residents said through personal media accounts, short videos, etc.: "If you live alone, the gas bill for just taking a bath is more than 130 yuan?" "Nanjing's gas bills are ridiculously high. ”

At 11:41 on April 21, Nanjing Ganghua Gas Co., Ltd., which is responsible for gas supply in the main urban area of Nanjing, issued a "Letter to Customers" on its WeChat public account, saying that "Nanjing Ganghua customers have been paying more attention to the issue of urban gas billing recently", and if customers have gas-related questions, they can call the designated hotline to get answers.

Nanjing China Gas City Gas Development Co., Ltd., which is responsible for the gas supply in Jiangbei New Area of Nanjing, published an article on the WeChat public account on March 21, saying that the increase in gas costs is mainly due to price adjustments, and also mentioned: "In fact, the increase in gas consumption in winter, manual meter reading errors and aging of old meter parts and other reasons may make users feel that the new meter is going fast." ”

At present, Nanjing China Resources Gas Co., Ltd., which is responsible for gas supply in Jiangning District, Nanjing, has not released any information on gas metering in the near future.

The reporter noticed that some residents in Dazhou, Sichuan Province have recently reported problems similar to "gas meters running fast". Dazhou City is a well-known natural gas producing area in China: the city's total natural gas resources are 3.8 trillion cubic meters, proven reserves are 720 billion cubic meters, and the annual output is more than 10 billion cubic meters. The Puguang gas field, which has one of the three large gas fields in the country, is the starting point of the "Sichuan-to-East Gas Transmission" project.

As of April 21, some residents in Xi'an reported that "gas meters run fast", and some local people also found that the gas company involved in the complaint used gas meters produced by the gas meter factory controlled by the gas company itself.

The customer service staff of Xi'an Qinhua Gas Group Co., Ltd., which is responsible for Xi'an gas supply, told the "China Business Daily" reporter on April 22 that the company not only uses the gas meters of its own company, Shaanxi Saifu Instrument Co., Ltd., but also uses the gas meters of other gas companies.

The customer service staff said that the reason why users have the feeling of "gas meter running fast" is because the gas meter in Shaanxi is billed according to the ladder gas price, if the gas consumption reaches the next ladder gas price, the unit price per cubic meter of gas will increase by 1.6 yuan, and the price increase per square meter is not obvious, but if the gas consumption is higher, the overall cost increase is more obvious, especially under the premise of more gas consumption in winter, especially the gas price of some users is on several ladders, and the final gas fee seems to have a large increase.

Multi-local supervision takes the initiative and intervenes in advance

On April 22, the Market Supervision Bureau of Ganzhou City, Jiangxi Province released information that the bureau will carry out a one-month special supervision and inspection of the "civil three meters" measurement of the three operating enterprises responsible for water supply, power supply and gas supply in the jurisdiction.

At present, a number of market supervision bureaus in many provinces and cities in China have begun to take the initiative to intervene in supervision, interview enterprises, and carry out verification and inspection.

On April 19, the Market Supervision Bureau of Xinzhou City, Shanxi Province carried out special supervision and inspection of wireless remote gas meter measurement.

The Xinzhou Municipal Market Supervision Bureau shall verify the wireless remote gas meter of Xinzhou Gas Co., Ltd. by the Municipal Comprehensive Inspection Center before installation, and provide it for users to install and use after passing the verification. The law enforcement officers of the bureau inspected the verification work procedures and the gas meter verification management system on the spot, verified the registration record of the wireless remote gas meter verification, and verified the wireless remote gas meter sampled on the spot, and a total of 60 gas meters were randomly inspected and verified, all of which were qualified.

According to the news, since the beginning of this year, a total of 5,760 wireless remote gas meters have been tested in Xinzhou, and 53 have been unqualified, with a pass rate of 99.1%. All unqualified gas meters shall be registered, sealed and returned to the factory to prevent them from entering the market.

On April 18, the Market Supervision Bureau of Huainan City, Anhui Province announced that the Bureau recently carried out a special inspection of measurement in the gas field in conjunction with the Municipal Bureau of Housing and Urban-Rural Development.

The inspectors of the Huainan Municipal Market Supervision Bureau focused on inspecting the metering management of gas enterprises, checked the relevant metering qualification certification materials of gas meters on the spot, and randomly selected the current newly purchased gas meters, and entrusted a third party to conduct laboratory testing on their measurement performance. The inspectors randomly selected the newly installed gas meter users in the old renovated community and the new community from the recent problems reported by individual gas users, and visited them to understand the user's questions and needs on the spot.

On April 17, the Market Supervision Bureau of Hebi City, Henan Province held a 2024 water meter and other civil "four meters" metering supervision and inspection work deployment meeting. This supervision and inspection mainly inspects whether the civil "four meters" in use are installed and used without the first verification or the first verification is unqualified, whether there is no rotation when the service cycle expires, and whether there are illegal behaviors such as using the civil "four meters" for measurement cheating.

On April 16, the High-tech Branch of the Market Supervision Bureau of Mianyang City, Sichuan Province, together with the Municipal Metrology Institute, carried out on-site inspections and administrative interviews with two gas business units in the jurisdiction to check whether they were inspected by qualified measurement and testing institutions in accordance with the regulations, and whether the certificates were posted in accordance with the regulations;
