The guiding opinions of "two-room renovation" are divided into four meanings, and carry out comprehensive and continuous renovation of new dilapidated houses and earthquake-resistant houses in rural areas, so as to build a new type of new countryside that is suitable for work and living.
(1) The guiding opinions on "two-house renovation" point out that we should continue to do a good job in consolidating and expanding the excellent achievements of rural poverty alleviation, and organically and effectively connect with the current rural revitalization.
The specific approach is to carry out safety dynamic monitoring of the houses of poor households after poverty alleviation and new poor households in the process of rural revitalization, as well as some low-income farmers' houses, find problems, report them immediately, and rectify them immediately.
(2) The guiding opinions on "two-house renovation" point out that the objects of key dilapidated houses in rural areas that meet the requirements should be included in the scope of policy guarantees in a timely manner, and it is necessary to ensure that the poor groups should be fully protected, and not a single dilapidated house or poor household should be left behind.
The dilapidated houses that "meet the conditions" here refer to the dilapidated houses that are identified by relevant parties as having potential safety hazards that are in urgent need of transformation, and the dilapidated houses that are identified as key objects in rural areas are included in a unified and timely manner, and the dilapidated houses within the scope of the current policy guarantee shall be immediately organized to carry out renovation to ensure the safety of farmers' lives and property.
(3) The guiding opinions on "two-room renovation" point out that the new houses of farmers who should be fully renovated in rural areas must simultaneously meet the specific requirements of seismic fortification stipulated by the relevant local departments.
All houses in rural areas must be inspected and tested, including all newly renovated houses, which must meet the specific requirements of the local seismic fortification level, and unqualified farmhouses should be immediately renovated in accordance with relevant policies to prevent damage to farmhouses by earthquakes, so as to ensure the safety of peasants' property and lives.
(4) The guiding opinions on "two-house renovation" point out that rural areas should encourage, organize and guide rural households in earthquake-prone areas to carry out comprehensive implementation of earthquake-resistant housing renovation, and the people's governments at or above the county level must give necessary policy support and resource support.
Local governments at or above the county level must organize and lead the "two-room transformation" in rural areas in all localities, and provide a large amount of human, material, and financial support, including the support of various policies, to do a good job in the concrete work of "two-room transformation" in rural areas.
