The "Plan" focuses on promoting new industrialization, taking large-scale equipment renewal as the starting point, implementing technological transformation and upgrading projects in the manufacturing industry, focusing on digital transformation and green upgrading, and promoting the high-end, intelligent and green development of the manufacturing industry. It is proposed that by 2027, the scale of equipment investment in the industrial field will increase by more than 25% compared with 2023, the penetration rate of digital R&D and design tools and the numerical control rate of key processes of industrial enterprises above designated size will exceed 90% and 75% respectively, and the digital transformation of industrial enterprises in major industrial provinces and cities and key parks will be fully covered, and the production capacity below the benchmark level of energy efficiency in key industries will be basically withdrawn. The energy efficiency of the main energy-using equipment has basically reached the energy-saving level, the intrinsic safety level has been significantly improved, the promotion and application of innovative products have been accelerated, and the proportion of advanced production capacity has continued to increase.
The plan deploys four key tasks, one is to implement advanced equipment renewal actions. For industrial machine tools, agricultural machinery, construction machinery and other industries, speed up the replacement of backward and inefficient equipment such as old machine tools that have been in service for more than 10 years; for aviation, photovoltaic, power battery and other industries, benchmark against the international advanced level, update a number of high-tech, high-efficiency, high-reliability advanced equipment; around the weak links such as R&D and design, pilot test verification, inspection and testing, update and upgrade a number of test and testing equipment. The second is to implement digital transformation actions. Focusing on promoting the digitalization, networking, and intelligence of the manufacturing industry, we will promote the application of intelligent manufacturing equipment such as industrial robots and intelligent logistics, build a number of smart factories, strengthen the construction of digital infrastructure, and accelerate the large-scale deployment of industrial Internet, gigabit optical networks, and computing power centers. The "Plan" jointly issued by the Ministry of Industry and Information Technology and other departments not only clearly puts forward the strategic goal of promoting the technological transformation and upgrading of the manufacturing industry through equipment renewal, but also sets a specific target of increasing the scale of equipment investment in the industrial field by more than 25% by 2027 compared with 2023. From the perspective of support objects, the "equipment burden" support objects are small, medium and micro manufacturing enterprises in the province, including: "1650" advanced manufacturing cluster enterprises, key industrial chain enterprises, "51010" strategic emerging industrial cluster enterprises, future industrial cluster enterprises, technology-based small and medium-sized enterprises, specialized and special new enterprises, etc. "Equipment Burden" mainly supports enterprises to purchase, update and transform production equipment through loans. Under the guidance of the relevant industry authorities, banks and guarantee institutions shall review and determine the support objects and their equipment purchase and renovation projects.
From the perspective of guarantee amount, rate and counter-guarantee, the total scale of "equipment burden" guarantee is 20 billion yuan, and the maximum guarantee amount for single-family enterprises is 50 million yuan, and does not exceed 70% of the amount invested by enterprises in purchasing and renovating equipment. The guarantee rate does not exceed 1% (annualized). The equipment purchased and renovated by the enterprise is used as collateral for counter-guarantee. The start date of the guarantee should be no later than December 31, 2025. First come, first served, while supplies last. Encourage the preference for start-ups, small and micro enterprises, and private enterprises.
