Since it was listed as a rural drug problem control village in the autonomous region in 2020, Jiangding Village of Qingtongxia City has strictly followed the overall deployment and requirements of the Qingtongxia Municipal Narcotics Control Committee, the town party committee and the town government, attached great importance to community drug rehabilitation work, and explored the establishment of a new model of rural drug control work in the new era around the three-character formula of "management, propaganda and help", and achieved zero growth in new drug addicts for three consecutive years, zero occurrence of illegal and criminal acts of drug planting and drug trafficking, and all 20 registered drug addicts were reemployed.
Do a good job of "management" and accurately control key objects
Accurately manage drug addicts. In accordance with the arrangement and deployment of the Qujing Town Party Committee, Jiangding Village innovated the anti-drug work mechanism, did a good job in collecting basic information on registered drug-related and community drug rehabilitation personnel in the jurisdiction, updated data in a timely manner, accurately grasped the dynamics of the situation, and used the "double four-color grid management" dynamic control to achieve clear information and clear bases, and minimize the situation of deregulation.
Manage key populations. In view of the large number of migrant workers in the jurisdiction in recent years, the police station conducted an investigation through the "one standard and three realities" (one standard address, actual house, actual population, and actual unit) system to ensure that the publicity is in place, the investigation is in place, and the control is in place.
Manage migrant workers. Strengthen the anti-drug management of migrant workers, and uniformly establish WeChat groups for anti-drug publicity and education for migrant workers, with the group leader serving as a member of each team, and regularly pushing typical cases of drug rejection and drug prevention, as well as articles related to commonly used anti-drug laws and regulations in rural areas.
Do a good job of "propaganda" and build a strong national anti-drug defense line
In recent years, the demographic structure of Jiangding Village has changed, especially in winter, when two-thirds of the rural population moves to the city, and most of the young people go out to work, the anti-drug propaganda method in Jiangding Village has also changed.
Carry out door-to-door awareness activities. Anti-narcotics specialists and grid members widely publicize the harmfulness of drugs and relevant laws and regulations to the masses through various forms of publicity activities, mass meetings, and cadre visits. We should adopt such methods as combining internal and external propaganda and combining centralized propaganda with decentralized propaganda to promote the popularization of anti-narcotics propaganda among the whole people, normalization, and institutionalization, so that anti-narcotics propaganda will be deeply rooted in the hearts of the people.
Carry out family contagious education. By signing the "Letter of Commitment to Refuse Drugs" and visiting homes, the permanent households can convey the anti-drug knowledge they have learned to every relative and friend around them, and jointly create a harmonious and safe living environment.
Carry out anti-narcotics activities for secretaries. Promote the implementation of the responsibility mechanism of "two-level secretaries to grasp drug control" in towns and villages, implement the responsibility of the first person responsible for the anti-drug work of the "number one" of the party branch and village committee, lead the anti-drug work with party building, and give play to the vanguard and exemplary role of party members and cadres in the governance of the rural drug problem. Up to now, more than 500 anti-drug propaganda color pages have been distributed, more than 200 letters of commitment to refuse drugs have been signed, and more than 10 anti-drug propaganda activities have been carried out.
Do a good job of "helping" the word and implement drug rehabilitation services
In their work, the cadres of Jiangding Village summarized the "five hearts" model, and used love to influence drug addicts with "confidence to remove vigilance, care to promote communication, care to see the truth, love to engage in service, and patience to call return" to prevent them from embarking on the road of relapse. Starting with the family members of the service recipients, give full play to the role of the two village committees as a fighting fortress, and set up a system of assistance and contact for drug-related personnel with the leaders of the village and the secretary of the village branch as the responsible persons.
Use face-to-face return visits, telephone return visits, family return visits and other forms to eliminate all kinds of negative resistance of service users, and fully understand the dynamics of service users' thoughts and behaviors. In recent years, four drug rehabilitation personnel have been sent rice and flour oil assistance, one child of drug rehabilitation personnel has participated in excavator skills training, and one drug rehabilitation person has received gift packages and other materials from the Women's Federation of the Autonomous Region.
