When reporting the case, the soldiers reported their identities to the police officers who received the police -- Zhang Youliang, a mechanical assistant of a certain unit of the Second Artillery Corps of the People's Liberation Army, got on the train from Huaihua Station (a first-class station located in Hecheng District, Huaihua City, Hunan Province) with a hard seat ticket for 62 passenger trains, got off at Shijiazhuang Station, and prepared to transfer to Taiyuan. The station police station of Baoding Station cooperated with the 62nd train crew (from the Kunming Railway Public Security Department of the Kunming Railway Public Security Bureau) to visit the passengers of the train. At the same time, the Kunming Railway Public Security Department and the Second Artillery Security Department of the People's Liberation Army were informed of the situation.

After receiving the briefing, the Kunming Railway Public Security Department and the Second Artillery Security Department immediately sent people to Shijiazhuang to form a special case team for the "10.16 Gun Theft Case" together with comrades sent from the Beijing Railway Public Security Bureau to carry out the investigation operation.

According to the results of the on-site visit of the Baoding Station Police Station and the police group of the 62 passenger trains, the scene is the No. 5 hard seat car (Type 21 passenger car), which is a set of "Jie" shaped seats next to the toilet, and the seat numbers are 108, 109, 111, 113 and 114 respectively. At the time of the crime, there were 3 people sitting in this group of seats, and the male passenger who took his bag sat in seat 113, got on the train from Xiangtan Station (a second-class station in Yuhu District, Xiangtan City, Hunan Province), and Xu Aiguo, a rural female social member who went to visit relatives in a certain unit of the Inner Mongolia garrison, sat in seat 108.

According to Xu Aiguo's reflection: After the 62nd train arrived at Shijiazhuang Station, Zhang Youliang on seat 109 and Yang Bingmao, a soldier of the railway soldier on seat 115 on the other side of the aisle, got off the train one after another, and then she found that there was a black bag on seat 114, which was forgotten by Zhang Youliang. So she picked up her bag and planned to get out of the car to chase Zhang Youliang, but the people on seat 113 stopped her and said, "I can also get off the bus, I can take it to the People's Liberation Army by the way." ”

So Xu Aiguo confidently handed the bag to him, and soon after the person got off the bus, Zhang Youliang hurriedly returned to the carriage to look for it, and Xu Aiguo learned that the person at No. 113 did not hand over the bag to Zhang Youliang. According to Xu Aiguo's recollection, seat 113, the man sitting opposite her, was tall, in his forties, with a round face, white skin, double eyelids, gray hair, plain clothes, and a calm look, carrying an old white canvas kit with him. They chatted with each other during the train, and the man introduced himself: "I have worked in Changde for 20 years, and only two months ago was transferred from Changde to Beijing. ”

The task force studied the situation reflected by Xu Aiguo and believed that it was reasonable and could be accepted. The middle-aged male passenger sitting in seat 113 is supposed to be a criminal, and it is likely to be a conspiracy to step on the spot in advance. Therefore, what he once said to Xu Aiguo that he had worked in Changde for 20 years and was only transferred from Changde to Beijing two months ago was probably true. He carries a white canvas kit with him, and is likely to be a traveling person in railway engineering, electrical affairs departments or local exploration, geology, metallurgy, construction and other departments.

After research, it was decided that the scope of the search for this person would be set at handan, the place of boarding, the place of disembarking, Shijiazhuang, and the place of return to Beijing, where he had reported that he had worked for more than 20 years. The criteria for investigation are those who have been transferred from Changde to Beijing to work in the past two months and who have gone on business trips to Handan or Shijiazhuang today.

Subsequently, the special case group dispatched personnel from abroad to the units directly under the central government stationed in Changde in Changde and Taoyuan counties, and investigated a total of 24 personnel who had been transferred back to Beijing two months ago; all the way to Beijing to investigate a total of 11 personnel who had been transferred back to Beijing from Changde in the past two months; and on the other road, they investigated 13 people who had been transferred back to Shijiazhuang City from Hunan in the past two months in Shijiazhuang City. After more than a month of investigation, all 48 investigation subjects were excluded one by one.

The special case team once again sought out Xu Aiguo to verify the reliability of her testimony, and Xu Aiguo swore that she recalled correctly, and added: She used a Hunan accent when talking and chatting with Zhang Youliang on the day of the crime, and Zhang Youliang was a "foreigner" and did not understand much. The man sitting on seat 113 then interjected, "I have been working in Hunan for 12 years, and I can understand everything you say." He also said, "I was transferred back to Beijing two months ago." These conversations were clearly heard by Zhang Youliang and Yang Bingmao, who was sitting on seat 115 opposite. The task force specifically went to Zhang Youliang and Yang Bingmao to verify the situation, and both confirmed that they had heard the conversation. Therefore, the task force believes that Xu Aiguo's account is still credible, and the previous direction of investigation is also correct.

According to the analysis of the task force, the "Changde" mentioned by the man on seat 113 should be Changde District, not Changde County, so in addition to Changde County, the remaining 6 counties and railway lines need to be checked. At the same time, it is speculated that the man may not have officially gone through the formalities of transferring to Beijing, or that the person was already working in Beijing at this time, but the hukou had not yet been transferred back to Beijing; or the hukou was originally in Beijing. Therefore, the focus of the next step of the search was expanded to the entire Changde area and along the railway line, and the mapping work in Beijing, Shijiazhuang and other places was strengthened.

On December 6, the task force again sent people to Changde to investigate the entire Greater Changde area. On December 8, when the Shimen County Station in Shimen County (located at the third-class station in Shimen County, Changde City, Hunan Province) was investigated, the Xinying Division of the Fourth Engineering Bureau of the Ministry of Railways stationed here confirmed to the special case team that Liu Haizhou, an employee of the department, was transferred to the Second Office of the Electrification Engineering Bureau of the Ministry of Railways on August 1, 1979, but he did not report to the Second Office of the Electrification Engineering Bureau, but was seconded to the Beijing Electrification Engineering Bureau to be stationed, and his household registration fell in Baoding. The appearance characteristics of Liu Haizhou are similar to the passengers in seat 113 of the 62nd train 5. However, when the financial department of the bureau checked the documents of Liu Haizhou's reimbursement in October, it found that the documents recorded that they were: "On October 13, I went to Handan to contact the wagon plan and returned to Beijing on the 14th", which was inconsistent with the time of the crime. However, since the reimbursement documents are filled in by the reimbursement applicants themselves, it is not possible to determine that the time on the documents is accurate.

Soon, the investigation team that went to Handan for external investigation came with the news: according to the occupancy records of the Handan Railway Apartment, Liu Haizhou was still living in the Handan Railway Apartment on October 14 and October 15. The staff on duty at the Handan Railway Apartment and 2 business travelers who lived in the same house as Liu Haizhou confirmed that Liu Haizhou hurriedly got up at about 5:00 a.m. on October 16 to go to Handan Station (a first-class station in Handan District, Handan City, Hebei Province), and according to the operation map of the 62nd train, the stop time of the train arriving at Handan Station was 5:30, and Liu Haizhou should have returned to Beijing on the 62nd train at this time.

Based on this, the special case team determined that Liu Haizhou was suspected of major gun theft.

The special case team immediately invited the three people who had lost their claims, Youliang, Witnesses Xu Aiguo and Yang Bingmao, to Beijing to identify Liu Haizhou's photo. All three of them determined that the person sitting on seat 113 on the day of the crime was Liu Haizhou.

In view of the fact that the police did not have stolen goods in their hands at this time, if they rushed to contact Liu Haizhou directly, he was likely to deny it and cause a stalemate, so he decided to outwit him and, with the cooperation of the Public Security Department of the Beijing Electrification Engineering Bureau of the Ministry of Railways, formulated a trap plan: in the name of the Engineering Bureau, Liu Haizhou was falsely transferred to a foreign country for a business trip, so that Zhang Youliang (the owner) and Xu Aiguo (witness) waited for him at the Beijing station and "suddenly attacked" him without being mentally prepared.

At about 13:00 on December 28, Liu Haizhou appeared in the waiting hall of Beijing Railway Station, and then found that the lost advocate Youliang and the witness Xu Aiguo were waiting for him, and Liu Haizhou, who was a thief with a weak heart, thought that Zhang Youliang came to him under xu Aiguo's guidance to ask for his bag, and immediately panicked, and just wanted to turn around and leave, he was captured on the spot by the public security officers who had been waiting for a long time.
