On April 13, Inner Mongolia Huaao Chemical Co., Ltd. built a new pepper ring (methylenedioxybenzene) production unit caught fire during the linkage test, resulting in 5 people trapped, one of whom was injured, the preliminary analysis of the fire was caused by the leakage of the steam valve caused by the leakage of the reactor containing dichloromethane over temperature and overpressure, causing a fire. On April 18, Ningxia Dongyi Environmental Protection Technology Co., Ltd. (using coke oven gas to make methanol) had a flash explosion, resulting in 2 deaths and 4 injuries. On April 19, 2024, a poisoning accident occurred in the coal storage and transportation workshop of Inner Mongolia Ulantaian Energy and Chemical Co., Ltd., where one operator fainted when entering the pipeline well (about 2m deep) and closing the valve, and four people went down the well to rescue later, resulting in four deaths and one injury, and the preliminary analysis was hydrogen sulfide poisoning.
The recent safety accidents in the production of hazardous chemicals across the country have exposed the problems of ineffective implementation of laws, regulations and standards by some hazardous chemical enterprises, incomplete implementation of the main responsibility for safety production, indifference to the safety awareness and risk awareness of relevant personnel, and inadequate implementation of safety management systems and safety operation procedures.
The Municipal Emergency Bureau issued a safety warning reminder letter to hazardous chemical enterprises. The main person in charge of all enterprises must attach great importance to it, deeply learn the lessons of the accident, draw inferences from one case and conscientiously implement the responsibility of safe production, and carry out in-depth risk identification and hidden danger investigation and management. Emergency management departments at all levels will continue to inspect the implementation of the main responsibility for production safety of hazardous chemical enterprises, seriously investigate and deal with violations of laws and regulations, and will not tolerate or condone them.

The responsibility for safe production is heavier than Mount Tai. Recently, hazardous chemicals production safety accidents have occurred successively across the country, and all hazardous chemical enterprises must attach great importance to them, deeply learn the lessons of the accidents, draw inferences from one another, carry out in-depth risk identification and hidden danger investigation and management, and resolutely prevent major accidents.
The recent safety accidents in the production of hazardous chemicals have exposed the problems of low political standing of some hazardous chemical enterprises, ineffective implementation of safety production laws and regulations, incomplete implementation of the main responsibility of safety production, indifference of safety awareness and risk awareness of relevant personnel, and inadequate implementation of safety management systems and safety operation procedures.
All hazardous chemical enterprises should strictly follow the requirements of the "Implementation Opinions on Comprehensively Strengthening the Safety Production of Hazardous Chemicals" and the "Three-year Action Plan for the Safety Production of Chemical and Hazardous Chemicals in Tianjin", further strengthen the implementation of the main responsibility for safe production, strengthen the investigation and management of hidden dangers, and eliminate hidden dangers in a timely manner. First, pay close attention to the implementation of the main responsibility. It is necessary to improve the responsibility system for safe production from horizontal to edge and vertical to the end, clarify the responsibilities of safe production at all levels and at all posts, and conduct regular assessments. The main person in charge should regularly organize and carry out safety production inspections, formulate a list of problems and hidden dangers, implement closed-loop management of the problems found, explore the establishment of a long-term mechanism, and prevent the recurrence of hidden dangers. The second is to pay close attention to the management of special operations. Strictly implement the approval system for hot work, confined space work, temporary electricity operation, etc., and no one shall engage in relevant operations without approval. Implement the certificate system, and only after safety training and education and passing the assessment can you engage in the corresponding operations. The third is to pay close attention to staff training and education. In view of the main sources of danger and the types of accidents prone to occur in the enterprise, carry out job safety skills training for all employees, focusing on training safety knowledge, post safety operation requirements and initial emergency measures, etc., so as to effectively improve the emergency response ability of employees. Fourth, vigorously grasp emergency preparedness. It is necessary to improve the reserve of emergency materials and strengthen emergency response drills. It is necessary to strictly implement the system of leaders leading shifts and 24-hour duty at important posts, and deal with emergencies in a timely manner and report them as soon as possible.
