Shan Zhongde said that the growth of key industries such as electronics, chemicals, and automobiles has played a significant role in driving the growth of the industrial economy, and major industrial provinces and cities have played a leading role.

In the first quarter, 28 of the 31 provinces had a year-on-year increase in industrial added value, and the growth rate of 9 major industrial provinces, including Jiangsu, Shandong, Zhejiang, Fujian and Hubei, was higher than the national average. Among the 50 major industrial cities, Shenzhen, Suzhou, Hefei, Nantong, Taizhou, Dongguan and other major industrial cities have achieved double-digit growth, and major industrial provinces and industrial cities have played a leading role.

In the first quarter, among the 41 major industrial industries, the added value of 37 industries such as electronics and automobiles maintained year-on-year growth, and the growth area expanded by 22 percentage points compared with last year. The equipment manufacturing industry continued to grow rapidly, with the added value in the first quarter increasing by 7.6% year-on-year, driving the growth of industries above designated size by 2.4 percentage points. Shan Zhongde said that in the first quarter, the production of high-tech manufacturing rebounded significantly, the added value of high-tech manufacturing increased by 7.5% year-on-year, 2.6 percentage points faster than the fourth quarter of last year, and the growth rate of polysilicon and monocrystalline silicon related to photovoltaics was as high as more than 50%. At the same time, the Ministry of Industry and Information Technology and other seven departments issued the "Implementation Opinions on Promoting the Innovation and Development of Future Industries" and the "Guiding Opinions on the Innovation and Development of Humanoid Robots" to support enterprises to actively open up new fields and new tracks and accelerate the development of new quality productivity.

Low-altitude economy is a typical representative of new quality productivity, and the general aviation equipment manufacturing industry provides good equipment support for low-altitude economic development. According to incomplete statistics, by the end of 2023, there will be more than 2,300 civilian drone development enterprises in mainland China, and more than 1,000 drone products will be mass-produced. In 2023, the mainland will deliver more than 3.17 million civilian drones, and the output value of the general aviation manufacturing industry will exceed 51 billion yuan, a year-on-year increase of nearly 60%.

Shan Zhongde said that in the future, the Ministry of Industry and Information Technology will further strengthen departmental coordination and central and local linkage, and accelerate the creation of a new engine for low-altitude economic growth, including accelerating equipment innovation, strengthening application traction, enhancing technology penetration and strengthening standard support.

In terms of equipment innovation, the Ministry of Industry and Information Technology will focus on the development trend of unmanned, electrified and intelligent, and accelerate the core technology research of new general aviation equipment; in terms of application traction, the Ministry of Industry and Information Technology will be guided by the construction of industrial ecological chain, build a low-altitude multi-scenario application demonstration system, actively cultivate high-tech enterprises in the field of low-altitude economy, specialized, special and new "little giant" enterprises, and accelerate the layout of the industrial chain of low-altitude economic development around the innovation chain; In terms of standard support, we will accelerate the establishment of an industrial standard system that runs through the whole life cycle of low-altitude equipment R&D and design, manufacturing, test verification, and operation support, and work with relevant departments to promote the construction of a third-party testing and certification system.

Build a national integrated computing power system

The information and communication industry developed steadily in the first quarter. Zhao Zhiguo, spokesman and chief engineer of the Ministry of Industry and Information Technology, said at the press conference that in the first quarter of this year, the mainland's telecommunications business revenue reached 443.7 billion yuan, a year-on-year increase of 4.5%, and the overall steady growth was maintained, laying a good start for the year's work.

Zhao Zhiguo said that as of the end of March this year, a total of 3.647 million 5G base stations had been built across the country, with a 5G user penetration rate of more than 60%, 24.56 million ports with gigabit network service capabilities, and the world's first 400G all-optical inter-provincial backbone network link was officially put into commercial use, better supporting the efficient interconnection of computing power and data elements across subjects, types and regions.

Not only that, the 5G lightweight commercial verification with full coverage of high, medium and low frequency bands has been completed, the R&D performance indicators of quantum computing prototypes have been continuously improved, and breakthroughs have been made in quantum error correction test verification. In the first quarter, mainland 5G mobile phone shipments reached 56.43 million units, accounting for 83.7% of mobile phone shipments in the same period.

Zhao Zhiguo said that in terms of industry applications, 5G applications have been integrated into 74 of the 97 national economic categories, and have been promoted on a large scale in key areas such as industry, mining, electric power, and medical care, with more than 10,000 "5G + Industrial Internet" projects, and the application empowerment has accelerated the expansion of core control links. In terms of personal applications, generative AI is also widely promoted in applications such as chatbots, intelligent search, and text generation. In the first quarter, mobile Internet traffic increased by 14.3% year-on-year.

Zhao Zhiguo said that in the next step, the Ministry of Industry and Information Technology will promote the integration of 5G with big data, cloud computing, artificial intelligence and other technologies, accelerate the evolution of 5G, and accelerate the research and development of 6G and 10 Gigabit optical networks.

By the end of 2023, the total scale of data center racks in use in mainland China exceeded 8.1 million standard racks, and the total scale of computing power reached 230 EFLOPS, or 230 exascale floating point operations per second.

This year's government work report proposes to "accelerate the formation of a national integrated computing power system". In this regard, Zhao Zhiguo said that the Ministry of Industry and Information Technology will continue to make efforts to build a national integrated computing system from three aspects.

The first is to coordinate computing resources and improve utilization efficiency. Optimize the layout of computing infrastructure, deepen the overall monitoring of computing infrastructure, and guide the coordinated development of computing power in the east and west. Promote basic telecommunications enterprises to continuously improve the direct connection network of computing power clusters to major cities, and enhance the access capacity of computing power networks. Promote the standardization and interconnection of public computing power and improve the efficiency of computing power utilization.

The second is to strengthen the guidance of intelligent computing and optimize the structure of computing power. Actively promote the construction of artificial intelligence computing architecture and software ecosystem, and accelerate breakthroughs in a number of landmark technology products and solutions. Encourage all parties to explore new models for the construction and operation of intelligent computing centers, including multi-party collaboration mechanisms, to better use intelligent computing power.

The third is to stimulate the demand for computing power and improve computing services. Research and establish a public computing service supervision and management system, organize computing service scheduling and operation safety monitoring and evaluation, cultivate a number of competitive computing service enterprises, create a unified national computing service market, continuously optimize computing network products and services, reduce the computing cost of small and medium-sized enterprises, and improve the level of inclusive and easy-to-use computing power.
