The application conditions shall be implemented in accordance with the relevant provisions of the Notice of the Ministry of Human Resources and Social Security on Printing and Distributing the Regulations on Economic Professional and Technical Qualifications and the Implementation Measures for the Economic Professional and Technical Qualification Examination (Ministry of Human Resources and Social Security Regulation [2020] No. 1).
(1) Advanced application requirements
Economic professionals who abide by the Constitution and laws of the People's Republic of China, have good moral character and professional quality, and meet the requirements for registration for the senior economic professional and technical qualification examination may register for the senior economic professional and technical qualification examination if they meet one of the following conditions:
1. Have a college degree, have obtained intermediate economic professional and technical qualifications, and have been engaged in work related to the duties of economists for 10 years;
2. Have a master's degree, or a second bachelor's degree or graduate degree, or a bachelor's degree or bachelor's degree, and have been engaged in work related to the duties of an economist for at least 5 years after obtaining intermediate economic professional and technical qualifications;
3. Have a doctorate degree, and have been engaged in work related to the duties of an economist for at least 2 years after obtaining intermediate economic professional and technical qualifications.
Those who have obtained intermediate professional and technical qualifications in accounting, statistics and auditing, and meet the above academic qualifications and years of experience, can register for the examination.
(2) Requirements for years of service
The deadline for calculating the number of years of professional work specified in the above application conditions is December 31, 2024.
(3) Requirements for intellectual property professionals
Intermediate professional titles in the field of intellectual property obtained by intellectual property professionals before 2020 in accordance with relevant regulations can be used as a condition for applying for the senior economic examination of intellectual property majors.
(4) The connection between other professional qualifications and economic professional and technical qualifications
Obtaining intermediate professional qualifications for real estate appraisers, consulting engineers (investment), land registration agents, real estate agents, and banking professionals can correspond to intermediate economic professional and technical qualifications;
(5) Hong Kong, Macao and Taiwan residents apply for the examination
According to the spirit of the Notice of the former Ministry of Personnel on Issues Concerning the Participation of Hong Kong and Macao Residents in the Professional and Technical Personnel Qualification Examinations Held in the Mainland (Guo Ren Bu Fa [2005] No. 9) and the Notice of the Taiwan Affairs Office of the State Council and the National Development and Reform Commission on Printing and Distributing the Several Measures for Promoting Cross-Strait Economic and Cultural Exchanges and Cooperation (Guo Tai Fa [2018] No. 1), Hong Kong, Macao and Taiwan residents who meet the above application conditions can register for the examination.

07 Exam results and passing criteria

(1) Inquiry and management of examination results
1. The test results are scheduled to be released in mid-August 2024, and candidates can log on to the Chinese Personnel Examination website for inquiries.
2. Those who take the examination must meet the national unified qualification standards in order to obtain the certificate of passing the examination, which is valid for 5 years nationwide from the date of passing the examination.
(2) Qualification standards
According to the Notice of the General Office of the Ministry of Human Resources and Social Security on Matters Concerning the Implementation of Relatively Fixed Qualification Standards for 33 Professional and Technical Personnel Vocational Qualification Examinations, the Senior Economic Professional and Technical Qualification Examination implements relatively fixed qualification standards, and the passing standard is 60% of the full score of the test paper. According to the relevant regulations or in case of special circumstances, it is necessary to change and adjust or separately determine the examination qualification standards, and notice will be made separately.

02 Application Requirements

The application conditions shall be implemented in accordance with the relevant regulations. The application level is divided into three categories: all subjects, one subject exemption and additional majors.
(1) The conditions for taking all subjects (2 subjects).
Those who abide by the Constitution, laws and regulations of the People's Republic of China, have good professional quality and moral character, and have one of the following conditions, can apply to participate in the professional qualification examination of secondary cost engineers.
1. Have a college degree (or higher vocational education) in engineering cost, and have been engaged in engineering cost and engineering management business for more than 1 year; have a college degree (or higher vocational education) in civil engineering, water conservancy, equipment manufacturing, transportation, electronic information, finance and commerce, and have been engaged in engineering cost and engineering management business for more than 2 years.
2. Have a bachelor's degree or above in engineering cost, bachelor's degree or above in engineering, management and economics, and have been engaged in engineering cost and engineering management business for 1 year.
3. Personnel with corresponding academic qualifications or degrees in other majors shall be engaged in engineering cost and engineering management business for 1 year.
(2) Conditions for exemption from one subject (exemption from basic subjects).
Meet the above conditions, and have one of the following conditions, in the examination of the secondary cost engineer can be exempted from the "basic knowledge of construction project cost management", only need to apply for the "construction engineering measurement and valuation practice" 1 subject.
1. Has obtained the national construction project cost qualification certificate;
2. Has obtained the qualification certificate of highway engineering cost personnel (Grade B);
3. Bachelor's degree graduates with a bachelor's degree in engineering management and engineering cost that have been evaluated (certified) by professional education.
(3) Additional professional requirements
Personnel who have obtained a professional vocational qualification certificate for secondary cost engineers, if they need to apply for other majors, they only need to apply for one subject of "Construction Engineering Measurement and Valuation Practice" in other majors.
(4) Requirements for years of service

(5) Applicants from Hong Kong, Macao and Taiwan apply for the examination

(1) Inquiry and management of examination results
1. The test results will be announced on the spot after the test, and candidates can check the results on the registration platform 3 working days after the end of the test.
2. The results of the secondary cost engineer professional qualification examination shall be implemented for a period of 2 years. Personnel who participate in all 2 subject examinations must pass all subjects in 2 consecutive examination years in order to obtain the professional qualification certificate of the secondary cost engineer;
(2) Qualification standards
The passing standard for each subject of the 2024 Level 2 Cost Engineer Professional Qualification Examination is 50% of the total score of the test paper. In case of special circumstances, if it is necessary to change and adjust the qualification standards, a separate notice will be given.
