The plan adheres to the combination of plugging and dredging and comprehensive measures, and clarifies that April 16 to April 30 this year is the stage of dissuasion and exploration, May 1 to November 30 is the stage of governance promotion, and after December 1 is the stage of long-term management. During this period, all relevant departments in all parts of the province will establish and improve the management responsibility and work coordination mechanism, carry out mass fire safety publicity and education, strengthen daily inspections and related inspections, and discourage and stop electric bicycles from "entering the building and entering the house".
The plan requires that all village (resident) committees and property service enterprises should mobilize grassroots grid members, building chiefs, volunteers and other forces to highlight key places and key time periods, discourage behaviors such as "entering the building and entering the house", illegal parking and charging, and guide the masses to park in outdoor safe locations. At the same time of dissuasion, all localities should intensify propaganda, mobilize the masses to remind each other, and create a good atmosphere for the participation of the whole people. If repeated reminders and dissuasion are ineffective, evidence will be collected in a timely manner and reported to the fire department or public security police station for handling in accordance with laws and regulations.
The plan proposes to promote the application of technical defense measures, require all localities to promote the installation of electric bicycle intelligent blocking systems in building elevators, encourage the use of "radio frequency signal transmission + video surveillance" and other technologies to dynamically monitor the battery into the building, and property service enterprises to cooperate with relevant work.
The underground building space is small, the ventilation conditions are poor, and there are safety hazards when electric bicycles are parked or charged. The plan is clear, it is forbidden to set up electric bicycle parking and charging places in underground and semi-underground garages, and the relevant departments that have been put into use will be investigated one by one to ensure that the fire separation between the place and other parts of the building remains intact and effective, and the fire-fighting facilities and equipment remain intact and effective. In the future, combined with the construction plans of various places, the existing underground and semi-underground parking and charging places will be gradually discontinued.
In order to respond to the concerns of the masses and further meet the charging needs of electric bicycles, the plan specifically proposes to speed up the construction of parking and charging facilities, and requires all localities to incorporate the construction of parking and charging facilities into people's livelihood projects and strengthen infrastructure construction. The construction of parking and charging facilities should fully consider the practical needs of rainproof, sunscreen, and anti-theft, and simultaneously add carports, video surveillance and other supporting facilities. At the same time, urge state organs, enterprises, public institutions, and social organizations to reasonably set up centralized parking and charging places for electric bicycles, and advocate "going home with full power".
In addition, the plan also clearly regulates the electricity price of centralized charging facilities, ensuring that the electricity consumption of centralized charging facilities set up in residential communities and non-residential users who implement residential electricity prices implements the residential electricity price. The power supply department should include the power connection of electric bicycle charging facilities in the power service guarantee matters, and standardize the acceptance of application for installation in residential areas that have been directly supplied to households, so as to ensure that centralized charging facilities are connected to electricity.
