In 2018, the General Office of the Central Committee of the Communist Party of China issued the "Regulations on the Work of Cadre Personnel Files", which clearly stated that the "Chinese Communist Youth League Volunteer Letter", the application for joining the League and other member file materials are included in the management of cadre personnel files. The Regulations on the Education and Management of Members of the Communist Youth League of China (for Trial Implementation) issued in December 2020 clearly stated that the Volunteer Letter for Joining the Communist Youth League of China is the primary file of League members.
In the work, it was found that in some places, there were problems such as lack of specific guidance, non-standard filling, non-meticulous review, and non-rigorous examination and approval in the process of filling in and reviewing the volunteer form for joining the league, which affected the quality of the development of league members and the seriousness and standardization of the work. In order to strengthen the guidance of specific work, the Grassroots Construction Department of the Central Committee of the Communist Youth League has formulated instructions and examples for the vast number of grassroots League organizations, League cadres and activists to learn and master.
