Huangzhou District 2024 Public Supplementary Recruitment Announcement for Middle Schools in Urgent Need of Key Teachers in Short Supply

In order to further implement the plan of "Gathering Talents in Jingchu and Dreaming of Huanggang" and build a team of high-quality, professional and innovative teachers, according to the "Interim Provisions on Open Recruitment of Personnel in Public Institutions" (Order No. 6 of the Ministry of Personnel) and "Several Opinions on Further Standardizing the Open Recruitment of Public Institutions in the Province" (Eren Shefa [2016]) No. 23), after the review and filing of the Huanggang Municipal Human Resources and Social Security Bureau on April 16, Huangzhou District will openly recruit 9 backbone teachers in urgent need of secondary schools in 2024, and the relevant matters are hereby announced as follows:

1. Recruitment positions and numbers

Huangzhou District 2024 Open Supplementary Recruitment of Middle School Backbone Teachers in Urgent Need of Shortage of Disciplines, for specific positions and numbers, please refer to the "Huangzhou District 2024 Special Public Supplementary Recruitment of Secondary School Backbone Teachers Position Table" (Annex 1, hereinafter referred to as the "Position Table").

II. Application Requirements

(1) Basic conditions

1. Have the nationality of the People's Republic of China.

2. Support the Constitution of the People's Republic of China, the leadership of the Communist Party of China and the socialist system, and abide by discipline and law.

3. Have good political quality and moral character.

4. Have the physical condition and psychological quality to perform their duties normally.

5. Have a bachelor's degree or above.

6. Holders of the corresponding section of the teacher qualification certificate, holders of the high section of the teacher qualification certificate can apply for the post of the lower section.

7. Have the title of primary and secondary school teacher or above, of which the applicant for the position of English teacher must have the title of deputy senior teacher or above.

8. The age should be 45 years old and below. For those with the title of associate senior teacher or above, the age can be relaxed to 48 years old.

9. Applicants for the post of high school teacher should have at least 6 years of experience in teaching in the subject applied for in high school, and have 2 years of teaching experience in the same discipline in the graduating class of the third year of high school;

10. Have other conditions necessary for the position (see the "Job Table" for details).

(2) The following personnel cannot apply

1. Persons suspected of violating law or discipline who are currently under review and who have not yet been released from Party discipline or government discipline.

2. Persons who have been found to have serious violations of discipline and rules in the civil servant recruitment examination and public recruitment examination of public institutions, and are still within the examination ban period.

3. Persons who have been lawfully included in the targets of joint disciplinary action for untrustworthiness.

4. Active-duty military personnel.

5. Non-2024 fresh graduates who are enrolled in full-time colleges and universities.

6. Formal in-service personnel of organs and institutions within the jurisdiction of Huanggang City.

7. Personnel who shall be recused in accordance with the relevant provisions of the "Interim Provisions on Open Recruitment of Personnel in Public Institutions" (Order No. 6 of the Ministry of Personnel) and the "Provisions on the Recusal of Personnel Management of Public Institutions" (Ministry of Human Resources and Social Security Regulation [2019] No. 1).

8. Other circumstances stipulated by laws and regulations.

3. Announcement and Registration

(1) Publish an announcement. On April 16, 2024, it will be released to the public through the website of the People's Government of Huangzhou District (http://www.huangzhou.gov.cn).

(2) Registration and qualification review.

1. Registration time: 8:30 on April 22, 2024 to 17:30 on April 24, 2024.

2. Registration method: on-site registration will be adopted. The location is: Service Hall of Student Financial Aid Management Center on the first floor of Huangzhou District Education Bureau (No. 30, Yanjiang Road, Huangzhou District).

3. Registration Requirements:

(1) Applicants can only choose one section of the discipline post to register.

(2) Candidates must provide: the original and photocopy of the second-generation valid resident ID card (including valid temporary ID card), academic certificates, teacher qualification certificates, and professional title certificates that meet the application conditions, and the registration form for the 2024 open supplementary recruitment of backbone teachers in middle schools in urgent need of secondary schools in Huangzhou District (Annex 2, hereinafter referred to as the "Registration Form") Double-sided printing, pasting 1-inch standard ID photo or inserting electronic file photo), valid proof of work experience, if there are awards and honors at the municipal level or above, provide the original and copy of the corresponding certificate, and 3 recent bareheaded one-inch registration photos.

(3) The "Registration Form" shall be signed and confirmed by the applicant.

(4) Applicants should read the recruitment announcement carefully, fill in the relevant information truthfully, and apply for the examination in good faith. If the candidate's registration qualifications do not meet the requirements of the position or fill in the wrong information, the consequences arising therefrom shall be borne by the candidate. Those who provide false application materials for the examination will be disqualified once verified; those who forge or fabricate relevant certificates, materials, and information to obtain the examination qualifications by fraud will be investigated and held accountable in accordance with the relevant regulations, and those suspected of committing a crime will be handed over to the judicial organs for handling.

(5) The ID card used for registration and examination must be the same. The mailing address and telephone number filled in during the registration must be true and accurate, and the telephone number cannot be changed at will during the application period to facilitate contact.

4. Qualifications:

The qualification review will be carried out simultaneously at the registration site, and candidates can know the results of the review on the spot. The qualification review runs through the whole process of recruitment, and if it is found that there are violations of discipline and regulations, false information, and non-compliance with job qualifications during the recruitment process, the qualification for open recruitment will be cancelled at any time.

(1) About the deadline for applying for the examination. The age requirements for each position are shown in the "Job Table", and the deadline for age calculation is January 1, 2024 (if the age requirement is 45 years old and below, it means born on or after January 1, 1978, and so on).

(2) Explanation of relevant work experience: The applicant shall issue proof of teaching experience in related disciplines, and can provide proof of work experience in relevant disciplines, such as work certificate of the unit, labor contract, social security certificate paid by the unit, salary certificate of the unit (including salary flow) or various certificates of teaching experience in related disciplines. During the qualification examination, the teaching experience will be reviewed through the materials provided by the applicants. The deadline for calculating work experience time is June 30, 2024.

(3) Registration confirmation and payment.

According to the provisions of Document No. 18 [2007], those who have passed the qualification examination must pay the examination fee of 50 yuan on the spot. Those who fail to confirm the payment on time will be deemed to have given up automatically.

4. Examinations

This recruitment will be conducted by direct interview.

(1) Definition of the proportion of examinations. In order to achieve competition and merit, in principle, the examination will be held according to the ratio of the planned number of recruits and the number of applicants for each position not less than 1:3. After the registration is over, if the above-mentioned proportion is not reached, the recruitment unit shall submit an application, and the competent department of the recruiting unit shall review and report to the Organization Department of the District Party Committee and the District Human Resources and Social Security Bureau for approval, and the proportion of the examination may be appropriately reduced or not set up. The number of applicants exceeds 1:10 for the position, the written test will be added, and the interviewers will be determined according to the ratio of 1:3, and the written test results of candidates for the additional written test position will not be included in the total score, and the content of the written test and related matters will be announced separately.

(2) The minimum passing line for written test scores. For the post of the additional written test, the minimum qualification line shall be demarcated according to 40% of the full score of the written test paper, and the personnel who have reached the minimum passing score line in the written examination can enter the next link. The results of the written test will be announced through the portal of the People's Government of Huangzhou District (http://www.huangzhou.gov.cn).

(3) Determine the candidates for interview. For the positions of the additional written test, the interviewers will be determined according to the ratio of 1:3, and the positions that do not reach the ratio of 1:10 will be interviewed.

(4) The minimum passing line for interview scores. The interview pass line is demarcated before the test, and the full score of the interview is 100 points, and if the candidate's interview score is less than 60 points, he or she shall not enter the next link. For positions where the actual number of interviews is less than or equal to the number of recruits, the minimum interview passing score line is controlled, and the interview score reaches 75 points and above before entering the physical examination and inspection stage.

(5) The content and method of the interview. The interview is mainly conducted in the form of lectures, and the interview content is mainly based on the comprehensive quality and professional skills required for the position, focusing on the professional knowledge and business ability of the candidates suitable for the position, and the interview score is 100 points.

(6) Publish an interview announcement. The interview announcement shall be published on the website of the People's Government of Huangzhou District at least 5 days before the start of the interview. The announcement should include the interview time, place, interview discipline and other matters that candidates must know before the test. Shortlisted candidates can be notified by phone, text message or email at the same time, so as to facilitate candidates' knowledge and preparation.

After the announcement of the interview, if the shortlisted candidates do not reach the prescribed proportion due to factors such as candidates' abstentions, disciplinary violations, and absenteeism, they will not be replaced.

5. Calculation of test scores

(1) The candidate's total score. The candidate's interview score is the candidate's overall score. Candidates' scores are accurate to two decimal places, and the third decimal place is "rounded" (if the candidates' scores are the same after "rounding", they will be sorted according to the actual scores before "rounding").

(2) How to deal with the same score of the candidates. When the candidates applying for the same position have the same total score, the candidates with high written test scores will be ranked first, and when the written test and interview scores are the same, the recruiting unit will organize the additional test.

6. Physical examination and inspection

According to the planned number of recruitment positions, according to the comprehensive results of the candidates, from the high score to the low score according to the ratio of 1:1 to determine the candidates for physical examination and inspection.

(1) Physical examination

1. The physical examination shall be organized and implemented in accordance with the "Notice on Further Improving the Physical Examination for Civil Servant Recruitment" (Ministry of Human Resources and Social Security [2012] No. 65) and the "Notice on Revising the General Standards for Physical Examination for Civil Servants (Trial)" and the "Operation Manual for Physical Examination for Civil Servants (Trial)" (Ministry of Human Resources and Social Security [2016] No. 140) and other provisions. Physical examination, and psychological testing at the same time. Those who fail to pass the physical examination (psychological test) shall not enter the inspection link.

2. If the recruiting unit or the inspected person has any objection to the results of the physical examination, it may be re-inspected with the consent of the competent department. The re-examination can only be carried out once, and the results of the physical examination are subject to the conclusion of the re-examination. If the applicant applies for re-inspection, the applicant shall bear the re-inspection fee.

3. If the applicant fails to complete all the physical examination items within the specified time, he or she will be deemed to have automatically given up the qualification for the physical examination. For female candidates during pregnancy, the relevant physical examination items can be postponed according to the doctor's instructions, and the relevant physical examination items can be made up after the end of the pregnancy period, and the employment procedures will be completed after the physical examination conclusion is qualified.

4. If the candidate gives up the qualification of the physical examination or fails to pass the physical examination, the recruiting unit can replace the candidate for inspection and physical examination, and can also cancel the recruitment of the position or reduce the number of recruitment plans according to the overall situation of the applicant.

(2) Investigation

1. The inspection work shall be carried out by the competent department of the recruiting unit and the recruiting unit.

2. The inspection work is in accordance with the employment standards of both ability and political integrity, morality first, and suitable for the post, focusing on the political ideology, moral quality, ability and quality, work performance, law-abiding, integrity and self-discipline, and whether there is any avoidance of office, etc., and the applicant's qualifications should be reviewed during the inspection. During the inspection, if it is found that there are circumstances that affect the employment and are verified to be true, the employment qualification will be cancelled.

3. If the candidate gives up the inspection or fails to pass the inspection, the recruiting unit can replace the candidate for physical examination and inspection, and can also cancel the recruitment of the position or reduce the number of recruitment plans according to the overall situation of the applicant.

7. Publicity and filing

(1) According to the results of the inspection, the leadership team of the Education Bureau shall collectively study and determine the candidates to be hired, report to the Organization Department of the District Party Committee and the District Human Resources and Social Security Bureau for approval, and publicize them on the website of the Huangzhou District People's Government, and the publicity time shall not be less than 7 working days. If there is no objection to the publicity, or if there is an objection but the employment is not affected after investigation, the competent department shall report to the Organization Department of the District Party Committee and the District Human Resources and Social Security Bureau for review and filing.

(2) Where there are issues that affect employment reflected in the announcement and verified to be true, they will not be hired. If the problems reflected in the announcement are difficult to verify for the time being, the employment shall be suspended, and the decision on whether to hire will be made after the investigation is clarified.

VIII.

(1) After being reviewed and filed by the Organization Department of the District Party Committee and the District Human Resources and Social Security Bureau, the recruiting unit shall promptly notify the newly hired personnel to report for duty, sign an employment contract with them, and implement post management. The establishment and personnel relations of the open recruitment teachers will be approved to the Huangzhou District Teacher Development Service Center, and the work will be arranged to work in relevant schools according to the actual employment needs of schools in our district, and the salary and treatment will be implemented in accordance with relevant regulations.

(2) If the hired person fails to report for duty without a legitimate reason within 20 days from the date of receipt of the employment notice, the employment qualification shall be cancelled.

(3) The minimum service period of 3 years is set for this open recruitment, and the hired personnel must sign an employment contract with the employer before taking up their posts, clarifying the minimum service period, liability for breach of contract and relevant requirements. Those who give up without a legitimate reason after entering the physical examination link, or who do not perform the minimum service period after being hired, will be recorded in their integrity files.

9. Other matters

(1) The relevant information in this recruitment process will be announced (http://www.huangzhou.gov.cn/) through the portal website of the People's Government of Huangzhou District in a timely manner, and candidates are requested to pay attention to the relevant recruitment information.

(2) Candidates and staff who violate the discipline of open recruitment shall be dealt with in accordance with the "Provisions on the Handling of Violations of Discipline and Regulations in Public Recruitment by Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security), and those suspected of committing crimes shall be promptly transferred to the judicial organs for handling.

(3) This announcement shall be interpreted by the District Human Resources and Social Security Bureau and the District Education Bureau.
