In order to supplement the staff of public institutions in a timely manner and optimize the personnel structure, in accordance with the relevant provisions on the open recruitment of public institutions, and with the approval of the county party committee and the county government, it was decided to openly recruit the staff of public institutions (formal establishment) from the public. The relevant matters are hereby announced as follows:

1. Recruiting unit, position and number

A total of 118 staff members are recruited from the public, and the recruitment unit, recruitment position, planned number of recruits and related requirements are detailed in the annex.

Recruitment for the society (including fresh graduates of ordinary colleges and universities in 2024).

III. Application Requirements

(1) Applicants should meet the following conditions:

1. Have the nationality of the People's Republic of China;

2. Abide by the Constitution and laws and have good conduct;

3. Have the physical condition to perform duties normally;

4. Have other qualifications and conditions required by the recruitment position, please refer to the "Job Profile Form" for details;

(2) If you have any of the following circumstances, please do not apply for employment:

1. Active-duty military personnel;

2. Non-2024 graduates of full-time regular colleges and universities;

3. Those who are under disciplinary review, supervision and investigation, or are under investigation for suspected violations or crimes, or who have been exempted from criminal punishment for violating criminal laws, or who have been subject to criminal punishment or re-education through labor for committing crimes;

4. Those who have been expelled from public office, membership in the Party, membership in the Youth League, or higher education status;

5. Dismissed by an organ or public institution for less than 5 years;

6. Those who have received a major demerit, demotion, removal, retention (Party or school) probation, reduction of post level, or other sanctions for less than 3 years, or the period for receiving sanctions has not yet expired;

7. The 2023 annual evaluation of the staff of organs and public institutions is incompetent (unqualified), or the 2022 and 2021 annual evaluations are basically competent (basically qualified);

8. Candidates who have been found to have "more serious untrustworthy conduct" for less than 3 years, or "serious untrustworthy conduct" for less than 5 years, as well as those who have been included in the "List of Persons Objecting to Military Service" and implemented joint disciplinary action for social untrustworthiness in the city (for details, please refer to Su Zheng Ban Fa [2013] No. 100, Su Zheng Ban Fa [2014] No. 114, Su Gongtong No. 2015 (28), Su Ren She Fa [2015] No. 190, Hong Zheng Ban Fa [2015] No. 97 and other documents, or consultation, Inquire about the county Public Credit Information Center: 0527-80618023);

9. Those who have a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations, or a close in-law relationship with the responsible personnel of a public institution shall not apply for the organizational (personnel), discipline inspection and supervision, auditing and financial posts of the public institution;

10. Before August 31, 2024, newly hired civil servants who have not completed their 5-year service period, or personnel who are not allowed to be dismissed from their work units (posts) if there are provisions (including clear agreements), or personnel who are not allowed to apply for employment in public institutions as otherwise stipulated by the state and province;

11. The new Measures for Open Recruitment of Personnel in Public Institutions in Jiangsu Province came into force on March 13, 2020, and according to the announcement of open recruitment of personnel in public institutions issued subsequently, the personnel who have been hired to various local public institutions in Jiangsu Province with less than the service period (as of August 31, 2024);

From January 1, 2018, all kinds of violations of discipline and regulations (including dishonesty) existing in all aspects of public recruitment by candidates in public institutions shall be recorded in the national unified "Integrity Archive of Public Institution Open Recruitment Candidates" in accordance with regulations, and the record period shall be five years or long-term records, and shall be punished in strict accordance with the "Provisions on the Handling of Violations of Discipline and Violations in Public Recruitment by Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security). where a crime is constituted, criminal responsibility is pursued in accordance with law.

(3) Relevant requirements

1. The "fresh graduates" in the qualification conditions refer to the ordinary college graduates who will graduate in 2024 and have obtained academic qualifications and degree certificates, and have not yet confirmed their work units, among them, the fresh college graduates who can provide the "Graduate Employment Recommendation Form" (original) can be relaxed to August 31, 2024, and other personnel must obtain all certificates and materials required by the academic qualifications (degrees) and positions before the start of registration.

Graduates of ordinary colleges and universities in 2023 and 2022, if they have not yet confirmed their work units, their file relationships are still retained in the original school from which they graduated, or in the competent departments for graduate employment at all levels (graduate employment guidance service centers), talent exchange service agencies and public employment service agencies, as well as those who have graduated in the same period outside the country (territory) and have completed academic certification but have not yet confirmed their work units, can apply for positions for fresh graduates.

Personnel participating in grassroots service projects, if they have no work experience before participating in the service project, and within 2 years after the expiration of the service period and passing the assessment, can apply for positions for fresh graduates.

Fresh graduates of ordinary colleges and universities who are conscripted into the military for compulsory military service can apply for positions for fresh graduates within one year after retirement.

The reference catalogue for the setting of "professional" in the qualification conditions is the "Professional Reference Catalogue for Civil Servants Recruited by the 2024 Examination of Jiangsu Province". Majors that are not listed in the professional reference catalogue and recruitment conditions in the professional conditions, and the graduation majors of overseas students, shall be determined by the competent department (unit) of the recruitment department (unit) according to the professional conditions specified in the recruitment announcement, the professional courses and research directions of the applicants. If the name of the major has been adjusted, if the major before or after the adjustment meets the professional requirements of the recruited position, the graduating institution shall prove in writing that the major before and after the adjustment is the same major or the professional courses are basically the same, which shall be deemed to meet the professional requirements.

3. The cut-off date for the calculation of work experience in the eligibility conditions is April 2024 (calculated on a monthly basis). Candidates who apply for positions requiring work experience must provide relevant materials of work experience: relevant post work certificates issued by the original unit, social security payment certificates for the working years required by the post, formal labor (employment) contracts for the required years of work and corresponding salary schedules or wage flow for those who cannot provide social security payment certificates, retired soldiers must provide discharge certificates, and service personnel of grass-roots projects must provide service expiration certificates.

4. Retired servicemen who have graduated from colleges and universities refer to retired servicemen who have enlisted in the army during or after graduation from ordinary colleges and universities that are uniformly enrolled by the state.

5. Other relevant policies, unless otherwise specified in this announcement, shall be implemented with reference to the relevant content of the "Jiangsu Province 2024 Examination and Recruitment Guide for Civil Servants".

4. Recruitment procedures and methods

The open recruitment work is organized by the Sihong County Human Resources and Social Security Bureau, and is implemented in accordance with the steps of issuing recruitment announcements, online registration and preliminary examination of qualifications, written examinations, qualification reviews and interviews, physical examinations, inspections, publicity and employment filings.
