In order to better explore the new direction of intelligent social governance and explore new paths for community construction, recently, experts from Tsinghua University, Fudan University, Tongji University and other universities and research institutes, the Internet Information Office of the District Party Committee, the person in charge of Changbai Xincun Street, and the editors of major well-known journals gathered in 228 neighborhoods to exchange ideas on "intelligent social governance" and "complete community construction", adding "golden ideas" to the development of communities and urban areas.
As the only national comprehensive base for intelligent social governance experiments in Shanghai, Yangpu has joined hands with Tongji University in recent years to actively explore the policy system, standards and institutional mechanisms of intelligent social governance, and accelerate the promotion of new technologies, new models and new scenarios of intelligent governance to take root and bear fruit.
Zhu Dajian, deputy director of the Academic Committee of Tongji University and director of the Institute of Sustainable Development and Management, said that Changbai 228 Neighborhood has an irreplaceable role in Shanghai's people's city-oriented urban renewal and community governance, and Yangpu should continue to upgrade the version of the workers' new village and turn it into a public service center with a "15-minute life circle", which is the real essence of the people's city.
The 228 neighborhood used to be a new village of "20,000 households" workers, carrying the years of struggle and collective memory of the industrial workers of New China. In 2023, the renovated and updated 228 neighborhood will return, gathering a variety of public services and community businesses such as neighborly kitchens, long-term rental apartments, fresh markets, leisure and fitness, outdoor staff stations, and small theaters, and has become a demonstration project of Yangpu's urban renewal and "15-minute community life circle". "That's why we chose this place for the exchange, because it reflects the cross-border integration of governance. Meng Tianguang, deputy dean and professor of the School of Social Sciences at Tsinghua University, had previously learned about the butterfly changes in the 228 neighborhood, but he did not have the opportunity to visit the site. This event was his first "meeting" with the 228 neighborhood. Meng Tianguang told reporters that the gorgeous transformation of 228 is instructive, "I have been doing research on urban governance in Beijing for a long time, and today I came here to find that the urban governance of Beijing and Shanghai is different, compared to Shanghai, which focuses more on community construction." In recent years, from "smart earth" to "smart city" to "smart community", the word "smart" has gradually occupied the core corner of the concept of urban governance. How to integrate artificial intelligence technology into ordinary community life? Zhou Shixun, director of the scientific research department of the Development Research Center of the Shanghai Municipal People's Government, believes that it is necessary to gather information. For this, he gave an example. "For example, if I want to count the opinions and suggestions of residents in Yangpu District, it is almost impossible to ask them door-to-door about the amount of work. Among them, Li Yanbo, a community planner of Changbai New Village, mentioned that 228 Neighborhood is a modern community complex with a high degree of functional positioning, mainly oriented to community services, and has 450 standardized security apartments. "The '15-minute community life circle' plan of 228 Neighborhood takes 228 Neighborhood as the radiation center, covering the surrounding area within 10 minutes to 15 minutes, and even radiating to the Pudong area. It will serve the surrounding areas with an open mind, and its governance work will not only require the efforts of the streets of Changbai New Village, but also the participation of multiple forces. ”
