The meeting deliberated and approved the work report, financial work report and board of supervisors work report of the Fourth Council of the Charity Association of the Demonstration Zone. Guo Juncang, executive vice president of the Charity Association, made a work report from three aspects: work review in the past five years, work report in 2023, and future work prospects. Yang Tianfeng, Deputy Secretary-General of the Party Working Committee and Management Committee of the Demonstration Zone, read out the commendation decision of 41 advanced units of charitable contributions and 47 advanced individuals of charitable contributions of the Fourth Council. The conference presented awards to representatives of 10 advanced units of charitable contributions, including Yangling True Community Public Welfare Foundation, and 10 advanced individual representatives of charitable donations, including Zhu Yongchang and Zhang Changsheng.
The meeting deliberated and approved the "Election Measures for the Fifth General Assembly of the Demonstration Zone Charity Association" (draft), and read out the recommended list of 64 directors and 13 executive directors of the Fifth Council, as well as the president, executive vice president, vice president and secretary general. The conference elected the members of the leadership team of the fifth council: Comrade Wang Baoping as the president, Comrades Guo Juncang, Feng Qi, Chen Yixin and Hao Bin as vice presidents, Guo Juncang as executive vice president, and Chen Juanwei as secretary general. President Wang Baoping made a speech on behalf of the new leadership team of the Charity Association: First of all, I would like to thank all the leaders and directors for their full trust in me, and elected me as the new president of the Charity Association, so that I have the opportunity to contribute to the high-quality development of charity in Yangling Demonstration Zone with everyone. Since the change of office in 2019, under the leadership of the Party Working Committee and the guidance of the Provincial Charity Association, Secretary Wan Weirui, Comrade Huai Province and all colleagues have taken charity as their own responsibility and worked hard in the spirit of being responsible to the party and the people. Let me make four points to encourage you.
The first is to improve the political position. Since the 18th National Congress of the Communist Party of China, the party and the country have attached great importance to the role of social forces in the construction of the "five-in-one", and have endowed charity with a new mission and high positioning of "participating in the third distribution and promoting common prosperity". Every year, the main leaders of the Party Working Committee and the Management Committee take the lead in participating in charitable fundraising activities, and all the team members of the Party Working Committee and the Management Committee actively participate in donation activities and support the charity work of the demonstration area. In March this year, Comrade Shi Gaoling, Secretary of the Party Working Committee and Executive Deputy Director of the Management Committee, gave instructions on the charity work of the demonstration area, and encouraged the Charity Association of the demonstration area to continue to make persistent efforts and create new achievements while fully affirming the charity work of the demonstration area, and strive to promote Yangling's charity to a new level. Under the strong leadership of the Party Working Committee and Management Committee of the Demonstration Zone, and with the care and support of the Provincial Charity Association, the Charity Association has raised donations and materials worth 39.8817 million yuan since its change in March 2019, set up 11 charity title funds, established 74 charitable happy homes, rescued students, retired soldiers, and seriously ill people in difficulty, helped targeted poverty alleviation, rural revitalization, epidemic prevention and control, public welfare projects, and supported flood relief, etc., with a total of 34,080 people benefited. It can be said that in the process of construction and development of Yangling, every key work has the integration and participation of the charity association. Here, it is also earnestly hoped that the relevant functional departments of the demonstration zone and Yangling District can continue to cooperate closely with the charity association, strengthen the service, guidance and support for charitable organizations and charitable activities, and work together to form a joint force to promote charity to a new level.
The second is to strengthen team building. The building of the charity team is the foundation for doing a good job in charity work. At present, the association has established a party branch, with 8 party members, and won the honorary titles of "advanced grassroots party organization" and "four-star party branch" in the demonstration area in 2021 and 2022, playing the role of a fighting fortress and the vanguard and exemplary role of party members. The association has won the "Sanqin Good Star" charity organization award awarded by the Civilization Office of the Provincial Party Committee and the Provincial Charity Association for two consecutive years. In the next step, we will continue to select a group of outstanding volunteer service teams who love charity, have high moral standards and rich professional knowledge to exchange and learn from the association, form a working network with linkage and good interaction, jointly do a good job in charity, and further play the important role of charity in helping economic and social development.
The third is to strive to pioneer and innovate. We must adhere to the people-centered development philosophy, take meeting the people's expectations for a better life as the primary goal, and do a good job in charity work under the new situation. Actively participate in rural revitalization, guide more social charity resources to invest in rural governance, rural construction, and rural public services, and help revitalize rural industries, talents, culture, ecology, and organizations; vigorously develop community charity, cultivate community social organizations, Stimulate the vitality of community charity, participate in community social governance, and jointly depict collaborative good governance and jointly build a shared social governance "concentric garden".
Fourth, improve the credibility of charity. Philanthropy is a cause of responsibility and trust, and we must always maintain integrity and transparency to ensure the effective use of funds and resources. By promoting the culture of charity, making good use of the media publicity matrix, establishing models of charity, telling good stories of love, occupying the high ground of public opinion, issuing mainstream voices, establishing new trends and healthy trends, and driving the general public to participate in charity and love charity. With the newly revised "Charity Law" as the criterion of conduct, strengthen the construction of the association itself, take the initiative to accept supervision, timely announce the collection and use of funds to the public, and consciously accept government audits and supervision from all walks of life.
Comrades, under the attention and correct leadership of the Party Working Committee of the Demonstration Zone, under the strong guidance of the Provincial Charity Association, and with the extensive participation and strong support of all sectors of society, the new Council will promote the healthy development of charity in the Demonstration Zone with greater determination, strength and practical measures.
