Overall objectives

Focus on improving the convenience of payment services for the elderly, foreign arrivals and other groups, adhere to goal-oriented and problem-oriented, and focus on key tasks such as bank card acceptance, cash payment, mobile payment, account services, publicity and promotion in accordance with the overall idea of "large-value card swiping, small-amount code scanning, and cash pocketing", promote the parallel development and complementarity of mobile payment, bank card, cash and other payment service methods, and strive to improve multi-level, A diversified payment service system will better serve the society and people's livelihood, optimize the business environment, and ensure a high level of opening up.

Key tasks

1. Smooth bank card acceptance channels. Banks and payment institutions should accelerate the transformation of the software and hardware of bank card acceptance equipment, configure intelligent acceptance terminals with multi-functional functions such as card swiping, contactless payment and code scanning, increase voice broadcast functions, support the use of bank cards for public utility payment and catering, supermarkets, transportation, entertainment, tourism, medical and other convenient service scenarios, and continuously improve the convenience of using bank cards for the elderly, foreign arrivals and other groups.

2. Expand the coverage rate of merchants' overseas bank card acceptance. The competent departments of relevant industries and the people's governments of cities and prefectures should focus on the eight key scenarios of "food, housing, transportation, travel, shopping, entertainment, medical care, and learning", comprehensively sort out key places such as large business districts, tourist attractions, tourist resorts, nighttime cultural and tourism consumption gathering areas, cultural and museum venues, cultural and entertainment venues, hotels, transportation hub sites, hospitals, universities, etc., establish a directory of key merchants and dynamically adjust them, and promote the continuous improvement of the coverage rate of overseas bank card acceptance terminals (POS machines) of merchants included in the directory.

3. Improve the quality and efficiency of overseas bank card acceptance services. Guide banks and payment institutions to strengthen the monitoring of the deployment and use of POS machines, and orderly carry out various tasks such as merchant inspections, logo posting, training and publicity.

4. Guarantee cash payment in RMB. Strengthen the construction of a grid management mechanism for cash services, maintain an appropriate number of cash counters and automated teller machines (ATMs) in outlets, and facilitate the withdrawal of RMB cash by the elderly, foreign arrivals and other groups. Launched standardized and diversified RMB cash "coin purse" products to meet the needs of retail, catering, hotels, buses, taxis, tourist attractions, cultural and entertainment venues and other business entities for change exchange. Further optimize the layout of service points for helping farmers withdraw money, and enhance the convenience of receiving financial subsidies for benefiting the people and farmers.

5. Comprehensively improve the applicability of ATMs. Combined with the needs of the elderly, foreign visitors and other groups for ATM cash withdrawal, the large-character version, concise interface, multilingual interface and human-computer voice interaction and other functions were added in a timely manner. Actively open the function of ATM cash withdrawal of overseas bank cards, ensure that ATMs are deployed in key places to support cash withdrawal of overseas bank cards, and prominently post signs such as overseas bank card acceptance.

6. Continue to optimize foreign currency exchange services. Consolidate and continuously optimize the foreign currency exchange service model in which bank outlets, foreign currency exchange agencies, and local and foreign currency exchange authorized institutions complement each other. In airports, hotels, tourist attractions, colleges and universities with a concentration of international students, and other places to increase foreign currency exchange institutions and facilities, standardize the use of domestic and foreign currency exchange service logos, encourage qualified bank outlets or institutions to enrich the currency that can be converted, and strengthen the business training of foreign currency exchange service personnel.

7. Standardize cash receipts and payments. The competent departments of all industries should urge business entities to ensure cash payments in accordance with laws and regulations, do a good job of making change reserves, ensure the smooth flow of cash payments in various scenarios, guide the taxi industry to make change reserves as a service standard, and guide airports, railway stations, highway passenger stations and other places to standardize cash receipts and payments. Strengthen departmental coordination, further promote the special rectification work of refusal to accept cash, comprehensively investigate and eliminate acts such as refusal to accept cash, build a grid management mechanism for cash services, smooth channels for complaints and reports, and properly handle complaints and monitor public opinion.

8. Continue to improve the mobile payment function. Fully consider the payment habits and needs of the elderly, foreign arrivals and other groups, and provide convenient services such as large-print versions and multilingual mobile applications (APP) to improve the friendliness and convenience of all aspects of mobile payment.

9. Continue to enrich mobile payment products. On the premise of business compliance and controllable risks, we will continue to optimize mobile payment products such as binding domestic e-wallets to overseas bank card payments (binding foreign cards within foreign cards) and UnionPay Travel Pass.

10. Optimize the environment for using mobile payments. Optimize the business process of foreign visitors to Hubei to handle domestic mobile phone numbers, provide good international roaming services, strengthen wireless network coverage in key places, and provide support for foreign visitors to Hubei to handle mobile payment business.

11. Fully implement the simplified account opening. We will continue to expand the coverage of simple account opening services at bank outlets, guide banks to establish a hierarchical and categorical management system for foreign visitors to Hubei Province, and provide simplified account opening services for foreign visitors to Hubei in accordance with laws and regulations.

12. Improve supporting services for account opening. Encourage banks to establish "green channels" in their outlets to improve the efficiency of account opening. Banks are encouraged to provide convenient account services such as opening accounts at ports of entry and door-to-door services for the elderly.

13. Establish a demonstration unit for payment services. Combined with local conditions and characteristics, in large business districts, tourist attractions, tourist resorts, cultural and museum venues, entertainment venues, hotels, transportation hubs, hospitals, universities and other places, promote the construction of a number of payment service demonstration units, for the elderly, foreign arrivals and other groups to provide payment services with more Hubei characteristics.

14. Give play to the leading role of demonstration units. Summarize and promote the experience of the construction of demonstration units in a timely manner, and promote the continuous improvement of the province's payment service level from point to point.

15. Coordinate and carry out publicity on payment services. With the theme of "Bosom Friend Hubei, Worry-free Payment", we will comprehensively use newspapers, radio, television, websites, social platforms and other media, with the help of airports, railway stations, airlines, travel agencies and other carriers to carry out rich content, diverse forms and highly targeted payment service publicity.

16. Create a "first-stop service publicity center". In Wuhan Tianhe Airport, Yichang Three Gorges Airport, Xiangyang Liuji Airport, Enshi Xujiaping Airport, Ezhou Huahu Airport, etc., the "first stop service publicity center" will be built to embed payment service publicity into all aspects of foreign arrivals to Hubei such as entry and exit procedures, baggage collection, vehicle and hotel reservations.

17. Standardize payment service identification. Banks, payment institutions, and clearing institutions should standardize the posting of various types of logos such as bank cards, mobile payments, ATM overseas bank card withdrawals, and personal domestic and foreign currency exchanges, and realize "instant opening and posting" for new merchants, and give full play to the guiding role of logos for customers.

18. Consolidate the achievements of bank outlets in the construction of services suitable for the elderly and convenient for the people. Based on the actual needs of the elderly and other groups, bank outlets should be equipped with magnifying glasses, wheelchairs, hearing aids, first-aid kits and other items, and qualified bank outlets should also set up barrier-free passages, handrails up and down steps, public rest areas and other facilities.

19. Strengthen the management of key bank outlets for foreign-related services. Establish a ledger of key bank outlets for foreign-related services, supervise and urge the allocation of foreign language service staff, provide foreign language service guides, price catalogs and service agreements, etc., and continuously improve common foreign exchange services such as cross-border personal receipts and payments, foreign exchange settlement and sales, domestic transfers, foreign currency cash exchange and deposit and withdrawal.

20. Research the establishment of compensation mechanisms for payment services. Reasonably subsidize the expansion of overseas bank card acceptance merchants of payment service entities and the expenses of overseas bank card acceptance by key scenarios and key merchants, and provide certain rent reductions and exemptions to places where foreign currency exchange institutions and facilities are set up.

21. Truly protect the rights and interests of financial consumers. Carry out follow-up surveys and satisfaction surveys, smooth the channels for collecting opinions and suggestions on payment services, and improve the efficiency of complaint handling. Strengthen emergency management, ensure the continuity management of payment business, and effectively ensure the information security and capital security of financial consumers.
