After the completion of the revision of the inspection work regulations, the first round of inspection work was officially launched. On April 8, 2024, the National Inspection Work Conference and the Third Round of Inspection Mobilization and Deployment Meeting of the 20th Central Committee were held, announcing that routine inspections would be carried out on the Party committees (Party groups) of 34 units.
The Regulations on Inspection Work of the Communist Party of China were promulgated in 2009 and amended three times since then, all after the 18th National Congress of the Communist Party of China, and the latest revised version was officially issued and implemented on February 8, 2024.
Two months later, a new round of inspections was launched. From the point of view of the objects of inspection, this round of inspections has special features: economic departments and financial units are the focus.
Among the departments of the State Council, the National Development and Reform Commission, the Ministry of Finance, the State Administration of Financial Regulation, the China Securities Regulatory Commission, and the Central Bank are all directly related to the economy and finance. In addition, the five major banks including the State Administration of Foreign Exchange, the Shanghai Stock Exchange, the Shenzhen Stock Exchange, CITIC Group, the Industrial and Commercial Bank of China, and the Agricultural Bank of China, as well as three insurance companies, namely Life Insurance, Pacific Insurance and Export Credit Insurance, are also included.
In the two rounds of inspections that have ended in the past year, the main objects of inspection are still central management enterprises.
In April 2023, the first round of inspections of the 20th Central Committee dispatched 15 inspection teams to carry out routine inspections of the party groups of 30 Chinese financial enterprises, 5 party committees of Chinese financial enterprises to carry out inspections to "look back", and mobile inspections to the party groups of the State General Administration of Sports. Six months later, the second round of inspections carried out routine inspections of 26 Chinese enterprises and 5 functional departments, and carried out inspections of the party group of the State Railway Administration and the party group of China State Railway Group Co., Ltd. to "look back".
According to the central deployment arrangement, this round of inspections around economic work departments and financial units is a routine inspection, which is also the first time that the central inspection has carried out routine inspections of financial units after the 20th National Congress of the Communist Party of China.
The 19th Central Committee has also taken financial units as the object of routine inspections. In September 2021, the eighth round of inspections of the 19th Central Committee of the Communist Party of China carried out routine inspections of the Party organizations of 25 financial institutions, including the People's Bank of China, the former China Banking and Insurance Regulatory Commission, the China Securities Regulatory Commission, the State Administration of Foreign Exchange, the China Investment Corporation, 3 developmental/policy banks, the Big 5 banks, CITIC Group, China Everbright Group, 4 insurance companies, the Shanghai Stock Exchange, the Shenzhen Stock Exchange, and 4 AMCs (asset management companies).
