Founded in 2003, Bihai Mingju Community has 87 households and more than 300 permanent residents. Last year, during the fire safety inspection, the fire squadron of Jun'an Town found that the fire protection system was paralyzed, the pipeline was leaking, and the water pump was damaged. The town's urban construction office and fire squadron have also issued rectification notices to the community within a time limit on several occasions. The community business committee organized residents to spread the situation, which caused residents to be very worried about the potential safety hazards in the community.

On November 7, 2023, the community organized the owners of Bihai Mingju to hold a consultation meeting.
Safety responsibility is heavier than Mount Tai, and the rectification work involves a wide range of aspects. In response to the demands of the business committee and residents, the Party Committee of Jun'an Community invited the town emergency office, urban construction office, comprehensive management office, fire squadron and other departments through the platform of "village residence appointment + department registration" to hold a special meeting on the source of funds encountered in the rectification and the difficulties in shop renovation, and reached a relevant consensus.

At the end of last year, around the quotations of four companies with fire protection system renovation qualifications ranging from 140,000 to 170,000 yuan, Jun'an Community linked with the Industry Committee to organize community party members and other enthusiastic owners to carry out four deliberations and consultations. Some participants said: "The quotations of four different companies, I don't know whether the direction and content of the transformation are consistent, and it is recommended that the four companies quote according to a unified template." Some think: "If some fire-fighting equipment can be used, don't replace it, and use the money on the cutting edge." According to the opinions collected through the deliberation and consultation, the four quotation companies revised the plan.
However, at the beginning of this year, when the renovation plan was announced on the platform, some owners did not agree to the plan because they did not understand the severity of the fire hazard, resulting in a low voting participation rate. The Party Committee of Jun'an Community quickly organized community party members and staff of the business committee to visit the homes of the owners who were not willing to vote many times, moved with emotion and reason, informed the seriousness of the problem, and communicated with the owners in their shoes, and finally won their understanding and support, and the fire protection renovation plan was finally successfully voted on.

With the efforts of many parties, the community business committee finally signed a contract with the contractor at the end of March, using the community public revenue funds + the owner according to the area of the fund raising method to pay for the renovation costs, the contractor has recently officially entered the construction.
For the whole process of the work and the efforts made for it, Ouyang Huanqiao, Secretary of the Party Committee of Jun'an Community, believes that the governance model of "departmental linkage + party-mass discussion + mobilization of backbones" has been explored. She said that in the next stage, she will make good use of this model to gradually solve the fire hazards in old communities such as Jinchang Building and Hengcui Haoting, and create a safe and comfortable living environment for the residents of the community.
