1. Optimize and adjust the content of the declaration and payment process

From April 1, 2024, the current social insurance premium declaration and payment process for payers will be optimized and adjusted to allow payers to declare and pay to the tax authorities on their own (hereinafter referred to as "self-declaration").

2. Declaration and payment method and time limit

1. The payer declares and pays social insurance premiums to the tax department on his own. The base amount of social insurance premiums and the amount to be paid will continue to be determined in accordance with the current calculation method.

2. From April 1, 2024, the employer shall declare and adjust the employee's salary to the tax department.

Employers that have declared their employees' wages to the human resources, social security and medical security departments before April 1, 2024 and have verified the payment base for the current year are not required to declare the 2024 paid wages, and those that have not completed the declaration of the 2024 employees' paid wages are required to declare the current year's paid wages to the tax authorities.

Starting from April 1, 2024, after the employer registers the new employee's social insurance with the human resources and social security and medical security departments, it shall declare the salary paid for the current year to the tax department before the end of the month of insurance registration.

The employer shall declare to the tax department from the 1st to the 25th of each month (holidays are not postponed) to confirm the amount payable and pay the social insurance premiums, and the part of the employee's individual contributions shall be withheld and paid by the employer.

3. Flexible employees can declare and pay social insurance premiums to the tax department on an annual (quarterly, monthly) basis.

4. If the payer has special circumstances such as making up the arrears caused by the failure to register for social insurance, the arrears of social insurance premiums before April 1, 2024, and handling the policy supplementary payment, the payer shall still report to the human resources and social security and medical security departments first, and then pay the social insurance premiums to the tax department after the human resources and social security and medical security departments verify and generate the amount of supplementary contributions.

3. Declaration and payment channels

From April 1, 2024, payers who have completed the registration of insurance participation in the human resources and social security and medical security departments shall apply for declaration and payment business in the tax department.
