Since the beginning of this year, Meishan Tianfu New Area has innovatively set up a project service area around the idea of "one-chain approval", and has incorporated all 44 approval service items involving enterprise engineering construction into the project service area, implemented closed-loop management of the whole link, and provided "one-click" services for the project landing.

"After the new project service area is set up in the convenient service hall, we pragmatically promote the centralized office of key departments, and implement the one-window comprehensive acceptance and back-end sub-field handling mode in accordance with the non-discriminatory comprehensive window handling mode, so as to provide enterprises with policy consultation, approval and construction guidance, joint approval, joint acceptance, license issuance and other enterprise-related approval life cycle services. After accurately studying and judging the key links of the whole process of project approval, the project service area selected key personnel from the Planning and Natural Resources Bureau, the Housing and Urban-Rural Development and Transportation Bureau, the Administrative Examination and Approval Bureau and other key units related to the examination and approval of enterprises, and improved the professional level of the staff through centralized training, taking turns to give lectures, case analysis and other methods. At present, 75% of the whole process of approval has been covered by the service team of the project area.

Innovative mechanism Adhere to the "one-stop" model
In addition to handling the examination and approval matters of key resident departments, the new district also actively explores the call response mechanism.
"In view of the objective reality that individual departments cannot settle in, we are led by the staff of the comprehensive window in the special area, and according to the needs of project approval, we carry out joint approval services by helping the agency or making an appointment with the on-site office of the dispatching department to help enterprises quickly handle approval matters. At the same time, the project service area also published the "Project Handling Flow Chart" in a timely manner to further refine and quantify the approval of engineering construction projects, the content of each item and the implementation standards, and effectively achieve a set of standard management and approval, forming a rapid response pattern. We have also designated and published a list of 70 items to be accepted, making it clear that enterprises can proceed to the next step if they lack non-critical materials, so as to further improve the efficiency of enterprises. For enterprises whose preferential policies are not very clear and whose work processes are not yet familiar, the project service area has also set up a special window for preferential enterprises, which specifically collects and summarizes the preferential policies of the new area and provides one-to-one services for policy consultation and answers.
"When we came to do business, we came to the special window for many consultations, and the staff formulated a professional 'preferential enterprise package' for us, which allowed us to enjoy a lot of policies. Liu Qian said. At the same time, the service zone actively promotes the "one-stop" integrated service, integrates government services such as enterprise start-up and quality inspection, introduces social services such as third-party comprehensive consulting services, seal enterprises, and banking business, integrates and integrates enterprise-related related services, and gradually builds the project service area into a "project living room" loved by enterprises.
"In the past, it was a 'relay run', where one department completed the approval and handed it over to another department to go through the approval process. Now it is 'running side by side', which is to press the 'acceleration button' for the project to land, and make every effort to create an 'upgraded version' to optimize the business environment." Li Chang said. So far, the project service area in the new district has reduced the time for the whole process by 48.5%. Since the trial operation of the project service area this year, a total of 157 approval service items have been completed, and 300 people have been accepted for various consulting services, which has greatly improved the satisfaction and convenience of enterprises.
